Hm, going by dps efficiency of basics and prims being almost the same as Solaris ones, you should go with a Solaris loadout + 1 heavy turret, missile or razor, whatever you prefer more.
Go with the light GB shield to maximize the available powercore in combat.

I've been away for awhile. What are the latest GB changes?

To keep it short:

A few Gunboats were balanced, faction ones, one of the most notable changes would be how they nerfed the Defiant.

General changes were: Basics/Primary turrets use way more energy now, so no infinite firing anymore
Razors were changed, Cerbs are now like shotguns.
More importantly there are now 3 Shield types: A light 100k one, a medium 125k one, a heavy 150k one, while the medium shield uses a bit powercore to work and the heavy one drains a hell lot.

All in all the changes were made to give people different possibiltys to use their GBs, as well as make the most horrible GBs have atleast some use now.
Mixing the loadout and different shield types results in different kind of GB roles, heavy support or tank platform, light hit and run ship, the average groupfight GB, etc.

An example would be: Condor with Heavy Shield and Solaris + 1 missile would act as a nice support platform in a huge battle while a Condor with light shield, (as mentioned before the efficiency between: "No spread" Solaris and "spread" basics is almost the same, disregarding the solaris shorter range) Solaris or Basics + 1 Razor, will do fine against other GBs and should even perform rather well in defending itself against a single cruiser. Bombers wouldn't be a problem at all too.

To summarize it: Besides the new roles, test some things yourself, take a look into conn, find out how you perform yourself while flying the GB with different mixes of equipment and go with the one you feel best with.
