The organization referred to today as The Order was founded by the one of the few uninfected members of the Order of Cincinnatus. The Order of Cincinnatus was founded in 28 A.S. as a secret branch of the Liberty government, and was originally tasked with researching Alien Artifacts found on Planet Manhattan. Later, the Order of Cincinnatus, much more knowledgeable that there could be active aliens operating in Sirius, expanded it's authority so it could establish an autocratic government over Liberty in the event that Liberty's existence itself was ever threatened. Once the threat had passed or had been eliminated, the Order of Cincinnatus was intended to disappear without a trace. It was effectively a shadow government with extensive knowledge of Alien Artifacts, technology and the Nomads, as well as the power to control the majority of Liberty's naval might and government authority.

During the Nomad War, the Order of Cincinnatus was infiltrated by the Nomads. Almost all of it's members, barring a small few, had been possessed. One of these uninfected was a man named Casper Orillion. He began to speak out against the threat of the Nomads as it became increasingly apparent that they posed a threat to human society in Sirius, but his colleagues within the Liberty Security Force were already infected and saw him as a danger to their operations, as did the majority of the Order of Cincinnatus. In order to escape, Orillion stole the Osiris Prototype, a new battleship that was designed for completely covert warfare, from Liberty's shipyards, and fled to the icy Planet Toledo in the remote Omicron Minor System

Orillion and whatever sympathetic, uninfected people he could gather before he left became the first members of The Order that we know of today. They are commonly referred to as the first, original cell. From the moment they arrived in the Edge Nebula, they were gathering supporters throughout Sirius to prepare for the oncoming storm of the Nomad War. Construction on the then-makeshift and temporary base on Planet Toledo also began at that time.

While classified as a terrorist organization by the Liberty government, the Order has historically been regarded favorably by Rheinland prior to the War, likely due to Rheinland's own problems with The Wild, and is considered neutral by Kusari and Bretonia.

Since it's inception, The Order had been based on Planet Toledo in the Omicron Minor system. During the Battle of Omicron Minor in the Nomad War of 800-801 AS this base was severely damaged by bombardment from a Nomad fleet. It was later rebuilt as a more permanent base of operations for The Order, rather than just being an outpost on the edge of space, and grew to become a fully-fledged center of operations. Unfortunatly, in 818 AS, the Order base on Toledo was destroyed by the Nomads. After the abandonment of Planet Toledo, Akabat became a new base for The Order, situated in the far more defensible Omicron Mu system.


After recent crises having plagued the Order, specifically inside the main body, a splinter faction within the Order began to take more firm action. The Legacy of Orillion (though, still the Order officially) is a splinter faction of the Order as a whole composed of officers, pilots, doctors, technicians and diplomats focused on bringing the original concept of the Order back into the light and placing it above all other goals. Founded after the Fall of Toledo, and the movement of the Overwatch's base of operations to Akabat in Omicron Mu, The Order aims to continue the legacy of the Order's founder, Casper Orillion, cleansing Sirius of the Nomad threat, utilizing any aid possible to see Humanity topple the Nomads once more.

The Order maintains it's cross-Sirius zone of influence, with the bulk of the force operating inside the Edge Nebula. While any system can be explored at a moment's notice by the Order, and thus operated within, any vessel bearing a capital moniker remains within the Edge to keep the tide of the Nomads at bay.

The Order by itself has no defined ranking structure. As opposed to the cells layout utilized by the Overwatch, the rest of the Order maintains the traditional process of following the man with the most experience. Special task forces may be implemented at any given time, and may be lead by individuals with titles, but these are recognized as merely labels to show who has the most experience with the given matter at hand.

The Legacy of Orillion sect maintains this mentality, and as such focuses operations around the order of the highest experienced individual in the sect.

Colonel
As during the Nomad War, the rank of Colonel was bestowed upon individuals with experience in both Nomadic activity and leadership, specifically in the field, with the most famous of these being Colonel Edison Trent and Colonel Jun'ko Zane. Their impressions on the position has made it one of distinguishment, and as such highly respected.
Colonels are authorized to command up to an Osiris-class battleship, and all else below.

Major
Majors bridge the gap between the Captains and Colonels. Primarily comprised of scientists and experienced field officers, a Major is the true testing placement for any individual seeking to rise to the position of Colonel. Integrity, knowledge and determination are key to a Major, serving as their backbone and key strength in the field, both in combat and under the microscope.
Majors are authorized to command up to a Geb-class battlecruiser, and all else below. Battleship access may be granted with special permissions.

Captain
Captains fill the hole between Lieutenant and the well-established role of Major. In keeping to their positions, Captains serve as right-hands to those above them, and capable officers in the field. Information is typically a strong point of a Captain, and while not all follow the trend, most serve as eyes and ear within the houses and as forward recon operatives while undercover.
Captains are authorized to command up to a Resheph-class cruiser, and all else below. Battlecruiser access may be granted with special permissions.

Lieutenant
Not commonly heard of during the Nomad War, or really during modern times as well, the rank of Lieutenant was a marginal gap placement for any prospective individual looking to contribute to the cause with more gusto and fervor, but would have been otherwise out of place to be a Major. They were typically more capable than the usual stalk that the Order consisted of, essentially making up the bulk of what could be assumed was the lower officer branch in the field.
Lieutenants are authorized command of up to a Hathor-class gunboat, as well as all applicable ships below. Cruiser access may be granted with special permissions.

Operative
The title of Operative is the typical standard of which any pilot or field agent of the Order held. Making up about 85-90% of the active workforce of the Order, the name was purely decorative. Anyone in the Order, from a soldier, engineer, scientist or tactician was considered an Order Operative, a fellow savior of Humanity with the same goal spread across the entirety of the organization.
These individuals are authorized captaining of a Hathor-class gunship with special permissions

Quartermaster
The Quartermaster of the Legacy is the individual responsible for ensuring that logistics and fleet numbers are calculated, measured, and tallied for the ease of the command staff. Typically held by a trusted, long-standing member of the Legacy, the position of Quartermaster is not chosen lightly, and like Colonels hold great power in their hands at the will of those who assign them the duty.

Division Commander
More a title than a rank, the Division Commanders are the individuals assigned to the various sectors of Sirius to keep watch over the various overwatches of each house and their surrounding systems. Currently organized into the six primary regions of Sirius, each Division Commander organizes operations, patrols, and diplomacy with the factions that inhabit their operation zones. Allies in the region contacting the Legacy are typically guided through their regional Division Commander, and with the exception of the Omicron theatre, each zone can typically be contacted through a safehouse on the region's capital planet.
