not to leave this un adressed but. I mean the vagrants have been wanting this the whole time theyve been around. Is there any value in making it available to them exsclusively and just letting khara keep our old cloaks or am i nuts?

If the K'Hara prefer that to happen, I do not see any issue. However, again, the issue here is that the current settings for jumpdrives does not allow for two different jump ranges for different kinds of cloaks. Though, given that limitations on cargo and the removal of the Barge, perhaps it is time to re-visit jump drives as a whole and fix a now, frankly speaking, underused item ever since cd-able JDs were introduced.

One thing I can assure you: This thing will not be underused at all, at least not from the Vagrant's side. I mean, it's a bit weird to end up in one of the 27 ???-systems most of the time, or having a chance to land in sector 1-3, but it's still incredibly awesome. The recent changes are a bit weird, as it is almost impossible to snatch a snub currently - I'd rather have more charge time and in return have the jump bubble size be between 250 and 500 again - but the satisfaction knowing you can be at any point in space in an instant (almost), and even better, being actually able to finally drive NPC-farming lolwut Ranseurs out of Psi, makes this one of the best additions to the game for a long time to me. (sun)
How about having the bubble size made relative to charge time? The longer the charge, the bigger the bubble (up to a max).
If that can be implemented at all (like, with a <radius> parameter, so "/charge 500" sets the bubble radius to 500m and the charge time to 3 min, while "/charge 200" sets the bubble to 200m, charge time 1 min -- or something), it sounds like a very cool idea.

But I don't play Nomads, so I don't know.
That's not how the plugin works, but it would be possible to create three different CM droppers or specialised equipment, that each have their own values.
Something along those lines is possible, but then the issue of the items having to be created in-game and having sellpoints added - among other things. Also, I didn't do the maths, I just threw some values in :P
Charge time has no difference when the item uses no ammo and thus can be charged somewhere away from the fight.
