My Lords and Ladies, Admirals and Commodores.
I am writing to you this evening to update you on the progress the SIS has made in these past few months.
Our founding was ordered by Commodore Kaze Dagon, originally we were intended to be a branch of the Bretonian Armed Forces although it would seem that we have grown apart of them. All the same, our work has taken us from the Northern Taus to the Eastern Omegas and almost everywhere in between. Of particular note is that, in Kusari, we report that a new faction of Blood Dragons has emerged with no love for the republic. Contact has been established with this group, and we are interested to see what they may be able to provide us with.

Agents in the northernmost Taus indicate a surprising lack of conflict, although the rate of smuggling is quite high, likewise, Gallia remains relativly conflict free although reports indicate a simmering discontent within the Civilian population.

In the Omegas, we have attempted to open relations with the BDM of Rheinland, to better police the growing influence of the RHA and SCRA, as well as the Corsairs. It's early days yet, but we are hopeful of more developments.

On the home front, we have inherited the old BIS archives and a great many agents from the past who were left high and dry when the old organisation was disbanded. As such we request an increase in funding to better expand our operations.

My Lords and Ladies, Admirals and Commodores.
The recent weeks have been most eventuful, with the Omegas being the center of our attention, along with a possible alliance with the BDM. A detailed report with the appropriate logs will be presented to you shortly. For now however, we wish inform you our meeting with the BDM in the Stuttgart system that took place three days ago.

Agent James Skirka met with the BDM HC in Omega-3 and later in Stuttgart (due to security concerns regarding the Omegas) to discuss an alliance between the SIS and BDM. He stressed the need for one due to our connection with Liberty nearly completely cut and because the RHA, SCRA and Corsairs are becoming a real threat to trade and the realms of both Bretonia and Rheinland. A loose agreement was made that a patrol between the BDM and SIS of the Omegas was needed, they agreed.

The BDM also wish to initate an assault against either an SCRA base in the Omegas or (more likely) a Hessian one. To do that they have requested the use and assistance of Royal Marines and heavy capital ship support (e.g. x2 crecy destroyers). If the Bretonian government would be willing to allow their use for a Joint operation, I can assure the members that all Bretonian personal will remain under SIS command. I wish also to remind the Government and board members that Commodre Dagon had alocated some limited resources to us upon our first founding (including a number strike teams I believe) although I will re-check that information.

Agent Skirka then procceded to talk about the renegotiation of the Snowdon treaty, whereby the possibility of BAF, BPA and SIS being allowed to police the Omega-3 and the Omega-7 systems and the RM, BDM and RFP will be allowed to do the same, was raised. The SIS recognises that we don't have the authority to do that ourselves but did give our word to mention it to our respective governments.

Finally, Agent Skirka did speak about letting SIS logistical transports into Rheinland and BDM logistical transports enter Bretonia (Not to be escorted by any fighters, Gunboats and/or Cruisers). The BDM wishes to keep an eye on the Gallic front and we wish to keep an eye on the Hessians from the otherside of the Omega systems (or perhaps to further entrench our relations with the Core) Much like the above point however, it was agreed that both organisations would speak with their Governments on that matter.

The SIS and BDM came to the conclusion and agreement that Intelligence sharing between our two groups would happen when such intelligence concerns the Hessians, Corsairs and SCRA and pertains to Rheinland (in our case) or Bretonia (in their case).

Director Weber,

I don't believe I've had the pleasure of making your acquaintance. Let's get straight to business, we both know Bretonia has little time for chit chat.

I'll focus on your first message to begin. Kusari is a difficult one to navigate politically. We've been aware of simmering tensions and the rise in acts relating to the civil war in recent years. Our official stance is to not take any sides. We've had relations with various forms of the Republic, Imperials, and Blood Dragons over the years. Keep an eye on it, but do not, under any circumstances, allow yourself to get involved. Relations are recently on the up, and we at the War Cabinet would like to keep it that way, with all parties.

