The Great House of Kusari is pleased to announce a settlement in the lengthy negotiations spanning these last months, between the Republican and Imperialistic parties forming the political spheres of House Kusari.

The Restored Empire of Kusari

The Emperor is welcomed back as the official, legitimate head of the house Kusari, bearing the title of Emperor once again. His title is hereditary, and follows a system of agnatic primogeniture. The current Emperor is His Imperial majesty Kogen Tetsuya, of the Nara branch, after succeeding His Imperial majesty Kogen Jien upon his death.

  1. The Emperor will open the large meetings of the Parliament. His signature is needed for laws and decisions of higher importance, such as declarations of war, drafted by the government of House Kusari.
  2. He is included in meetings Kusari Naval Forces, mostly in an observer role.
  3. The Diet (Kusari Parliament) is organized into two chambers. The Upper Chamber, formed by senior members of the Imperial Family and the noble orders. The Lower Chamber shall be composed of members elected by the people, according to the provisions of the Law of Election. No one can at one and same time be a Member of both Houses. The Upper Chamber will serve as a consultative organ, getting the last say in matters that could not find a settlement from lower instances. The Lower Chamber will exercise legislative power.
  4. The political head of the government (Prime minister) will be chosen by the Diet by vote. The Prime Minister will freely chose his ministers to direct the state executive decisions in civilian matters. The civilian government will not involve itself in military affairs, with the exception of drafting military budget and handling diplomatic affairs.
  5. The newly established Shogun will serve as the Military Governor for all of Kusari’s sovereign space and Head of the Kusari Naval Forces. The Shogun will also handle the maintenance of the autonomous Imperial Guard, that operates in a restricted fashion under the Emperor’s command, and any sort of land forces that fall out of KNF jurisdiction, such as the Kempeitai.
  6. The position of Fleet Admiral will be preserved. The Admiral of the Fleet will serve as a pragmatic executive officer, and will handle the general affairs of the Naval Forces, from issuing orders and deployments, as well and devising strategy and leading the Admiralty.
    Should the Admiral of the Fleet or the Admiralty at large start taking decisions that deviate too far from the Shogun discretion, he may veto those actions, and dismiss any officer of the Naval Forces at will.


Furthermore, the House of Kusari establishes that the future official channel of communication shall be done using Reformed Kusari Empire NeuralNet account.

With the reformation of Kusari Empire come a new political landscape and a shift in our priorities. The Empire's political body has come to a final settlement regarding the reforms necessary to purify Kusari Military and bring its strength back to that of the Old Empire.

Imperial Shogun

Excerpt from Kusari Empire Constitution, 825 A.S.

The Shogun will serve as the Military Governor for all of Kusari’s sovereign space and Head of the Kusari Naval Forces. The Shogun will also handle the maintenance of the autonomous Imperial Guard, that operates in a restricted fashion under the Emperor’s command, and any sort of land forces that fall out of KNF jurisdiction, such as the Kempeitai.
He's a figure working parallel with the civilian government. He has no say on diplomatic efforts of the House, and he's bound by a budget laid down by the Civilian government (the republican check on his power, supposedly). The Civilian Government ceases to have a Ministry of Defense, as all military matters fall under the Shogun. Tokkeitai answers to the Shogun, giving oversight on KNF.

The position of Fleet Admiral will be preserved. The Admiral of the Fleet will serve as a pragmatic executive officer, and will handle the general affairs of the Naval Forces, from issuing orders and deployments, as well and devising strategy and leading the Admiralty.
Should the Admiral of the Fleet or the Admiralty at large start taking decisions that deviate a bit too much from the Shogun discretion, he would have the liberty to veto those actions, and dismiss any officer of the Naval Forces at will.


Ikeda Motoyasu has been chosen to act as the new Shogun. House Ikeda has close ties with the Imperial House and always remained loyal to the Chrysanthemum Throne. Lord Ikeda has served during twenty five years in Kusari Naval Forces and is well experienced in the management of both men and resources. His commitment to the Emperor and House Kusari is unquestioned.

Symbolic changes

The transponder tag for heavy units is being reverted:
KDS-Name (Kusari Defense Ship) - Republican era designation for capital ships : Obsolete.
IKN-Name (Imperial Kusari Navy) - Imperial Empire designation for capital ships : Active.

The Admiralty is expected to make sure the entirety of its assets have had their transponders updated within the coming two weeks.

Sanctions

Most unfortunately, the behavior of some members of the Admiralty has been judged blameworthy. Military trials performed have reached the following irrevocable decisions:

- Admiral of the Fleet Mochizuki Tatsuya

While the replacement of Admiral of the Fleet Mochizuki was initially planned, it was finally deemed as acceptable to preserve him in his position, as a token to guarantee Kusari Naval Forces neutrality from the former Civil War sides. This decision doesn't forbid prosecutions to be undertaken at the end Admiral Mochizuki's service for any crime committed during his service as Admiral of the Fleet of the Republic of Kusari.

- Vice-Admiral Sakamoto Ryoma

Due to severe deficiencies while performing his duty as military leader of West Quadrant (namely, Kyushu system and the Tau systems), that lead to the loss of hundreds of men and women serving both in Imperial and Republican forces, as well as the destruction of Battleship Nagumo, Vice-Admiral Sakamoto Ryoma is hereby sanctioned by a demotion of two ranks. Captain Sakamoto is expected to stay on Planet New Tokyo for a period of Two (2) months, so that a court of justice can ascertain if additional charges should be prosecuted.

- Rear-Admiral Shimoe Katsuo

Rear-Admiral Shimoe is hereby honorably discharged. It is to note that, by military regulations, he may still be mobilized in case of war.

- Rear-Admiral Hayashimura Kiyoko

Rear-Admiral Hayashimura is released from her position as acting leader of 66th Special Expeditionary Battle-group. Her new assignment will be pending, following the conclusions of the Tokkeitai. The Admiralty is encouraged to use her skills in the mean time, perhaps coupled with another trusted member of the Admiralty.

Kusari State Police

Police forces will remain as a civilian organization under the oversight of a department of the civil government; namely Ministry of State. The shogun will have little leverage on State Police internal matters, except in time of war or emergency, where all Kusari resources can be funneled towards the resolution of difficulties encountered by House Kusari.

The Kempeitai

Kempeitai cells are expected to return to New Tokyo system at earliest convenience. Proper reorganization of the Kempeitai is a priority for reformed Kusari Empire, given the lack of control observed recently.
A council formed of the Shogun, members of the Admiralty and members of the civilian government will be formed and tasked to setup regulations ensuring strict control over Kempeitai operations. This council will be responsible for overseeing Kempeitai operations.
