On behalf and with the sanction of Her Royal and Imperial Majesty, Carina I, by the Grace of her Forebears, Sovereign of the Realm of Greater Bretonia, Empress of Tau, of the Kingdom of the Near Omegas and of her other Realms and Territories Queen, Protector of the Independent Worlds of Magellan and Cortez, Defender of Justice, Head of the Order of the Bretonian Empire, the Government of Bretonia has produced this document and sends it to King Charles XI Defrance of Gallia, may it find Him in good health, and to His kingdom.

On yesterday's night, Her Majesty had a dream, brought by the Almighty, that Planet Curacao, the Kingdom's main producer of tea, was blockaded as a consequence of battle maneuvers. Upon awakening, Her Majesty was not relieved from this grotesque phantasm, for Her Majesty was informed by the Secret Intelligence Service that it was, in fact, a divine omen of what truly was the case. Let it thus be known that this document is the formal appeal to the Kingdom of Gallia for surrender, under the terms which shall now be named.

- The Kingdom of Gallia will cease all hostile action against the Kingdom of Bretonia.
- The Kingdom of Bretonia will cease all hostile action against the Kingdom of Gallia.
- The blockade of Planet Curacao will be lifted.
- The Kingdom of Gallia will recognize the Cortez System, including Planet Curacao, as sovereign territory of the Kingdom of Bretonia, and no other state.
- The Kingdom of Gallia will recognize the Omega-49 System, otherwise known as New Holland, also in its whole, as the sovereign territory of the Kingdom of Bretonia, and no other state.
- The Kingdom of Gallia will recognize the Omega-3 System, otherwise known as Gibraltar, or Snowdown, in its whole, as the sovereign territory of the Kingdom of Bretonia, and no other state.
- The Kingdom of Gallia will recognize the Leeds System, in its whole, as the sovereign territory of the Kingdom of Bretonia and no other state.
- The Kingdom of Gallia will recognize the entirety of the New London system as the sovereign territory of the Kingdom of Bretonia, and no other state.
- The Kingdom of Gallia will recognize all other territories which were held by the Kingdom of Bretonia at the Sirius Mean Time beginning of this day, as sovereign territories of the Kingdom of Bretonia, and no other state.
- The Kingdom of Bretonia will recognize all other territories that the Kingdom of Gallia has conquered as sovereign territories of the Kingdom of Gallia, and no other state.
- The Kingdom of Bretonia will pledge to have the same allies and the same enemies as the Kingdom of Gallia.
- The Kingdom of Bretonia will permit any military ships of the Kingdom of Gallia passage through its sovereign territory.
- This permission implies that the maximum number of ships traversing at a time will not exceed a battlegroup sized fleet.
- The stationing and maneuvers of larger fleets in front line systems will be negotiated specially.

Should the Kingdom of Gallia be open for the negotiation of these terms, the Kingdom of Bretonia suggests that our representatives should meet on the main starport of Planet Curacao, at the time which the Kingdom of Gallia chooses. The authenticity of this document is confirmed by the flag of the Kingdom of Bretonia in the Protocol section, the Triple Logos Procedure, written by Her Majesty's own hand, and the signatures of Her government which will follow in the Eschatocol section. Should this message reach an unintended recipient, it must at once be conveyed to the intended one(s), and its contents not revealed until a formal permission is received. If these instructions are violated, then the violator will be punished appropriately by the Kingdom of Bretonia, or, if that is impossible, by Almighty God.
