Brothers and Sisters of the Rheinlandic Upheaval to come,

Our progress in stockpiling Californian rations so generously offered to us by Liberty has been highly fruitful, and at present we've garnered enough to feed nearly a million mouths. I'd like to offer my special commendations to Kommandant Harlow for his tireless and repeated efforts in smuggling this food to Munich.

Certain public irritations aside as of late, I submit for yours and the Zentralkomittee's considerations the natural progression to the initial procurement of Two-hundred-fifty-thousand Standard Sirian Units of Emergency Rations; diffusal to those in need planetside, at zero charge to them.

The problems inherent here are in the delivery of our supplies. Due to sheer lack of knowledge or blatant misinformation spread by the Federal Authorities, the vast majority of the impoverished urban populace will either not know how to acquire our relief supplies, or not know they exist in the first place.

With the generous donations we've received from small-scale publicity of our humanitarian efforts upon Nuremberg, we now have an expanded budget for next year's expenses. I propose a substantial portion of this goes towards written leaflets.

These leaflets would be created en-masse aboard Eltmann and brought by our ships to the Nuremberg Defense Grid. Federal Military and Police forces would be an impediment both to the delivery of the leaflets and the safety of our escorts and must be neutralized or drawn away if at all possible. Civilian Visitors will be propositioned for donations as per Vereinigte Widerstandsarmee Policy and additionally, requested to take on space for excess leaflets if possible, with instructions and possible reward for proper distribution.

If the leaflets antagonize an already frustrated populace, the ultimate hope for our presence at Nuremberg is to drive Federal Enforcers out of one or more population centers and secure a beachhead for our ships to more easily distribute emergency supplies and off-world transport.

In Summary:

Operation: Mundpropaganda Wrote:PHASE I - Secure for the Widerstandsarmee's future use 250.000 units of Emergency Rations to be stored upon our leased decks aboard Augsberg.

PHASE II - Release 1.000.000 (highest estimate) leaflet-pods into the atmosphere of Nuremberg and securing temporary space superiority around the planet in hit-and-fade strikes, only long enough for our cargo to be unloaded. (Total 22/01/823 -- 860 Units)

PHASE III - Secure a planetside beachhead and utilize this comparative oasis to deliver as much promised food as possible from our Augsberg stockpile and Landwirtrechtbewegung allies if possible.

PHASE IV - Closely monitor the habitability of Nuremberg and extricate as many refugees as possible; their safety is PARAMOUNT. (Total 04/05/823 -- -15000 Rheinlanders?)

Refer any questions or concerns to me. We have a job to do, Widerstandsarmee. Lives are depending on us.

Update on the Operation, Widerstandsarmee.

Around the turn of the solar cycle I authorized the Ostara to disembark from Eltmann on special assignment. The goal was to experiment with an ingenious idea that the Quartermasters came up with aboard Eltmann regarding the Operation; "shelling" the atmosphere with leaflets instead of waiting for orbital decay to accomplish the same.

While I'm likely not the best person to consult regarding the "ammunition" and its specifications, the modified "BU-GM493 Custom Canister Round" delivered a considerable quantity of fragmenting leaflets. When they reached the lower atmosphere any undamaged pods should have shattered into dozens of smaller ones and possibly even had their trajectory altered in an efficient fashion. If all goes well, this Operation may be a foregone success at a time where every minute counts.

Mission Objective: Reconnaissance/Information Warfare
Commanding Officer: Oberst Erich Klugmann - VWA|WGS-Ostara (BU-GM493 "Ostara" Cruiser)
Notable Encounters:
Nuremberg Perimeter Fleet - Hostile
A Bismarck and several Donau-class were summoned to defend Nuremberg but the Ostara put them far behind it before they entered weapons range.

The gunnery crew evidently had problems manually decoupling the Razor Generators and mounting the fragmenting canisters in-place away from a drydock, but managed to carry out the orders without any serious issues. I expect security to be far tighter from here on out, however.

In the future the Ostara won't be acting alone, but I feel that at present our expensive leaflets necessitate delivery from the Ostara. There's simply too much of a chance for leaflets delivered through orbital decay to either miss their targets or never make planetfall. What I hope to orchestrate at least weekly are the following:

- Ostara uses its heavy weapons, re-purposed, to "bombard" Nuremberg's surface with fragmenting leaflets. The Ostara will offer whatever point defense it can against any incoming threat with cannon arrays, but cannot load both leaflets and Razors simultaneously.
- Escorts will provide defense of the Ostara and any supplementary leaflet-carriers.
- Once the total payload is delivered and confirmed for touchdown, Widerstandsarmee hastily withdraws to Eltmann. This is a hit-and-fade.

