Honestly it would kinda ruin the whole server ... just look for example at the Liberty Fleet ... quite a lot are "unofficial"! And I still think that this whole "officials are better then non-officials" ruins the fun a bit.

Well ... with one point you are right, there are some who really cannot roleplay with caps. Oh and .. arent GBs still caps ?! (if yes it would restrict all unofficials to snubs lol)
