Anyone who flies a snubcraft, flies a VHF or a bomber. Light fighters are typically left tot he RP-only use, or the very poor (but even then not very likely). So how can we fix this? Give them an advantage over VHFs!
Right now, the HF and VHF have the same speed. Most HFs are slightly better at turning, but not enough to offset the power/weapon/armor differences. So let's adjust cruise speeds for al the snubs.
LFs would go from 400 to 425. This gives them a speed advantage over all other ships, so that they can catch pesky freighters that will have more firepower than them.
HFs go to 400 cruise speed, up from 375. This makes them as fast as a freighter, and faster than the more heavily armed VHFs, GBs and Bombers.
VHFs stay unchanged at 375. Still intercept capable, but really designed more as an escort ship or a heavy hitter.
Bombers go to 350, down from 360. Bombers are already incredibly overpowered, so why not slow them down a bit. They'd have to actually be smart to catch their prey, rather than just be faster and CD them, then absolutely annihilate their targets.
That's my thought, by boosting the two lighter fighter categories, and slowing down bombers, we might be able to see a bit more diversity in the ships people fly.
