SUBJECT: Announcement to all members of RM, BDM, RFP primary and secondary units


This is an announcement of the Rheinland Government to all members of all Rheinland law enforcement authorities. We would like to inform you about important recent changes to the Rheinland laws due to their significant direct impact on your regular duty.

First, a new paragraph was added to the Article Five which determines new legal status, which is enacted between the status of the enemy of the state and the status of the legal civilian, named undesirable entity. To quote the paragraph: "Following entities are not welcome due to their dubious reputation: Blood Dragons, Farmers Alliance, Gaians, Gallic Brigands, Golden Chrysanthemums, Hellfire Legion, Lane Hackers, Liberty Rogues, Mollys and Outcasts. If their ships are found in the Rheinland territory, their cargo may be confiscated and are to be escorted out. Ships which will not comply or repeatedly return may be destroyed."

Basically, if you meet any of these in the Rheinland space, they must leave and according to the situation and your judgement about their cargo and its possible use against Rheinland interests, you may also confiscate the transported goods.

Second, as you may have noticed, there are Outcasts on the list I have just read. This is correct because their status was changed from enemies of the state to the undesirable entities. The Rheinland government arranged a deal with them to make cooperation in the Sigmas war zone against our common enemies possible because our forces are in need of at least some external support to not end outnumbered and outgunned. The Outcasts are willing to fight alongside us because now we share many same targets.

Thus, while we expect that your commanding officers will brief you thoroughly as soon as possible, I would like to emphasise hier and now that if you meet any Outcast warships in the Sigmas war zone, they are very likely there to help and you should act accordingly. If you meet them in Sigma-15, which is considered as part of the Rheinland territory and Outcasts are supposed to not enter it, explain them the situation first because it may be just misinformation on their part as they may not be informed properly that this system is off limits for them and not considered as part of the Sigmas war zone. If you encounter hostile behaviour from any Outcast ships in the Sigmas, report it to your commanders or the government as soon as possible.

By the way, the mentioned change of legal status also means that ships and weapons of Outcast origin are no longer to be treated as illegal equipment.

As a closing remark, I would like to remind that there were some another law changes in the last few days related to the war, I hope you are familiar with them already.
