Constitution of the Barony of Languedoc
Anthem of the Barony of Languedoc
With a view to preserve the heritage and traditions of governance and societal structure practiced in the proud House of Gallia for centuries and based on the public agreement following the landing of sleepership “Gallia” in 1 A.G.S. that instituted Monarchy, the institution of the Barony of Languedoc is hereby proclaimed based on the public support of the people of Quillan and stellar bases throughout Languedoc system.
Taking into considerations the tensions within the Gallic society that led to two destructive civil wars, and that eventually threatened the very existence of the House of Gallia as an independent state during the war against the Houses of Bretonia and Liberty, the Barony of Languedoc, while preserving the best traits of monarchic system, shall pay more attention to the needs and aspirations of its subjects, and follow the principles of Enlightened Aristocracy wherein the rulers are to be nurtured with meritocratic ideals in mind to use their talents and position for the benefit of the State and its subjects.
Given the common history, language, and culture, the Barony wishes to join the Confederacy of Gallia as an equal member with the other Confederate subjects and practice relations with them in the spirit of mutual respect and understanding. To uphold the best standards of the Rule of Law and Justice, however, the Barony of Languedoc hereby officially secedes from the Minarchy of Provence as the manifestation of population of Languedoc and, while not seeking hostilities with the Minarchy of Provence, reserves the right to protect itself, its decisions, and its way of life by force or other means available.
May the peace and prosperity reign over Languedoc, as must we do our parts to make it so.

Section I. DefinitionsI. Definitions
For the purposes of this Constitution the following terms shall be associated with the definitions provided below:
- The Gallic Confederacy (or the Confederacy of Gallia) - a state-successor to the Kingdom of Gallia, comprised as of now of three constituent states with their territory controlled in
- brackets of the Gallic Republic (Champagne, Orleanais, Picardy), the Grand Duchy of Burgundy (Burgundy, Lorraine), the Minarchy of Provence (Provence, Dauphine), a sovereign system of Ille-de-France, and the Barony of Languedoc (Languedoc) that is yet to be recognised.
- The Law Enforcement Agencies of the Gallic Confederation are the Gallic Gendarmerie, and ad hoc Confederal Gallic Defence Forces and Office of Confederal Intelligence.
- Gallic Corporations are Ille-de-France Shipping (IDF), EFL Oil & Machinery, and Gallic Metal Service (GMS). Montluc Advanced Engineering is a Gallic Corporation from the Barony of Languedoc that is yet to be recognised.
- Aristocracy or nobility (both terms to be used interchangeably) for the purpose of this Constitution shall refer to individuals who are officially recognised by the Barony of Languedoc as aristocrats.
a. The rights and obligations provided for in this Constitution shall apply to Gallic aristocracy only. Gallic aristocracy shall be construed as people who were legally recognised as of noble origin during the time of the Kingdom of Gallia, or have otherwise obtained the status of a noble under the jurisdiction of the Barony of Languedoc.
b. The rights provided for in this Constitution shall be gracefully apply to all Gallic aristocracy regardless of the state of origin. The obligations of the nobility are applied to the nobility of the Barony of Languedoc only. However, the nobility that observes its obligations is given the priority in relations with the state.
c. Foreign nobility shall be treated with appropriate respect and diplomatic etiquette, yet not enjoy the nobility rights provided for in this Constitution, save for the decree of the Baron deeming those rights to be extended over certain forein aristocrats acceptable.
d. The status of a noble can be obtained either hereditary from parents through legal inheritance right, or be granted by the Baron of Languedoc personally. No granted noble status can equal or exceed to the one of a baron.
e. The Gallic nobility commonly includes, yet is not limited to, the following titles (in ascending order): Seigneur, Écuyer, Chevalier, Baron, Vicomte, Comte, Marquis, Prince, Duc, King.
II. The Founding Provisions
- The Barony of Languedoc is a de jure Monarchy with the Baron of Languedoc at its head.
- The State Regalia of the Barony of Languedoc are:
- The Flag of dark blue with a white symmetric cross; a dark blue shield with a single golden fleur-de-lis are located at the flag’s centre.