As for your second message, I must commend you. You work fast, that's to be respected. I am also pleased to hear that you and the BDM have agreed on the necessity of securing the trade corridor. If you are looking to assault an hostile installation, I can spare you two squads of marines from the Norfolk fleet. We have been attempting to train our forces for our offensive on Leeds, so unfortunately resources are limited. As for Crecy's, the Intelligence Service has always had a few cruisers at their disposal. Give us a few days, I'll have Southampton's Quartermaster fix the access codes and have them ready for your arrival. What you do with them is down to your own command staff, but a word from the wise, don't waste them. Resources are thin.

A revision of the treaty would be welcomed, but ensure that it's clear, Omega 3, or Gibraltar as we've come to call it, is Bretonian space. I've had enough green faced Libertonian Captains try to tell me New London is Liberty space, I don't need a repeat of that. See if you can work the Merchant Navy in there too. I know Lord Hamilton wants his gunboats, as well as his own escorts, in the air again.

As for access for BDM transports, I'm a little concerned. Our predecessors have always been wary of foreign intelligence agencies, we don't even let the LSF in here. I'm going to need more to assure me this is a good idea, because if we do, we'll have to offer it to the LSF as well.

Since the creation of your organization the War Cabinet was carefully observing your actions and I must say we are most pleased with your efforts but most importantly - your results. Because of that the government representatives agreed to give you more funds so your operations to continue flawlessly and without delay.

I wish to thank you for your responses, and for the support that has been given to the Service. Rest assured, there will be no foreign excursions without your express permission, and I only expect you to give such permission when you have been informed by myself or an agent operating on my behalf. In regards to the BDM, there are still a number of things that need to be arranged before we even consider making a start on the Omega-3 treaty, so worry not Admiral, we will take care to keep you informed on all events regarding the Southern borders.

Baron Piett, I do not believe I have had the pleasure of meeting you. I wish to thank you for the contribution you have made and I would be more than happy to send someone along to discuss these 'topics' of which you speak at a date of your choice, should you be serious about your offer.

To update you on recent events in the greater Sirius

Events in the taus prove to be fruitful as contact with both the Unione Corse and the Gallic Brigands has been made. Our agents are currently negotiating what it is we will need to give them for their support against the crown. We have reason to suspect that both organisations wish to travel into Bretonia unhindered, this is not within the Inteligence service's authority to give. However we would like to know your thoughts on the matter and if an agreement could indeed be reached with these organisations. There have also been reports regarding major civilian traffic in the taus bound for Leeds. We suspect that the enemy is resupplying their troops on leeds and preparing for another push.

Our assets in Kusari are quiet as of late, as such the Directors have felt the need to dispatch an agent North to investigate the rumours that a power change has taken place within the Blood Dragons. Rest assured we will maintain the highest level of secrecy when doing so.

The recent outbreak of war between Rheinland and the GMG is of concern to us, we are unwilling to assign agents to the Sigma systems to find out the root causes of the conflict yet at the same time feel the need to know. The Directors will therefore await instructions from this government as to what you wish us to do.

The Conflict in the Omicrons has taken a surprising turn, with the sudden (but not unexpected) resignation of the Freeport-11 administrator, the conflict between the Order and the Core is expected to gather speed. Evidence has also been obtained that clearly shows the Corsairs and the Order working together. This is hardly surprising yet it should serve to reinforce Bretonia's position against both parties. We are expecting a full report from our agent on this matter. The Directors wish also to formally request moving the now former Freeport-11 Administrator to Freeport-1 in the Omega-3 system. We believe that this will aid us in strengthening our southern flank against potential incursions. However, we will await your thoughts on the matter.

The Omegas are uncharacteristicly quiet recently, with Hessian movement being at an all time low, yet Corsair movement is steadily increasing. With any luck, the war in the Sigmas will draw their forces away from Bretonia.

On the Home Front, warnings have been sent to the Admirals of the Essex and Royal Arc as the SIS prepares to make a move on the tau-31 gate in Leeds. We only require your final approval.

