SCEC staff salutes you as one!

Knowing of your noble mission of preservation and care for natural habitats on Planet Gaia and other celestial bodies that have been outrageously plundered by Bretonian and Libertonian bourgeoisie elements for their personal benefit and with blatant disregard to local ecosystems, we view you as important force to topple evil Bretonian and Libertonian capitalist regimes that allowed aforementioned atrocities to happen. In this regard, the SCEC wishes to suggest to you Pact of Friendship. The SCEC are ready to provide unilaterally research assistance and expertise of our personnel to aid your goals.

As you know, the Coalition is now in possession of Planet Braillia the ecosystem of which of irresponsibly damaged by Cardamine-addicted former Reapers of Sirius who tried to "transform" the Planet into drug-paradise. As you would imagine, their actions led to a fiasco that doomed local life and prospects of colonisation for at least 20 standard years. In view of the aforementioned reason, we would like to inquire whether the esteemed Gaian Guard command considers it possible for our research team to conduct an observation survey over Planet Gaia for the insights that can further our attempts to heal the world of Braillia. Any your assistance would we welcomed and appreciated.

It's been a while since SCEC Winds reached the Guard, so this message may strike you in surprise, but the idea - as nature - needed time to flourish.

Name's Fade, Emerald Order, and it has been put to my attention your request for assistance. The Guard misses the days it's relations with the Coalition burned bright, so fueling this bonfire once again would certainly fall within our best instincts.

Nonetheless, considering the incredibly frail tide of events - Gallia's parade and Bretonia's lacking capacity to arch back - descending into Gaia properly has never been a taller order. Not only that, Braillia's plea may not be unknown to us but it's location is remote enough that it's current tides are amiss. We would need more information on it's current situation be able to judge.

It's not often that I say this, Dr. Belov, but know that I am willing to work with you. Should you still desire to pursue this course of action send me the details, I'll think what options we have to make this symbiosis work.

Comrade Fade,

I will be lying if I said we here are not surprised to receive a message from the Gaian Guard after such a long period of silence.

A lot of developments have occurred since our plea. Our organisation has learned from our Glorious Army the hard reality of diplomacy in Omegas and beyond. This obtained shrewdness motivates us to seek unorthodox allies, but also remain vigilant to those who might be detrimental to relations with our persistent friends. Knowing that the Gaian Guard is an ally of vicious Corsairs of Crete, it is my duty to make sure that our proposal of friendship does not have an ill effect on Coalition's relations with the Red Hessians and Mollys, as well as not threaten our promising ceasefire with the Kingdom of Bretonnia. We are, however, still interested in friendship with the Gaians and access to Planet Gaia and are committed to making efforts to achieve this goal.

In this regard I have to mention the state of Planet Braillia. At the moment, I am personally overseeing the issue of a comprehensive report on the issue to the leadership of HCSTA of the Coalition on the ecological state of the planet. To be brief, the situation is on the verge of catastrophe as the Reapers of Sirius, now broken and defeated, in their attempts to terraform the planet into second Malta not only contaminated it with Cardamine, but also with nuclear explosions all across the surface. This situation shuttered the fragile ecological balance of the planet and caused nuclear winters over two continents. The local wind life is dying out en masse, and the remaining small groups of Reaper's resistance continue tinkering with their remains of nuclear fuel to produce "dirty bombs" and use them without thinking much of the repercussions as if they have already accepted their impending doom. Our special ops are valiantly destroying each layer, but the number of nuclear explosions have been high so far. I fear, that planetary surface is devastated beyond fixing, although we dedicate all our research capabilities to counter the negative impact of radiation. Realising this objective obstacles, SCEC focused the efforts elsewhere.

Despite this, Gaia still poses research interest for us and we would be thrilled to gain access to planetary surface for surveillance. We do realise that samples of Gaian wild life are too much to ask and is something the Gaian Guard fights against, therefore we do not extend our request that far. Our offer of friendship stands, and to establish effective communications between the parties is the first step that we are undertaking at the moment. If the parties so wish, we can formalise it with a treaty. However, I want to make it clear from the very beginning that the harsh reality of Coalition forces us to study and, if possible, carry out terraforming - something that Gaians frown upon even if such activities are carried out afar. I do hope that for Gaians diplomatic rationality and pragmatism are no less important than beautiful idea of protecting the nature, allowing for the deal to be stricken.

