Okay, engine limitations keep you from doing any less than 50% shield damage compared to hull damage, I've gathered that much. And apparently you can't add new damage types, or that probably would've been done already.

What about editing existing ones? Laser and Photon are functionally identical as far as I can tell, so why not merge them as far as existing weapons are concerned (that is, all Photon guns switch over to Laser type, but with the same stats they'd already have) and edit one into the new "hullbusting" type that does reduced damage to all shield types?

Or is this another one that's not possible for whatever reason?
You know, the simple solution to shield/hull damage issues is to increase the hull or shielding on every ship etc by tenfold or whatever.
Make it so that instead of 100 shield damage doing 1% of damage to a shield, simply have 100 shield damage to 0.01% to a shield.
How? Up the shielding numbers on everything.

That's how we did things on another mod. Had proper Ion Cannons that drained only power from a vessel.
Actually, I am against specialised hull busters. Allready much ships are minmax, and this will increase that state, to point where middle guns wont be used at all. Not something id like to see.
Not sure if I count as a modder, but it may be possible to mess with the
Fx and change a missile to a gun effect, and they havnt got the hardcoded limits... Actually, that might do... *wanders of thinking*
Mod with specialized hull busters;

VHF:
2x ShieldBusters
4x HullBusters

Variety be damned..

Current mod;

VHF:
2x ShieldBusters
4x Codenames/Nomads

5% of VHFs: 6x Class 9 faction weaponry

Realistically ideal;

VHF:
1-2x ShieldBusters
3-5x Class 9s
1-2x Codenames/Nomads

Ideal;

VHF:
6x Class 9 faction weaponry

With exception of;

Corsair VHF:
2x Corsair ShieldBuster
4x Class 9 Corsair faction weaponry

I answered what I could, I've no idea about your question except for the 'not possible' bit.
I merely proposed a solution to the problem.

I answered using the fact that even if possible, which it IS possible, it shouldn't be used for the above reasons. Thereby rendering your question meaningless in light of the bigger picture.
On the note of the technical details, it is possible to create new weapon types. IE we could make disruptor or whatever 'type' we want in addition to the existing types. I don't know how it is done, but I have seen it used.

Hullbuster made this way would have two problems though.

A) To my knowledge you cannot have a weapon bypass a shield (The projectile would be unable to hit the hull until the shield is down)

B) You cannot give a weapon a moddifier that makes it more effective against a hull over specific shield types.

You could in theory make all shields super resistant to the new beam type, but the exact same could be accomplished by making a normal type weapon that does no shield damage. All in all a dedicated hull buster is really impratical.

I've heard a few times that it was impossible to make a weapon do under 50% of its hull damage to a shield, other than shield modifiers. Was that incorrect?

(also, due to risk of instant death, the "can't bypass shield" problem is very far from a problem, trust me...)

EDIT2: To address another point that Dab and I went over in Skype, this is more a matter of my curiosity than something I really want to see in the mod.
