Are the outposts killable by factions without access to cruisers/battleships?

With enough patience and time yes. However, the idea would be for such factions to hunt the spawned npc's for rewards
Why can't those factions have some means to access these rare commodities? That do not include forking over exorbitant amounts of money to whoever's lucky enough to have caps, that is.
Is this just in California? And what's the ID restrictions like?

I'll do some thinking and come up with a way for the gunboat and snub factions to get nice things as well.

Anything can engage Cultists anywhere. They're an exception to everything. It's not just in California, bases are spread through out Sirius.
Been thinking, why can't code weapons be made on PoBs like cloaks, jumpdrives, cloak dis, hyperspace scanners and other rare equipment?
Needs a redoing of the code behind the PoB's for that.