Availing the opportunity, I would also like to draw the attention of esteemed leadership of the Gaian Guard to the splinter group of Corsairs - the Apostasas, who embody the best traits of Corsairs' people: caring about own people, the rule of law, honour and aspiration to universal peace. Unlike blood-thirsty clans of Crete, this group wants to establish a peaceful co-existance with their age-old foes and begin the new era of prosperity and harmony in Omegas and Sirius. They are to become trusted allies of ours, once the Treaty is formalised, and have our full support in all their endeavours. We, therefore, call upon the wisdom and aspiration of peace of the Gaians to consider siding with these Corsairs rather that predatory dons of Crete, allowing to join the family of Omegas faction and, possibly, even negotiating an agreement with Bretonia that in this desperate times can agree to help of such genuine rivals as the Coalition to preserve their very existence, and can agree to quite demanding terms (such as prohibition of interference into Gaia, guaranteed by Bretonian Crown). By siding with the Coalition, Red Hessians, Mollys, Apostasas and our allies in other corners of Sirius the Gaians can find new lucrative ways to support their cause, trusted allies to cover their backs and unlimited opportunities to fulfill the objectives on the Gaian agenda, finally making Gaia free of the predatory Bretonian corporations. Strike the iron while it is hot!

It's never what first glance tells.

Let me address Braillia first - and take my emotions out of the way while doin' it. It pisses me off to hear how terminal things have gotten. The way you describe it paints a picture that the whole planet is on the verge of extinction. Outcast limits have never been checked, but while it wasn't unpredictable to see things walking this way it still hurts to further understand that the meaning of the planet's cries is it's death. I would personaly request to recon and possibly land on Braillia to weight it's future while there's still one to do so. I don't mind doing it alone either, but since it's in Coalition claimed space I will work with escorts should needs be.

Now that that's out of the way.

Our relations with the Corsairs were always similar to predatorial groups with mutual benefits - Apostatas or not. Although we still thrive in the fruits of past packs, I will confess that as of late our relations have dwindled and I do not believe that they pose a threat to any ideas we might elaborate towards our mutual benefit. On the event that something like that comes to be you'll hear of any complications before they become unruly. We have no desire to harm the Coalition and our relations with it.

Regarding Bretonia, the benefits of a non aggression pact are quite evident these days and one we share with the armed forces as well. We may disagree on methods, but we do not intend to snap it. With Gallia sniffing for corpses to pick at our doorstep our differences have - at least temporarily - been cast. We all hunt the same prey at this moment.

Finally, for your two suggestions, you were straight so I'll return the favor.

The fact that you admit considering terraforming as an option does not sit well with me - and won't sit well with many others within the Guard. Since this is just what it is at the moment, an alternative, on the face of courtship, and hopes you will weight it heavily, we will overlook it for the time being. Formalizing as a treaty may be appropriate, regarding apex areas, operations and common enemies, and should fruits come to bear we can take steps towards the Gaia observation plans you seek. This will be taken forward and discussed.

Regarding the Apostatas, however, I have to tell you the suggestion at this moment seems unrealistic at best. On the past, the group has moved against us and Bretonia's safety, therefore showing it's colors on the conflicts that plagues our home. While we do not hold your relations with the group as a problem, we would prefer not to deal with them - in any shape or form.

Let me know your considerations for the treaty - and your thoughts on my request.

I should first apologise for not replying. There were urgent issues for me to attend. I shall commence with the matters of planets previously discussed. I believe, we can organise your visit to planet Braillia and supervision of either SCEC or SCRA. I suggest you report to Manatun Relief Station belonging to Zoners in Kiev (//Cayman) system to meet our representatives on a neutral territory. Should you decide to descend on the surface, we advise you to get anti-radiation and chemical protection suit of your size.

Speaking about your kind offer to arrange an orbital observation of Gaia - we are thrilled to discuss the preparations. At the moment, however, our expeditionary fleet is located in Omicron Sigma system and is busy finishing the survey of Planet Palmyra. Having discussed the necessary preparations for the visit of Gaia, we can fix the date and tame as well as the procedure of the venture.

