Hello and good day.

Firstly, I would like to thank Liberty and her allies for providing us the ability to do this. While I know the Liberty and Malta have never been on the right foot.. or even the right square block, the Republic has always seen Liberty as a symbol to look up to. Again, thank you.

Now.. The Republic of Malta, or more commonly, if inaccurately, known as the Outcasts, has made several communications to Liberty, either via her lawful forces or the Neural-Net. The current presidential cabinet, as well as the Armed Forces, understands that due to our nationality and the people we represent, our outlook to the people around us is.. unfavorable at best. Nevertheless, we've persevered, and by the request of the Armed Forces, I'm sending this transmission to hopefully end the pointlessness.

Recently, a Republic government vessel, the Barcelona, traversed Liberty space on a travel-through towards the Kingdom of Bretonia. Chief Helberg and Deputy Chief Dawn of the Liberty Police, as well as Liberty Navy Fifth Fleet Captain Armada, Commander Anderson and Lieutenant Taylor, have already been made aware of the situation, either by the incident itself or via Neural-Net communications. In fact, it was Deputy Chief Dawn who suggested to me personally that I send this transmission to acquire a license, so I'll try to be brief.


The Republic of Malta is hereby applying for a license for the usage of our primary identification papers, identification tag and IFF within Liberty House space, as well as the use of Maltesian fighter craft for the purpose of escorting Republic convoys and interception of unlawful forces should the need arise. The Republic is prepared to pay in Sirian credits the required price for said license, and accepts the other defined laws of Liberty as guidelines to follow.

I hope this is enough, and I wish you the best in your future endeavors.
