Honored members of the Rheinland Bundestag,

Over the years our Houses managed to maintain neutrality and trade relations during your war with Liberty. Now your war with them is over and your peace treaty can serve as a key to open another door between our corridor of trust.

Many times we did attempts to extend our relations further but due to political differences a lot of opportunities were never able to be realized. One of these opportunities was the Omega Alliance - our Armed Forces and your Military - working together to secure the peace between our borders and the Omega border worlds. But now the time has come for us to act.

The revolution army - known as the Hessians in your territory - have suddenly decided to raid our system Omega-3 and even dared to strike some of our patrols in Cambridge system. They were assisted by the crimson revolution - the Coalition and our Dublin rebels - the Molly. Together they are forming a huge force, one that might achieve a lot if they maintain proper communication and organization. Our war with House Gallia is not going well and their invasion in California are rendering some of our supplies from Liberty to reach their destination. Our northern forces are kept busy. Our southern forces - Norfolk's Great Fleet - are unable to secure both Cambridge and Omega-3 alone. At least not anymore - the "Revolution" forces have taken care of that.

These are tough times but the hope is shining above us all. Your peace with our primary ally - Liberty - is now allowing us to work together in a way we have never done before. Our fleets can cooperate and end the "Revolution" before they set in flames of propaganda more of our regions.

In behalf of the War Cabinet of House Bretonia, I request the Rheinland Bundestag to accept our Omega Alliance initiative - together through cooperation between our fleets - to secure our Houses borders. Should you agree to work with us, I will deliver more details about this Alliance.

The Bundestag received your communication and the bureau of Admiralty issues, representing the Bundestags position, the following statement:
• Whilst the Bundesrepublik empathizes with the bretonian people in this situation that's their burden to carry, a decission can not be reached yet. It's stated that the Bundesrepublik looks forward to a future cooperation with the Bretonian Empire but the Bundestag will not discuss your request without further information on what's called Omega-Alliance by yours.
The Bretonian Empire is required to provide in depth detail on its intended strategy and the requirements it has set for this cooperation.

The War Cabinet of House Bretonia have decided to rewrite the old "Omega Treaty" by pushing forward new points of interests for both Houses. For sake of revealing our true intentions to set new stable foundations for a possible future Alliance between our worlds, we have prepared a new treaty, named Omega Alliance. The goal of this initiative is to further develop our relations, so one day to shake hands as allies - working together for a better tomorrow.

A) Omega-3
  1. I. The Kingdom of Bretonia will allow access to Rheinland Military and BDM -affiliated vessels entering Omega-3 to uphold freedom of trade if the following criteria applies:
    [1] The entering vessels must be accompanied by a pilot ranking Feldwebel or above.
    [2] The entering vessels must be part of the Rheinland “Task Force” fleet, permitted by the Bretonian Government.
    [3] The Rheinland “Task Force” will be limited to the following ship classes: 2 Cruisers, 2 Gunboats, 25 fighters and 20 bombers.
    [4] The Rheinland “Task Force” will set a defensive perimeter in sector F-7, Rugen Station.
    [5] The entering vessels will not continue into Bretonian core territory without Armed Forces High Command or Bretonian Government authorization.

    II. The Kingdom of Bretonia will allow Rheinland -affiliated vessels to engage Corsair, Red Hessian, Sirius Coalition Revolutionary Army, "Wilde" -affiliated hostiles, and any other criminal individual or organization bountied by the Rheinland Federal Republic. The following restrictions apply:
    [1] The Rheinland Military will not cause damage to any Bretonian law-abiding organizations.
    [2] The Rheinland Military will be able to employ the right of self-defense.
    [3] The Rheinland Military can request assistance from Bretonian forces against the mentioned above criminal organizations.

    III. The Rheinland “Task Force” will respect all the laws of House Bretonia.
    IV. In case of joint operation, the highest ranked Bretonian officer will take the lead of the joint wing within Omega-3.

