DPK proposal [Creation of a new State Criminal Database] has acquired enough endorsements during the required time, and will proceed to the next phase of deliberation.

The time frame for discussion and voting is seven (7) days after the presentation of the proposal by the party (in this thread).

The N-KA support this motion proposed by the DPK.

Still the question is: "How will Law enforces be able to report violaters?"
Will there be a chared owned database or will they have the ability to report it in silence?

The DPK, as the promoter of this proposal, presents the following concept for deliberation:

New Kusari Criminal Database

1 - Purpose

The New Kusari Criminal Database would replace the outdated criminal databases employed by previous administrations of the Kusari State Police, and instead turn it’s management to the Ministry of Justice of the Republic of Kusari. Naval Forces and Kusari State Police would become the prime agents in providing additional information, as well as enforcing justice upon the criminals marked on the database.

2 - Structure

The Criminal Database would be structured into 3 layers, described below:

2.1 - A Kusari Criminal Database (KCD), managed by the Ministry of Justice and readable to law enforcement agencies (KNF, KSP, KPT organizations and affiliates, from here on designated law agents) as well as civilians of Kusari. It would present alphabetically a list identifying the criminals identities and affiliations, means of operations, the crimes they are accused, and the sentence given by the submitting agency. An additional fee upon the fine of criminal may be required by the Ministry of Justice for the resolution and removal of the criminal from the Database. The State Database should be used as a reference of State issued bounties on longstanding and highly dangerous criminals.


2.2 - A Law Enforcement Registry (LER), operated by the law agents. Law agents are requested to submit new entries to the criminal database here, as well as any status update on the criminal cases open and registered, such as changes of intel, additional charges, fines issued, and requests for the closure of the cases. All law agents (//officials and indies) are granted reading and writing access. The Registry does not invalidate databases and registries ran by the individual organizations, but is considered the only mean to interact with the KCD.

2.3 - A Citizens Crime Reporting Hotline (CCRH). This hot-line is open to all citizens who wish to report suspected criminal behavior or conduct that might be contrary to the laws of the Kusari Legal Codex within Kusari territory, or behavior by entities that might endanger Kusari national security. Reports are submitted by entities that are not law agents, and are required to be taken up by law agencies. Civilian reports only confer a “suspect” status on the reported entities, and it is the duty of law agents to evaluate the accusations and raise it to criminal status. Law agents should also investigate the veracity of submitted witness reports, to prevent harmful and hampering abuse of the justice and bureaucratic system.

3 - Functions and Roles

This section goes into detail the modus operandi of each layer presented in point 2.

3.1 - Kusari Criminal Database (KCD)

The KCD will present a alphabetical list with the registered criminals, crimes accused, the case status, and a link to the case reports and informations. Archived cases will be kept at a list below of the active database, for record keeping. The Database will be kept updated at least every 15 days by the Ministry of Justice, under the handle of the [Republic of Kusari]

3.2 - A Law Enforcement Registry (LER)

The LER will be database registry open to the law agencies, where reports of confirmed criminals who have escaped the law enforcers during attempts of arrest or avoided paying compensation imposed by law agents for previous crimes. Registry entries should provide: issuing agent identification (id proof if not evident), accused vessel identification and ship type, accused pilot affiliation, laws broken/criminal action committed, basic visual proof, and report or link to more detailed report of the occurrence.
It should also include actions taken against the criminal (outstanding fines issued, docking restrictions, deportation orders, kill on sight status, etc.)

Law agents should also submit any status updates on active cases presented by them, or included on the SCD, for status alteration of the referred case.

Case: Found him in Shikoku again, managed to stop him. Succeeded in making him pay the outstanding fine of 5.000.000 credits, and deported his empty ship back to Liberty border. This case is closed.
3.3 - Citizens Crime Reporting Hotline (CCRH)

The CCRH is open to all civilians who have neutral or friendly relations with Kusari institutions, and wish to report suspects of criminal actions according to the Kusari Law Codex in effect.
Witnesses should provide their own identification (Name and affiliation), Suspect name and affiliation, the crimes the suspect is accused of and visual or textual evidence of those crimes, as well a small statement of the event.
Law agents should use the reports to evaluate the likability of a criminal case, and proceed with investigations with the suspect and witnesses as soon as possible.
Should the suspect be found guilty of said crimes, or show unsubstantiated lack of cooperation with the investigations, it is the role of the agent to report said person to the LER for widespread notification of the criminal actions.
It is also the duty of the law enforcement to verify the veracity of the citizen reports, and should there be any evidence of false statements, or reporting of innocents to cause deliberate harm or slander, appropriate action will be taken against the reporter, such has denial of access to the CCRH, or other penalties applicable by law.

I now ask all parties and it's members to observe the proposal and state clearly it's vote, or proposals of amendments. Any changes will be reported on this channel for review.
I ask the representative of the N-KA to review the proposal and resubmit his position, confirming or changing his approval.

Conclusion of this proposal deliberation is scheduled to the end of day 14 of the current month.

I, Kurosawa Takashi have thoroughly examined this proposal and can find no flaw in it. This system will drastically improve the current situation regarding criminals and their prosecution.

I have no doubt that the law enforcement agencies will welcome this change as it makes their job a lot easier and therefore Kusari a lot safer for its citizens.

Therefore, I hereby state my support for this proposal.

The Kusari Reformation Party support the bill as presented by the Democratic Party of Kusari.
Having looked over the documentation made available, we find it is in the interests of Kusari to adopt these measures and bring them forthwith to implementation so our law enforcement agencies can operate more in the manner and with the support they deserve.

As the main promoters of this bill on the DPK, I of course present my favorable vote, and those of the remaining DPK representatives.

With the votes of the parties already represented (90.5% in favor), the motion has received an unanimous majority approval, and was forwarded to the House of Councilors for the final vote.
With a majority approval of the House of Councilors, the proposal [Creation of a new State Criminal Database] was approved by the Parliament, and promulgated by the Government of Kusari.

The proposed bill is now in effect.
