Greetings interested citizen or citizen-candidate.

The Kusari State Police are always looking for suitable candidates for the civil service, and welcome applications from many. Before applying, here are some basic qualifications.

1) Candidates must be over 18 years old.

2) Candidates must have placed in their upper-levels for secondary school or received a university diploma. Non-native born candidates should submit their school names to the examination register in order to allow for comparison of curriculum.

3) Applicants must be either a citizen or on a path to citizenship as prescribed by the Kusari Citizen Registry, as the Kusari State Police acts as one of the organizations that can be used for potential citizens to join.

The above form registers you for potential entrance into the Police examination. If chosen, you will be presented with your exam soon afterwards. If not chosen, an explanation as to why will be given. Any issues with paperwork will result in a refusal, but you will be contacted and allowed to re-apply after the issues are corrected.

Section I: Basic Structure


Unlike the Kusari Military, the Kusari State Police are a much more decentralized organization. Here as follows is the basic structure and operation of the Police.

State Public Safety Commision:

A six man body of officials meant to try and maintain the neutrality of the KSP from any one political party, made up of a single minister of state (one of the cabinet members of the serving prime minister), and five officials who are nominated by the prime minister and must be approved by both houses of the diet. The commission is seperate from the cabinet, but kept integrated via the minister of state on the commission. They have ultimate authority to remove high ranking police officials.

Kusari Police Authority:

The central command of the police, largely designed to ease coordination between different prefecture departments as well as setting general policy for the entire system. Headed by the commissioner general, who is appointed by the state public safety commission.

The KPA handles the distribution of equipment, personnel, and budget to various prefectures through the secretariat, as well as having five individual beauras.
  • Community safety bureau, which maintains outreach programs, the juvenile system, and environmental regulations.

  • Criminal safety bureau, which acts as the research and statistics branch for the KSP, working out trends in criminality and long term planning as well as investigations of national importance.

  • Traffic division, tasked with the most important job of the KSP in space, which is the registration of vessels, licensing, and safety. The ground based branch also deals with planetary traffic issues both flying and otherwise.

  • Communications bureau deals with the neuralnet and TLAGSNET systems the police use, as well as maintaining lines of communication between the various commands.

System branches:

Every Kusari core system maintains a beauru of police, who has control over certain set of prefectures, who in turn have subdivisions (Usually local areas of planets), that may in turn be further divided.

Kusari, like most modern houses, is simply too big to be have a fully centralized police force. Instead a large amount of discretion is given to the lower levels of the hierarchy in order to allow them to operate as they need to based on local conditions, give they do not violate any upper directives.

Essentially, the central authority tells the police what they cannot do, less than what they must do (aside from enforce the law).

Independent prefectures answer to the KPA directly, and consist of all systems with some police presence.

Section II: Kusari Legal Codex

All officer candidates should become broadly familiar with the Kusari Legal Codex.

As a police faction we are bound to the rule of law; without it we are nothing, nor is Kusari. Unlike certain other houses we will maintain this discipline absolutely, so violating the law, or worse, making up the law, makes a total mockery of our civil society.

Section III: Ranks and Jobs

The Kusari State Police are not the military. The centralized ranking system of the Kusari Naval Fleet is not necessary nor appropriate for a civilian force. To that end, the ranking system is fairly loose.

Officer: Any officer who has completed their training at the training academy is an officer of the KSP. They were recruits when they were in the academy, but upon graduation they are given full officership.

An officer of Kusari is expected to act within the law, but to be able to read and understand the ground situation, as well as obey any directives from the NPA. Again, we aren’t a military. While their is a chain of command, a lot of leeway is given to the officers to do their duty as they see best within the law. No one is expecting a lone officer to suicidally attack a blood dragon battleship in a wyrm if civilian lives are not at stake.

Senior Flying Officer: An informal rank indicating an officer who has served more than one year on the force in space.

Captain: Any officer given long term command of other officers, whether that be a flight wing or any multi-crew vessel, or a shift aboard a station, attains the rank of captain. Captains are expected to be professional, and well versed in the law, with an understanding of how best to apply their discretionary powers in the service to the diet.

Commander: Any officer promoted to the position of commander implies command over a local precinct. The commander of New Tokyos Little Liberty district, for example.

Prefecture commander: As above, but for prefectures. This is the highest attainable rank, and is only granted by the SPSC.

Temporary or Special Officer: In times of extreme duress and crisis, special or temporary officers may be sworn in to the KSP based on need. These officers are wholly the responsibility of those who swore them in.

More important then the rank of the officer in many cases is the assigned duties of an officer. Whether they are on a ship, a pilot, or on the ground, the jobs assigned to an officer shape their authority and responsibilities in some ways far more than any rank might.

Some examples may be but are in no way limited to:

Desk sergeants - Tasked with checking in people for their shifts, as well as assisting non-police civilians visiting the station, as well as being the front end of processing criminals with proper paperwork.

Community Liaisons - Individuals whose job it is to work with the local people of their precinct in an effort not only to stop crime, but to prevent it, as well as ensuring safe practices and helping to develop crisis plans with local community leaders.

Patrol officer - Foot or vehicle officer whose job it is to patrol a designated section of their precinct.

Ship technician - Any officer with mechanical qualifications whose duty includes servicing space-capable vehicles.

Social media specialist - Any officer assigned to this duty has the important job of keeping the community informed and engaged with their local officers.

Inquire with your local captain or commander for possible jobs.

Promotions are handled in the KSP via examination and experience. Any officer can apply for a promotion, at which point they will be given an exam for a higher rank. A review board of officers of that rank will be convened, at which point the examination will be gone over and further questions asked. If the review board finds the candidate worthy of promotion, they will be recommended as such to the next level of the chain of command, which is usually a formality towards the promotion, as the upper level rarely declines the promotion of promising officers. This system allows both younger and older officers to earn promotions as merit demands.



Section IV: Ships and Transponders

The Kusari State Police operate a wide variety of ships, all state-sponsored models. Individual officers are given wide decision making in their personal ship choices in the snub-fighter category.

Kusari State Police are able to operate a wide variety of ships due to our status as a civilian rather the military force. While Kusari made ships are preferred, whether they are civilian or military is up to individual pilots for best efficiency.

Non official ships must be paid for by the pilot in question and may be subject to personal taxes. Maintenance request should be filed as normal.

For multi-crew vessel, including all vessels of a tonnage greater then a bomber, special permission must be granted for the right to captain a vessel, as it requires a specific rank. As we are a police force, not an active military force, we do not necessarily deploy as swiftly heavy fire power to a situation. While there are heavier patrols of Kusari police ships, the right to captain a heavier vessel is one earned.

As these vessels represent a multi-crew component of the Kusari Police, and are expected to be exceptional, only official ships may be used without special permission, with the exception of gunboats, wherein civilian models are viable.

Important OOC note!

Your character after application would already have gone through the basic six month training period for officers. Basic competence in the legal system is expected for officer characters as their is no in game training on the law.

Think of it as your character having actually applied six months ago, and receiving flight qualifications.