B) Trade Agreement
  1. I. The Kingdom of Bretonia will allow unlimited access to its market to: Daumann Heavy Construction (DHC), Krüger Mineralien (Kruger) and Waste Disposal company (ALG).
    These companies will not have to prepare any licenses as long as this Alliance is active.

    II. The Federal Republic of Rheinland will allow unlimited access to its market to: Bretonia Mining and Manufacturing (BMM), Borderworld Exports (Bowex) and Gateway Shipping (Gateway).
    These companies will not have to prepare any licenses as long as this Alliance is active.

    III. Any ship part of the above companies which is transporting cargo that can be considered as "illegal" by both Houses should be fined according to the laws.

C) Limits
  1. I. The Federal Republic of Rheinland and the Kingdom of Bretonia both reserve the right to withdraw their signature from the treaty if one of the aforementioned parties fails to fulfill, or breaks the criteria listed above.
Both of our Houses witnessed the fruits of war. It is time to rebuild our economy and cooperate together - to secure the safety of our people from the enemies of the Omegas.

Guten Tag, Sehr geehrte members of the government of the Kingdom of Bretonia.

The Bundestag has discussed the message and treaty proposed and has come to the conclusion that it does not benefit both of our nations evenly and deem it not acceptable. Therefore and as an effort for the betterment of both Rheinland and Bretonia, we forward to you this counter proposal:

B) Trade Agreement

    II. Rheinland trading and mining companies will have lower purchase and sale taxes applied to them when engaging in trade with Bretonia.

    III. The Federal Republic of Rheinland and the Kingdom of Bretonia will encourage and promote economical cooperation between the two houses in their bordering Omega-7 and Omega-3 systems for the benefit of both and better security against criminal organizations.

    IV. The Federal Republic of Rheinland will support Bretonia with a steady flow of resources:

    V. The Federal Republic of Rheinland trading companies will be the primary delivers of the goods listed, a total of the 75% of the goods imported by Bretonia of that class.

    VI. ALG Waste Disposal will receive an exclusivity contract regarding the harvest and procesing of Toxic Waste in the Kingdom of Bretonia.

    VII. The Federal Republic of Rheinland will allow unlimited access to its market to: Bretonia Mining and Manufacturing (BMM), Borderworld Exports (Bowex), and Gateway Shipping (Gateway).
    These companies will not have to prepare any licenses as long as this Alliance is active.

    VIII. Any ship part of the above companies which is transporting cargo that can be considered as "illegal" by both Houses should be fined according to the laws.

C) Limits
  1. I. The Federal Republic of Rheinland and the Kingdom of Bretonia both reserve the right to withdraw their signature from the treaty if one of the aforementioned parties fails to fulfill, or breaks the criteria listed above.

These are our requests as far as the treaty is concerned.

While they're open to discussion, we remind Bretonia that the intention of these new terms is primarly focused on helping supply Bretonia with high quality materials and as economical compensation for the Bundesrepublik for the help provided to the Kingdom of Bretonia.

Article A) section II part 6 stands for the partial replacement of BDM vessels should it be required as the Militär may require some time to form the Task Force.
Article B) section II stands for an increased volume of goods delivered between the Federal Republic of Rheinland and the Kingdom of Bretonia.
Article B) section III stands for future cooperation that may be possible should the Omega Alliance prove to be trully effective for both the Federal Republic of Rheinland and the Kingdom of Bretonia.
Article B) section IV stands for an increased volume of goods that can no longer be delivered by the Republic of Liberty due to the supply lines between Bretonia and Liberty being reduced significantly.
Article B) section V stands for the safeguard of section IV and the benefit of the Republic of Rheinland in this kind offer made to the Kingdom of Bretonia.
Article B) section VI stands for the processing of hazardous and harmful materials produced by the conflict, that would be dangerous for the population of Bretonia should they not be properly handled and processed.

Lastly, we'd like to mention that the previous Omega Treaty proposed some time ago was rejected by the Kingdom of Bretonia, but the Federal Republic of Rheinland is ready to cooperate as long as these terms are upheld.
