Found it. (FL Frontierspace 1.75_DOWNLOAD)

-Lets you play single player with $ Ship and everything options. + SP and more.

Sadly, this link is also broken. I have the mod and feel it is far better then its lack of popularity would indicate. I've played most all the large mods, and for single player this one is my favorite (sorry Crossfire).