My Lords and Ladies

As you may know, a message from the Büro des Marinenachrichtendienst was received recently, I would request that the Government take their offer seriously. The SIS has met with each other in the past and we are eager to see our two houses move forward. I understand any misgivings you may have about another Intelligence service wandering through Bretonia, rest assured I will be speaking with the Director of the BDM on those matters when the time and need arise. Until then however, I would advise we listen to what it is they have to say.

In other news, the Omegas remain fairly quiet, however news has reached our ears about a breakaway faction of Corsairs that seem to be attempting to reach out to the lawful elements of the Houses. We have briefly encountered them and, when we know more, will inform you of their intentions. The last thing we need is a new Corsair group pushing on our southern borders.

Likewise, we note that the SCRA have thus far upheld the new non-aggression pact, we will see if they are serious with their offer when we meet with them later this month. Per their request however, the SIS will (with this council's permission) look at obtaining a 'Shire' class transport for them, if only to ensure that this pact lasts a little longer than some may expect. I wish to bring to this government's attention that one of the requests the Communists have is the guarantee of safe passage for their vessels through the Dublin system on their way into the taus. I understand this is not something we can publicly grant, therefore we would be happy to deliver a message (regardless of whether it is positive or negative) on this government's behalf through the underground channels we have established.

Kusari remains an interesting position for us to maintain, the reunification of the Kusari Empire comes as a surprise to us, however it also has some added benefits, while the merger is still ongoing, we have been informed by our friends within the Blood Dragons that Planet Tomioka is increasingly falling under their influence. We have no solid information that indicates an impending victory but we will keep an eye on the situation all the same, perhaps it may serve well as a safe house in the distant future.

We will endeavour to keep this Government informed of any and all relevant events in the next quarterly update.

My Lords and Ladies

Much has happened since the last update I gave. I will break this down by region to keep things as simple as possible.

The home-front remains reasonably steady and unchanged, Dublin, Cambridge and Manchester are all as they were however it has undoubtedly been noticed that Trafalgar has been taken by Gallic forces, the Junkers are incensed by this move and have recently been of great service to us in a handful of covert operations. We will keep them at arms length for now. The Gaians have also made moves to approach us since our recent cessation of hostilities.

The Taus have recently gained a new burst of activity as Edinburgh and Leeds have become centers of attention for our enemy. A new Shipyard has arrived in Edinburgh and neither myself nor the Gaians are pleased at this new arrival, I will be meeting with Gaian leaders to discuss possible ways in which to make life for the Royal Navy in that system miserable. Leeds is now the home of a new Jump Gate construction site, continued strikes will help slow down it's completion but intelligence suggests that it will be operational within the year. Tau-44 has recently come under the control of friendly forces, the Natio Octaverium, whom have been instrumental in aiding our agents in the Northern sector, continue to show aid and promise, which will no doubt prove useful in the long run. The Privateers have recently moved into the Tau-53 system, rest assured a considerable number of our agents watch over their operations, but given the recent outbreak of war in Kusari, Gallic influence has grown in that system, something the Golden Chrysanthemums, Blood Dragons and Privateers all wish to avoid, we will see if increased strikes against their ships will make them think twice about extending their influence there.

Kusari has become slightly more dangerous as of late with the increased presence of the Imperial Kusari Navy on the Sigma border. The Blood Dragons continue to provide valuable information to us regarding the inner workings of Kusari as well as fleet status and any covert operations within that house.

Liberty remains ultimately unimportant, save for a few over excited LSF agents being reminded of the rules within our house. Communication with the Lane hackers has recently led to us worrying about them less and having less problems in the occupied border-worlds, they have provided information to us and may keep doing so, if they're in the mood.

The Omegas have yielded interesting results, the Red Hessians have come looking for a non-aggression pact with Bretonia along with a desire to reopen trade. While the Government is required to sign off on this, we feel it necessary to inform you of this fact. The SCRA matter is now firmly within your own hands, we will send a member with your delegation but aside from that, will not interfere with your decisions regarding that matter. A new Corsair faction has recently been identified has slightly less insane as the other groups and we are exploring the possibility of working with them, they are known to the Blood dragons and have also expressed an interest in working with Bretonia for long term gains. We have not yet completed their threat assessment and thus will not advise anything be done about them, but caution will be employed when approaching them with any type of deal.