- The Coat of Arms of a dark blue shield with black tilt and symmetric white cross with golden tilt inside; four golden fleur-de-lis in dexter chief canton, sinister canton, sinister base and dexter base.
- The official language of the Barony of Languedoc is Gallic (French of Old Earth).
- The capital of the Barony of Languedoc is the city of Uxeau-de-Quillan on planet Quillan.
- The territories of the Barony of Languedoc include all of the system of Languedoc.
- The jurisdiction of the Barony of Languedoc is applied to all of its territories, and to all of the subjects thereof, as well in the limited capacity without Section III to the guests of the Barony of Languedoc.
- The Law of the Barony of Languedoc shall have primacy over the Legislation of the Confederacy of Gallia, or international legislation.
- The Laws of the Confederacy of Gallia or international legal acts can be incorporated into the Law of the Barony of Languedoc in a form of bilateral international agreement to which the Barony of Languedoc is a party.
- The Barony of Languedoc shall be administratively divided into demesnes and stellar installations. The planet of Quillan is divided into fifty demesnes, the capital located in the demesne of Uxeau-de-Quillan. The stations constituting a demesne shall be determined as a station legally registered within the Barony of Languedoc and belonging to an entity originating from the system of Languedoc.
- Each demesne of Quillan shall be divided into fiefs based on the legal territorial claims of the local aristocracy.
The Baron of Languedoc is a hereditary title that shall be assumed either upon the death of the Baron or the voluntary renunciation of the title by the Baron legally holding the title as of the moment of the renunciation. The hereditary order shall be in line with agnatic-cognatic primogeniture principle with the right of the ruling Baron of Languedoc to override the hereditary order by designation of the heir.
- The ruling dynasty holding the title of the Baron of Languedoc is Montluc family whose primary demesne is Uxeau-de-Quillan on the planet of Quillan.
- The Baron of Languedoc shall have the supreme power in the matters judicial, administrative, and executive. The Baron of Languedoc shall also represent ex officio the Barony of Languedoc in relations international and intra-Confederational.
- To assist the performance of the aforementioned in Article 11 duties, the Council of State shall be established. The Council of State members shall be five nominees be appointed by the Baron from among both the nobility and the commoners with the meritocratic ideals in mind.
- The Council of State shall be vested with the powers equal to the Baron himself, but can be overridden by the decision of the Baron of Languedoc. The Council shall also serve in advisory capacity to the Baron and substitute the latter in his absence.
- The council’s primary purpose shall be to serve as the chief executive organ wherein Council of State Members carry out the duties of state ministers with greater capacity.
- The Council of State’s secondary purpose shall be to act in legislative capacity and conceive new laws for the Barony based on their exceptional technocratic skills.
- The Council of State’s tertiary purpose is to act in adjudicatory capacity to resolve legal dispute on the highest level whenever the courts of the Barony deem it appropriate for the issue to be submitted to the resolution by the State Council or whenever the dispute is among the nobles legally recognised by the Barony of Languedoc.
- The Members of the Council of State are expected to form specialised committees on meritocratic principles to assist in their duties. The committee members should be proficient in the matters relevant to the specialisation of the committee.
- The Baron of Languedoc or the Council of State may form at their discretion specialised Ministries on ad hoc or permanent basis to serve as the extension of the executive branch of power.
- The Baron of Languedoc or the Council of State may form at their discretion convene parliamentary sessions wherein wider public can be invited to discuss proposed legislation and other state matters.
- The judiciary branch of power of the Barony of Languedoc of the level below the Council of State shall be represented by the local courts formed on meritocratic basis by the Council of State, specialised in justice committees or Ministries, or the Baron of Languedoc. The role of the Supreme Court of Justice and the Court vested with capacity to interpret this Constitution shall be carried out by the Council of State or the Baron of Languedoc in cases where he expresses desire to do so.
- The decisions taken by the Council of State, the specialised committees, ministries, and the courts shall be taken with the state interests and welfare of the subjects of the Barony of Languedoc in mind.
III. The Rights and Obligations of Subjects
- The legal age of majority in the Barony of Languedoc is 18. All the rights granted below shall apply to all subjects of the Barony of Languedoc regardless of age, while responsibilities start to apply starting from coming of age. The burden of non-financial responsibilities such as upholding the law for legal minors shall be born by their legal guardians.
