Owner's or organization's affiliation and a brief description of the owner's or the organization's activities: [NPP is a Merc faction we handle contract work all over Sirius , with our head office located in penny, we need a new home where we can organize work from and stock pile munitions that we need]

Reason(s) for Construction: [we need a base of operation to better handle our day to day tasks such as new pilots we have standing orders to assist them in Pennsylvania at all times , having a base would make it easier to teach them mechanics as well as the rules and regulations of Sirius, the space around the base will be used for combat training , with the base stocked on cheap ship shield and weapon upgrade options for them , we are aiming to make this our foot hold for recruiting and training pilots , in the future we will expand to teach them trading mechanics from Hyperion Equipment & Exports to a allied base]
Evidence of allowing docking rights to Liberty Forces (tags: LPI- , [LN] , =LSF= , 5th|) (if the base is already constructed): • Attachment once base is constricted it will be open for all to dock and use it as needed , no restrictions will be imposed
