It's a pending faction request by Core|, just wait for them to get it settled.
I believe Core HC put in a request to settle the tech cells of the line. Most likely it was forgotten about and lost.
To avoid burdening them with extra paperwork, I will put in a request to address this once the other requests I've put in are processed.
... Although now that I consider it, Freelancers having access to our technology is something HC will discuss as I am unsure if they should.

I, for one, will be very disappointed if the Core attempts to take the route of handling their tech differently from any other faction.