Now I would like to suggest a brief draft for the Memorandum of Friendship and Mutual Understanding

Article 3.
Starting from now the Parties shall cease any hostilities directed at each other and aspire to resolve any issues that might arise in the spirit of friendship and peace.

Article 4.
The Parties shall render assistance to each other in case of emergency and shall not recourse to exploitation of any complications that might arise from stellapolitical or other developments for own benefit with regard to the other Party.

Article 5.
The Parties shall strive to develop bilateral relations in the field of trade, research, and humanitarian cooperation with a view to build a solidify the mutual understanding between the peoples of the Parties in the future.

Article 6.
The Parties shall abstain from rendering assistance to a third party hostile to the members of this Memorandum, directed against the other Party.

Article 7.
Nothing in the present Memorandum shall be construed as curtailing the sovereignty and independence of the Parties.

By signing this Memorandum, the Parties recognise the capacity of the representatives of each of the Party to conclude such documents and representatives of their respective faction.

The Parties shall exchange the certified copies of this Memorandum to be stored in their respective archives should the need of consultation arise.

This draft Memorandum is a proposed version of non-binding agreement between our factions that can normalise the relations between our peoples and lay down the grounds for further cooperation. It stipulates the principles of how our organisations shall treat each other in the future, should it be signed. Lengthy season.

I've spoken with the Guard and presented your suggestion. A few questions rose to the surface, but we added upon what you had built. The edited version follows, but so you understand our position thoroughly:
  • Articles 1, 3, 6 remain unchanged.
  • Article 2 was built upon to clearly state the Guard's territorial claims. We request that SCEC follow suit, clearly stating their own territories so to avoid confusion and unintentional trespassing.
  • Article 4 was modified due to the different social structures of both parties and the purpose of this treaty. It is of the belief of the Guard that, at this time, the treaty should be treated with care not to harm existing alliances that do not conform as mutual enemies (SCEC's alliance with the Mollies, for instance, or the Guards with the Corsairs). Of course, assistance can be expected but due to volition and good will, not obligation.
  • Article 5 was modified, with the indication regarding research being removed. While, once again, assistance can be expected and accepted, it should not be out of obligation. The Guard believes information regarding technology should flow freely inside each group, and, while not expecting all SCEC's projects to be accessible, expects the same respect in return.
  • Article 7 was built upon, merely to register how future events should be acted upon should they come to be.

Comrade Fade,

The concerns manifested in amendments to the Memorandum raised by the Gaian Guard HC are understandable and agreeable. The only change I would disagree is the wording in Article 4 and Article 7 regarding "agreement". For the sake of avoiding non-equivocal interpretation of the Article, we changed the word "agreement" to "Memorandum", as "Agreement" provides more obligations for the parties.

I would also like to draw your attention to the nature and scope of this document. It being a memorandum, it is of non-binding force but more like a roadmap for directing the bilateral relations. This format was chosen on purpose in particular due to the concerns raised by the Gaian Guard regarding obligatory fashion of the articles. By signing this Memorandum, the Parties express their good will towards each other and the contents of the document, however they are not obliged legally to adhere to it. This should allow us both some flexibility.

Aside from that, we are pleased with the development of the relations. Unfortunately, as you most probably know, we had to evacuate Kiev system and scrap all efforts with Planet Braillia. Yet, we have some other ecological projects that might be of your interests in the future.

Henceforth, I shall provide the copy of amended Memorandum.

The seeds have been planted.

As of now, the Gaian Guard acknowledges the Memorandum as a valid one - unchanged and untouched from our previous communication. We have agreed upon your territorial claims - it shall work fairly well since they do not conflict or intersect with ours.

Like the Cambridge grounds in which Brine Wolves and Ridge Bears coexist in, it is of my personal hope that this proves to be an ecosystem in which both parties can feed and expand.

You will find both mine and the Gaian's alpha, the Warden, signature included below, attesting our acceptance. Doing the same you may consider this Memorandum in Effect.

On a side note, while I had a very brief time roaming Cayman's, the recent supernova that shook the Omegas had been foretold by the Winds a long time ago. It is unfortunate, but perhaps the system's enclosure shall allow nature to take it's own course once again, away from tampering caused by human hands. I shall remember fondly the visions I had amongst those solars.

Whichever other plans come to be, however, I'll be listening.