The Omicrons have been a disappointment for us recently, talks with the Order have failed and ultimately led to a reopening of hostilities, this was demonstrated clearly when the Order assaulted New London with two capital ships last week, other minor incursions have also been detected. We are working on finding a viable alternative to them, yet trust in the Omicrons is hard to come by nowadays. The Core remain open to us, but they do seem to have troubles of their own. I have assigned a diplomat to them to improve relations.

Due to the war now ending and the turmoil in Rheinland I feel the need to open this channel up like my predecessor once did.

The operation to change Rheinland's government to a friendlier one has had mixed results. When Director Weber initiated the plan, the objective was not to see a civil war break out in a neighbouring house. Nevertheless it became apparent to myself and others within the service that a radical transition from Republic to Monarchy was always going to have opponents. It was our intention that a democratic election of the Monarch would ease the transition, but we fundamentally underestimated the level of festering instability within Rheinland. The result is as you see, a conflict born of many issues that have been ignored over time, the restoration of the monarch is simply a catalyst, rather than it's root cause.

With that said, the majority of Rheinland's economic, military and political sectors do support the restoration, and while the Kaiser (or prince as he is yet to be crowned formally) remain under our watch, our overall involvement has been minimal to avoid any issues that may arise. The Civil war that has broken out was, as mentioned, unforeseen but it does present an opportunity. It is my opinion that Bretonia ought to invest more effort into Rheinland now that she is in a vulnerable position. With luck, our involvement may see Liberties influence within that house ousted.

I should like to be clear, the overall point of restoring Rheinland's Imperial line to the throne was not to exert influence or control over another house, it was to find an ally within the Omega's that would be free to make it's own mind up. Director Weber believed that so long as Rheinland was economically dominated by Liberty, Liberty would hamper our efforts in the Omegas through Rheinland. This has yet to be conclusively proven either way, however we do require allies within the Omegas. Liberty's interest is passing, at best. Rheinland however possesses significant raw materials we have need of as well as a strong industrial base which we may be able to call upon.

However the situation is spiraling out of control, Hessians have been moving their forces for some time now and the civil war has caused major public divides. I have dispatched agents to observe the situation in greater detail. We believe direct intervention of the Service to protect our investment and assets within Rheinland is now necessary to ensure the entire coup does not fail outright. We also believe that this turmoil buys us time to repair our House, siding with the Imperial Government offers the best long term outcome.

While the overall situation remains more or less secure, great caution must be employed if we are to gain the ally we originally intended to have. Other Houses are no doubt preparing their intelligence offices to assess the situation, I assure you our involvement remains effective and minimal, but more importantly, well hidden.

My Lords and Ladies

Allow me to be the first to express my surprise and finding myself back in the same position I thought I retired from. Perhaps it is foolish of me to think that people in our positions ever really get to wash their hands and leave completely. Regardless I have been reinstated as the Director of the SIS, which has all but ceased to exist in my time of being away.

I believe the nature of Bretonian Intelligence Agencies to be temporary, created in times of crisis and desperation, that was the nature of the BIS before us and it was the nature of the SIS when I left. The war was over, we could go home, and we did. With this knowledge I hope to rebuild the Service into a more permanent establishment although since my departure a great many agents and officers have left the service as well. While I have found some who are willing to return we must look for more people who are willing to take up the task that is ahead of us.

Bretonia is not in the best of positions, the core of the Intelligence service remains, but greatly diminished. The networks and contacts we spent so much time and effort into creating have long since disappeared and our own military capabilities are limited at best. My first priority is to find those agents that are still our in the sector and recall them if I can, although I make no promises on this. The Service will be rebuilt and ready to begin our own assessments of the House and our immediate regions. We need to clearly establish our territorial limitations and who our enemies are while building our information gathering toolkit and infrastructure before we move to actually gathering intelligence.

The SIS was once a powerful organisation that had spies and agents in nearly every House and region and with skill, patience and a little bit of luck we will be again.