- The subjects of the Barony of Languedoc shall enjoy the right to life and personal freedom.
- The subjects of the Barony of Languedoc shall enjoy freedom of conscience and expression except in the cases provided by the law and designated as damaging to the public order and state matters.
- The subjects of the Barony of Languedoc shall enjoy freedom of travel except for areas designated as restricted by the authorities of the Barony of Languedoc or the Confederacy of Gallia.
- The subjects of the Barony of Languedoc shall be free from military conscription or coercion of service of any form. They shall be free from serfdom practised in the past and not carry out free of charge labour for the aristocracy.
- The subjects of the Barony of Languedoc shall enjoy freedom of occupation, and freedom to change occupation at their own discretion.
- The subjects of the Barony of Languedoc shall enjoy the freedom of leisure. Every subject shall have the right to a paid leave in case of employment for a period no less than three weeks per a calendar year of Quillan. The working hours of the Barony of Languedoc cannot exceed 40 hours per week for a subject of the Barony of Quillan, with no more than 24 hours in a row.
- The governmental social support system is not covering pensions or medical insurance. However, it is mandatory to put no less than 20% of declared income on a personal bank account to be accessed in case of medical emergency, disability, or old age. The subjects of the Barony of Languedoc shall manage their finances freely and allocate them at their own discretion except as provided above.
- The subjects of the Barony of Languedoc shall enjoy freedom of peaceful convention.
a. Mass public defamation of the Baron, a subject of the Barony of Languedoc or its state servants, public demonstration of disrespect to State Regalia or Montluc dynasty, direct incitement of violence, breach of law, or toppling the legitimate leadership, as well as actions with that of the Barony of Languedoc shall render the convention as not peaceful and thus punishable by law.
b. An organised convention of more than 100 people in the same spot shall be agreed upon with the Law Enforcement organs.
c. Any convention wherein more than five people bear arms and do not represent the Law Enforcement, do not fall under the definition of the nobility provided for in Section I, or do not have the legal permit to bear arms shall be considered as not peaceful and thus persecuted under the law. - The subjects of the Barony of Languedoc shall enjoy the right to education. Every subject aged 7-18 is to attend primary and secondary educational institutions respectively without exceptions, either in person or over distance. People of disabilities shall attend specialised institutions.
a. Primary and secondary education shall be free of charge for all subjects of the Barony of Languedoc and be financed from the national treasury.
b. The expenses for tertiary education can be covered from the national treasury for individuals who have distinguished themselves as talented and possessing merits worthy to nurture in the future during the stage of secondary education and in case having no funds in accordance to the tax declaration of their legal guardians or their own to afford such education. Such distinguished individuals will be financially supported regardless of the location of a tertiary education institution on the condition of employment in or work for the Barony of Languedoc for the period of five years following the successful graduation from such institution.
c. Failing to graduate from a tertiary educational institution within a designated period of the full course of the institution and no more than 8 years while receiving financial support from the treasury shall invalidate the subject-recipient to receive such financial support in the future and would obligate the subject recipient to return the funds allocated to him in full scope within a period of ten years starting from the point of finishing the studies within a University. - The subjects of the Barony of Languedoc shall enjoy the freedom of owning non-automatic side arms. Bearing such arms shall require a proper permit registered with the local authorities.
- The subjects of the Barony of Languedoc shall enjoy the right to own a robot, android, droid, or other autonomous mechanical unit of non-military purpose for their own needs. Such mechanical units exceeding the size of a human or equipped with specialised equipment that can be used as impromptu energy or kinetic weapon shall be registered with the local authorities.
- The subjects of the Barony of Languedoc shall enjoy the freedom of consumption of mind-altering substances anywhere, at any time. With the vast freedom granted by this article in mind, it is the sole responsibility of the subject using such substances for the actions conducted under the psychotropic effect and shall not be considered an alleviating circumstance under any condition.
- Cardamine and Nox are exempted from the list of allowed mind-altering substances. Their possession, distribution, and usage in any quantity shall be persecuted by law.
- The subjects of the Barony of Languedoc shall respect and observe the laws of the Barony of Languedoc, and refrand of any actions detrimental to the it.
