I guess it isn't the correct subforum to post, but I'll try to explain (I'm not the base owner)
They must have set some minimum stock for the commodity and when you sold your aluminium, the base must have had less than the said minimum stock. It resulted in buying alu from you, but it won't sell it back as the said minimum stock is higher than current amount of aluminium ore they have onboard the base. You should be able to buy ore once the base has more ore than the said minimum stock.
Speaking about the price of 1$, they must have set it as they wanted to supply it with ore themself (I've done this a few times with my pob too) to generate profit from export.

base is broke ?? is anyone working it ?? tried bringng supplies but it wont take anything. cleaned out the ore, should put some cash in its kitty ??
