No as it already belongs to the TAZ faction
I don't know the current mindset on it, but it used to be that, with decent RP, you could have your own unique model injected into the game.
He didn't ask about any unique model though, he asked about the Persephone, in which case what Aazalot said applies. In the case of any new unique ship in general, yes, can be acquired through an SRP.

The Ingenuus got its own model eventually (the Feanturii), and the Phoenix is even less existent than TAZ. I'm pretty sure the Hyperion's account has been activity-wiped by now. But even then, it was just a copy.
There is just a single Persephone, there has always been only one.
