Dear esteemed members of the government of the Republic of Liberty,

My name is Christina Lauritz and I hold position of Minister for Foreign Affairs in the government of The Bundesrepublik Rheinland. I was authorized to contact you to open negotiations regarding issue of permission for Rheinland corporations to transport nuclear devices in Liberty.

As am sure you are aware, mentioned cargo is currently restricted by the laws of the Republic of Liberty and transportation is only permitted by "the Forces of Liberty, Liberty Corporations, Borderworld Exports and Gateway Shipping Inc".

It was brought to our attention that this is quite unbalanced situation considering that Siriuswide dominant producer of mentioned devices is Kruger Mineralien on their Mannheim Station, and ALG Waste Disposal is significantly involved in this business as well, yet they are not allowed to transport this cargo to or through Liberty.

This raised questions in the Bundestag especially considering recent changes of Rheinland laws in quite similar situation. As you may or may not know, there were negotiations between the Rheinland government and the Ageira Technologies regarding Ageira White Boxes, which are restricted cargo in Liberty and only the Ageira Technologies, the Deep Space Engineering and the Universal Shipping are allowed to transport it. That was not the case in Rheinland, however. But upon request of the Ageira Technologies to the Rheinland government for higher protection of their unique products, we changed status of this cargo from unrestricted to restricted and only ships of manufacturer and its affiliates and also Deep Space Engineering are now allowed to transport this cargo legally within Rheinland.

Situation with nuclear devices is very similar. Precisely speaking, is even less in favour of Rheinland corporations. While Ageira products were restricted cargo only in Liberty and unrestricted cargo in Rheinland what was against interests of the Libertonian manufacturer but still allowed him and other Libertonian corporations to transport it in our space, the nuclear devices are restricted cargo in Rheinland but our corporations which manufacture it or are allowed to transport it cannot do the same in Liberty at all. I think it is obvious why many Bundestag representatives feel this situation needs to be changed.

Thus we would like to discuss possibility of mentioned legislative change and its possible extent. We are looking forward to your reply.

A month has passed since we tried to contact you but we received no reply so far. We hope that it is just a technical issue or problem of miscommunication between responsible persons, which will be solved within next few days and we will be able to talk about the matter.

Otherwise we would have to think that our request is ignored on purpose. We -really- hope this is not the case.

I apologize for the delay in response to your initial proposal. Rest assured, however, that we had received it and that we have given your request a full review. With the review now concluded we are ready to give our reply, which we hope you will find satisfactory.

Looking back on our records concerning ALG Waste Disposal, we have found that they have continually held themselves to the highest safety standards when dealing with waste products. Even during the recent conflict between our two Houses, ALG Waste Disposal stuck to handling toxic waste products with professionalism and nothing in the way of malice towards Liberty or her corporations. With this in mind, and also in recognition of the recent adjustment to Rheinland's policy regarding Ageira's White Box transporation by Libertonian corporations, ALG Waste Disposal is given full license to transport Nuclear Devices within The Republic of Liberty. This change has already been recorded in our laws and is effective immediately.

Dear esteemed Secretary of State Hawthorne,

Thank you for your information. The Rheinland government is glad that the ALG Waste Disposal was allowed to transport nuclear devices within The Republic of Liberty. However, we would like to discuss possibility of more Rheinland corporations acquiring the same right. As I outlined in my first message, when it comes to Ageira White Boxes, Bundesrepublik gave the privilede for their transportation to Ageira Technologies as manufacturer and Deep Space Engineering as company which is handling and also transporting mentioned special cargo. And we also received request from Universal Shipping, supported by Ageira, to grant the right to USI as well.

At the same time, when it comes to nuclear devices and Rheinland corporations, only ALG, which we can say is equivalent of DSE as they are handling and transporting these devices but are not main manufacturer, was given the privilege. Thus the Rheinland government would like to reach more equal agreement. We would like to ask for full license for transportation of nuclear devices within The Republic of Liberty also for Kruger Minerals, which is equivalent of Ageira´s position in case of their White Boxes, and Republican Shipping, which is equivalent of USI as corporation specialized in shipping. In return we are ready to give USI the rights for transportation of Ageira White Boxes in the Bundesrepublik.

To sum it up shortly, we would like to reach fully equal agreement in which the rights to transport very specialized cargo is given to main manufacturer, the dominant cargo handler and main national shipper from both houses. We believe such deal is in interest of both our houses and will improve our business relations.
