Not sure why this thing is not implemented yet. I now have to resort to cloaking capships to effectively pirate in Kansas mining field. Not only that, I never know when LN/LSF Capital Ship will undock upon me because it's alt account for miner/trader. 15k is enough distance for AU8 Hegemon to survive against usual suspects ( Heavy Bombers ) and would certainly allow pirates more leeway to RP and avoid "10m or die" route.
