I know it shows what ships are using jumpgates/trade lanes and what their cargo is, but what info does it give if the ship is cloaked?

It also shows cloaked ships as far as I know. The only thing that helps you not getting detected by TLAGSNET is not using lanes and gates.

True this. You can trick the TLAGSNET a little though, usually the easiest way to get away from lawfuls while fleeing is to watch the navmap while flying. They see the sector you leave in but not where exactly, dropping at the very edge of two sectors proved to be helpful plenty of times.

Otherwise TLAGSNET tracks you down like Foxglove gets tracked down by Sombra every day.
