Brief Summary

Mattis Hoegennakker was born into a religious family of Texan ranchers at Planet Houston where he grew up in a small, rural town helping his family herd, hunt and train animals like horses and buffalos for a living. At the age of 17, he attended the University of California Los Angeles (UCLA), where he initially majored in Spanish and Italian to understand the Hispanian presence in Sirius. Although at the time, French was a dead language, he found it easy to pick up as it was part of the same linguistic group. He petitioned the Dean of the international languages department to approve a triple major which was approved on the condition that he studied for 5 years, instead of the usual 3-4 that most other students spent studying. He was also accepted into the Reserve Officer Training Corps (ROTC) in order to pay his tuition in exchange for military service after graduation.

After graduation he was accepted into the Liberty Marine Corps as a commissioned officer in the infantry. During this time, given his Hispanic language skills, he was deployed on boarding action teams to apprehend cardamine and artifact shipments to and from Liberty, mostly in the independent worlds. He was deployed extensively for field operations, suspect interrogations & asset procurement for military intelligence. Eventually, he was accepted into the rigorous Marine Special Operations Command (MARSOC) training program and eventually became a Marine Special Forces Operator.

Given the riskiness of his profession, it was but a matter of time before he was injured combat and needed some years to recover suffering from partial paralysis. During this time, he elected to enroll into the New York University’s Master of International Affairs program to study geopolitics/economics and cross-border criminal activities while he recovered. He wrote his master’s thesis on the role of corrupt government officials and their involvement in interstellar drug trade and smuggling rings linked to the Outcasts and Corsairs and his findings also revealed new information about the role of the cardamine and the artifact trade in funding the long war between Malta and Crete. As such his thesis was distributed and used widely by the intelligence analysts at the LSF which recruited him into their organization shortly thereafter.

After his recovery, he trained with and joined LSF Special Operations just as Gallia launched its war against Liberty and Bretonia. As he was one of the few personnel within the Liberty Armed Forces who was fluent in French (as it was thought to be a dead language up until then), he was tasked with creating a new crack special operations team which would utilize optical/active camouflage. Optical/active camouflage was a miniaturized, portable form of light bending cloaking device that could turn soldiers partially, though not completely, invisible. Due to the costliness of this technology, it was reserved exclusively for LSF’s special operations units. His optical/active camouflage team was assigned to a full spectrum of intelligence gathering/covert actions/wetworks activities including the capture, rendition and interrogation of Gallic High Value Targets (HVT’s), or their associates, anywhere in Sirius.

Psychological Analysis

The LSF had also noticed he had a forte in conducting back-channel diplomacy with non-state actors. In one such incident, he was able to make contact with a few small Maquis and Blood Dragon cells in the Taus and convinced them to come together temporarily work with one another to establish a small minefield in the Tau-23 and Tau-29 systems so as to wage irregular warfare against the GRN. A small, makeshift space station was established in the middle of dead space in the Tau-29 system for the negotiations. Throughout the negotiations the lights kept blowing out and coming back on due to the questionable integrity of the station’s construction, which made everyone involved tense and suspicious. Nevertheless, the negotiations went through smoothly and he was able to have the two opposing groups pool their limited resources and work together to lay some traps for the Gallic Navy’s logistics within the asteroids of the Tau-29 system. After the negotiations ended, the representatives from the two groups asked him why the LSF didn’t just kill them all when had them holed up at the station. He answered “We didn’t want that, we wanted you to trust us.”

He has been described as smooth and fast operator on the ground, although his skills within a ship are rather dusty as piloting was never the focus of his work. Friends and families of Hoegennaker have also described him as one of the kindest and most giving souls in Sirius, though this is not always apparent at first as he is usually “busting balls” with his closest friends, the men and women he worked with. Despite the world he had seen and was exposed to on a daily basis, he was described as wanting nothing more than “to get good people, out of bad places.”

When his partner (and later wife) found out what he did for a living, she was in a state of shock at the bloody nature of his work and the number of years he spent lying about his career. He found it difficult to express an apology, but she still went with him to a shooting range to try and fix their relationship. At first he shot at seemingly random places, completely missing the target, which was unusual for an LSF Special Forces operator. However, she noticed that his shots perfectly aligned to draw a heart on the target. Slowly, he re-humanised himself in her eyes and considers himself to be lucky to avoid a divorce, especially since most of his friends and colleagues weren’t.

At some point in his career with the LSF, he studied Islamic Law and eventually converted to Islam as he found it more helpful to deal with the moral ambiguities of his work, though he remains largely non-practicing. He also added the name ‘al-Soudani’ as his new surname and kept his previous surname but changed it to his middle name, though he rare shares this openly.