- The subjects of the Barony of Languedoc held captive against their will outside of the territory of the Barony of Languedoc shall expect the financial aid for ransom from the treasury of the Barony of Languedoc, legal assistance in negotiating the release and persecution of the captors, and military assistance if circumstances allow.
- The subjects of the Barony of Languedoc shall not be held captive against their will by the Law Enforcement agencies within the territories of the Barony of Languedoc unless they committed a crime and are to be detained.
- The subjects of the Barony of Languedoc shall enjoy the right to free basic medical care. The basic medical care shall be provided to the subjects of the Barony of Languedoc in case of emergency situation or the subjects in question not being capable to decide whether to request medical assistance or not. Basic medical care shall be covered from the funds of the national treasury of the Barony of Languedoc.
a. This rule shall also be applied to any pregnant subject of the Barony of Languedoc. other medical expenses are to be covered individually.
b. Any subject of Languedoc can participate in the Baronial Insurance Programme that will cover up to 70% of medical expenses. Such participation is non-mandatory.
c. Private insurance policies provided by companies or communal funds shall be allowed and viable option under the law of the Barony of Languedoc. - The subjects of the Barony of Languedoc shall pay community tax in the form of 13% of their declared income to the national treasury, 5% to the aristocrat-holder of the fief where the subject dwells if there is such aristocrat and unless he establishes the tax lower than 5%, and 1% of their declared income to the personal treasury of the Baron of Languedoc.
a. found inconsistencies in tax declarations, refusal or failing to pay the tax, or public incitement not to pay the tax shall be persecuted by the law.
b. subjects who obtained the status of the subject of the Barony of Languedoc as the result of free migration from the other part of Gallia or migrants from outside of Gallia permitted to enter into the subject status, pregnant women and families with children under the age of 5, holders of Ph.D. diploma of a University in Gallia or scientists with over 10 publications in a year, and owners of an enterprise established within the territory of the Baron of Languedoc and under its legislation within a years shall enjoy exemption from taxes for the period of five years.
c. a subject of the Barony of Languedoc can apply for alleviation of tax burden to no less than 5% to the national treasury and 1% to the treasury of the Baron of Languedoc by submitting a personal application to the local Court with explanation of the reasons for such a plea. The Court reserves the right to decline the application without explanations.
The subjects of the Barony of Languedoc shall enjoy the freedom to create enterprise or non-profit organisation of any direction not directed at handling contraband, obstructing justice, or directed against the existing political regime of the Barony of Languedoc. - The professional unions are prohibited in the Barony of Languedoc. The workers of an enterprise are free to enjoy the freedom of peaceful convention to deliver their demands as provided in Article 9 of this Section.
- The status of a subject of the Barony of Languedoc is received through jus sanguinis from the parents, one of whom has to be a subject of the Barony of Languedoc. A child of a parents with different citizenship or subject status is to choose the citizenship upon reaching the age of 18.
a. the status of the subject of the Barony of Languedoc can be also obtained by having legally lived in the territories of the Barony of Languedoc for at least 5 years for a person outside of Gallia, and for at least 3 years for a citizen of the Gallic Confederacy but not subject of the Barony of Languedoc by:
- having applied to the immigration bureau and;
- having proven ability to uphold oneself financially in the territories of the Barony of Languedoc and;
- having passed the exam in the knowledge of Gallic language and culture and;
- having in a written form concurred to accepting becoming a subject of the Baron of Languedoc.
c. The Barony of Languedoc permits single citizenship, with only exception being the citizenship of the Gallic Confederacy in addition to the citizenship of one of the state-constituents of the Gallic Confederacy. - having applied to the immigration bureau and;
- At the moment of proclamation of the Barony of Languedoc, the inhabitants of the system of Languedoc holding the citizenship of any state of Gallia shall be invited into receiving the status of the subject of the Barony of Languedoc. This offer will be open for a grace period of one year. All private persons not having received the status of the subject of the Barony of Languedoc following the end of grace period shall be considered foreign residents and be treated as such.
IV. The Rights and Obligations of the Aristocracy
- The aristocracy with demesne within the Barony of Languedoc shall be in principle treated as the subjects thereof. However, the aristocracy shall also enjoy privileges and bear responsibilities before the Baron of Languedoc and the State.
