Would like to ask about requirements for 1- licensing a base . please add thread(s) links if possible
2 - Licensing an already constructed base without any RP or consent . Please add thread(s) links if possible

Last but not least , would like to know if there's a penalty , tax or fee or whatever for building a base without permission (If found )

In answer to your questions, there are no server specific costs. However, there are RP requirements specific to different polities. You can find them in the House Roleplay Laws at the top of the page.

The punishments are there as well.

If you build a station in house space without permission, you're likely to get a massive fine, or base destruction. Better to get the relevant licences first.