Expect another "payload" to be scheduled within the next Solar Week. We need that beach-head, Genossen. This is for the sake of hundreds of millions of innocent civilian lives, and neither of us are going to sit idly by for the Bundesrepublik to fail them a final time.

Reminder that Operation: Mundpropaganda is still fully in effect, and whilst we wait for our leaflets and other operatives within the Party to do their parts, I remind all of you that maintaining as much Stellar Supremacy around Munich and Nuremberg is to be amongst the highest priorities of the Widerstandsarmee. In anticipation of our work there, I've secured an entire deck of Eltmann for our own personal use, quarters included. You'll find they're a little more spartan than the creature comforts at Bruchsal, but they're the best I could acquire.

This means that until further notice, our base of operations is at Eltmann Moor. Time is ticking and it's growing steadily more apparent that the Bundesrepublik is either unaware or uncaring of the fact that so many civilian lives are at risk. Concerning my own personal recent outing to conduct a simple snubcraft-based atmospheric scan, I found something immensely troubling.

Thankfully, I do have some good news. I was contacted a solar day ago by a representative of "Nuremberg Vertical Agriculture and Fabrication", a planetary subsidary of Daumann. They informed me of a remote set of warehouses that they own and administrate on the Schopenheim Plains, a region with little population density; most often reached by airspeeders and other atmospheric mediums of travel due to lack of roads or maglevs.

In short, they've picked up our leaflets, and have decided to offer the warehouses for the eventual purpose of civilian-expatriation. Evidently the situation on the surface is worse than we thought; thousands are already seeking out medical care for cancers or leaving the planet en-masse every week.

Eltmann will have replacement fighters and your ration-cards will still work just as well here as they would at Bruchsal. Appended to your rations are two antirad-pills to be taken once daily as a precaution. You'll find your quarters already assigned and ready for your own shifting and decorating as-desired.

It's finally time, genossen.

We're moving on to Phase IV of the Operation. The NVAF aforementioned in the prior transmission have gathered nearly two-hundred-thousand refugees from all over Nuremberg's population centers; enough for us to begin evacuation as soon as possible. I've contacted the Quartermasters onboard Eltmann, and this is what we've managed to accomplish at present:

Our larger transports capable of hauling a few thousand are incapable of drawing too close to the atmosphere of Nuremberg, and would draw considerable undue attention from any remaining Planetary Defense Grid. To address this, we've acquired two old Dromedary-class freighters refitted for human transport; respectively the Kronstadt and the Spartacus. Their armament is minor but we need as much space as possible for passengers, and their chassis have already been outfitted with small-sized Colony modules from old Pilgrim liners. You'll find these modules covering each freighter and transport during their rounds, so take as much care as possible not to allow any damage to come to the direct hull of your ships. I think we can all agree that our ships hemorrhaging Rheinlanders into the vacuum is a circumstance no-one wants.

Passengers can be manually offloaded through boarding tubes or escape pods to any larger Transports under our command, and you'll find small teams of Party Security waiting aboard said Transports to herd the passengers quickly and safely to their cells until they reach their destinations.

The current destination in question is to the agreeable and accomodating Zoners of Bethlehem Station, Pennsylvania. They're at present the only safe bet for a hopeful standard of living for these men, women and children. Under no circumstances should our journeys to Pennsylvania cross any of the Texas Dark Matter nebulae; I don't want to test the old Pilgrim module durability against something as corrosive as that.

Do not risk moving any number of passengers without at least one combat-worthy ship as an escort; be safe and remember that the lives of these untold thousands are in our hands. I understand that many within the Widerstandsarmee are finding their morale slipping due to the recent cuts in ration-allowances; I'm pleading with the Central Committee as much as possible to explore other alternatives for sustenance now that so much needs to be requisitioned for the passengers. This alternative may involve attempting to aid the Landwirtrechtbewegung in food-piracy in exchange for more shipments; so we'll need to be prepared to get our hands dirty. Secondary priority, however.

I'll see you all at the Eltmann hangar. This is not only for Rheinland, but for the dignity of humanity. Do your parts, Widerstand.
