I think it is a bit too late for such theories. As you might have noticed already, the war is at full motion. First preparations to invade the Sigmas were made and nothing seems to stop the ongoing Sigma campaign. We value your commitment, i fear however, this "proof" needs to be strong enough to even convince the war supporters amongst our government. Our current state of evidence is not sufficient enough to proof an alien involvement. It is more likely... rather obvious... we are dealing with sympathisants of the Order terror cell. And the Guild seems to be part of it.

The Lane Hackers have always maintained unstained reputation as information brokers. If we are selling information it means it is genuine. But you know this very well and there is no reason to dwell on it any further. My question was not about your knowledge concerning the true origins of the most recent Sigma crisis, but your willingness to purchase evidence related to it. Whenever we have good intelligence to sell, we always prioritize our long-term customers that could be most interested in our product. The intelligence we have can be classified using LSF terminology as delta-kappa. It means that it is enough to authorize lethal or clandestine operations, but would not constitute a definite proof in a court case. We also ranked it as 7/10 when it comes to possible turmoil and public pressure it would cause if going public. We are naturally aware of the war-mongers in the Rheinland government and the Kruger lobby, but what you will do with our product once it is sold is not really our concern.
Just besides the fact that your strange for an intelligence agency unwillingness to purchase uncomfortable data is an information itself.

Context
It is the Professorship's highest priority to maintain The Lane Hackers free of alien infiltration. Therefore, as close allies of the Outcasts we were forced to closely monitor all kinds of alien sympathizers. For years now we are monitoring The Cult and various known infectees such as Enma Loyola. It was the Professorship pressure on the National Council that caused Loyola to be removed from the Maltese government. We were quite perplexed to learn that Enma Loyola and her shadow Eliza Valdez just shortly after being seen by our operative in New York under Outcast banner rose to the leadership position within The Core. It was even more perplexing when we learned of the Core and Loyola's presence in Sigmas at the time of the Fulda incident. After closely considering Rheinland's state of economy and weakened military after recent war with Liberty, the Guild's condition and involvement of third parties, we concluded with almost certainty that an alien involvement was present. I have personally activated a sleeper agent familiar with numerous actors in the region to look for proofs of Enma Loyola's involvement in staging the Fulda incident. Unfortunately, the investigation failed to incriminate the infectee. Instead we got a confession of a prominent Cultist admitting involvement of Aoi Isejin. Attached materials contain untampered recordings and signature scans allowing full authentication of the evidence. While the Cultist confession does not form an ultimate proof, the context of this testimony, genuine signatures of alien technology and several other sources are sufficient for us to consider it the most plausible explanation of the Sigma crisis.
