So, if you have evidenced the Violation of Server Rules, you simply making some screenshots with timestamps and submitting a report against the violator. Just shouting into the local, that the player will get sanctioned, bastilled or banned is not right and against the Rules. Also the local chats are InRP only, we use the "//" when absolutely necessary, but you declined to use anything. Just spaming the ooRP messages is not right as well. In the result of your actions, you'll find your transport without guns and cash.

How do I get my character back?

Sorry....forgot to ask....why was it banned anyway....I don't understand

It' means you have lost cash and guns from it. So, you still have all of your characters and full access to the server.
