Does that mean that me as freelancer, have to fly along with him? Or he can stay docked, and me as freelancer, after being asked for help, can take a trade lane to see if the bandit has cut it, and engage him if he did, while the trader is docked?

If you're hired to escort a trader, you can fly ahead and clear the lanes in case you see any pirates there. It's always best to be grouped with the trader and screenshot the inrp arrangement made beforehand just to be safe. Your other option is registering on a bounty board, which would allow you to hunt specific groups within specific systems and get paid for it.

Separate question: what about LN ID (and other house navy/police)? They can attack bandits on sight, correct? (of course after short RP like "you came to the wrong system, bandit, prepare to die").

Any faction ID can attack other players belonging to a hostile faction, but not on sight. This being a roleplaying server, regardless of the ID you're playing, you'll need to roleplay before any engagement and provide sufficient time for a response from the other player. So, even if you quickly write a few lines which would count as "sufficient roleplay", you still can't open fire right away, and have to actually give the other side some time to respond before starting the fight.