- Dueling for honour or any other reason shall be prohibited as damaging to the aristocracy of the state. In case of unbearable shame and mutual agreement on the matter, two aristocrats can make a plea to the Baron of Languedoc himself. If such the permission is granted, no duel is possible between the representatives of the families involved within the span of five years following the duel.
- The aristocracy shall have the right to bear titles and be addressed officially in accordance with those in public. Refusal of a subject to address an aristocrat in public in accordance to his title in case the latter expressly demands shall construe an administrative misconduct. This right is extended over the aristocracy that was recognised as such during the period of the Kingdom of Gallia. However, the Baron of Languedoc reserves the right to treat the aristocracy of higher rank as equals in line with the fact of being the ruler of a sovereign state, except for the members of the Royal family of Gallia of confirmed de France bloodline.
- The aristocracy shall enjoy the right to own a fief or a demesne with hereditary transition of ownership in accordance to agnatic-cognatic primogeniture inheritance principle with the right of a holder of the primary title to designate his heir by express notification from among his scions. The familial fief or demesne cannot be expropriated from the family in question unless members of the latter are found to be guilty in crimes of exceptional gravity, and upon the decision of the Baron of Languedoc.
- The private not related to entrepreneurship or other business activity property of aristocracy cannot be expropriated from them even in case of bankruptcy except for in cases the latter found to be guilty in crimes of exceptional gravity, and upon the decision of the Baron of Languedoc.
- The aristocracy shall enjoy the right to bear any personal arms for their own defence within the territory of the Barony of Languedoc. Unsanctioned use of such weaponry, however, shall incur appropriate punishment by the law as in case for any other subject of the Barony of Languedoc.
- The aristocracy shall educate their scion in the spirit of respect towards the Laws and state system of the Barony of Languedoc, to the ruling dynasty of Montluc and their legitimate right to hold the throne of the Barony of Languedoc, and duty to the state and its people.
- The aristocracy shall nurture their scions under the principles of meritocracy and cultivate the best traits possible to ensure the best quality of education available for their private benefit, and the benefit of the state.
- The aristocracy shall enjoy the right to primary consideration when being elected into into the state organs.
- The aristocracy shall enjoy the right to financial gains from the subjects living on their fief but no more than 5% of their total declared income. An aristocrat can decide at his discretion to alter this tax rate but no more than 5% of the total declared income of the subjects with a view to attract more subjects into the fief or other reasons.
V. Armed Forces & Law Enforcement
- The Barony of Languedoc shall have the primacy over the Confederacy of Gallia in Law Enforcement in its territory.
- The Law Enforcement of the Barony of Languedoc is represented by the Baronial Gendarmerie (Gendarmerie baronniale). The Baronial Gendarmerie shall be recruited from the corporate security of Montluc Advanced Engineering and volunteers of full age following the specialised training in the Baronial Gendarmerie Academy picking the the candidates that have distinguished themselves as highly professional and law abiding subjects with good moral qualities.
- The Baronial Gendarmerie is entrusted with the duty to uphold the law of the Barony of Languedoc, peace and order in the territories of the Barony of Languedoc. The Officers of the Baronial Gendarmerie within the territory of the Barony of Languedoc inter alia shall:
a. confiscate illegally transported restricted and forbidden goods;
b. levy fines for breaching the Laws of the Barony of Languedoc or of the Gallic Confederacy;
c. hunt, capture, and eliminate members of criminal entities;
d. uphold civility and stability of the life in the Barony of Languedoc;
e. assist the Law Enforcement Agencies of the Gallic Confederation in their duties if such assistance is requested and unless there is discrepancy in the Baronial and Confederate legislation on the matter. - The Law Enforcement organs of the Confederacy can enforce the legislation of the Barony of Languedoc within its jurisdiction. The Law Enforcement officers of the Confederacy of Gallia shall adhere to the legal legislation and act in accordance to it when in the territories of the Barony of Languedoc. The Law Enforcement officers of the Confederacy of Gallia shall comply with requests of the Law Enforcement officers of the Barony of Languedoc when in its territories.
- The Armed Forces of the Barony of Languedoc are represented by the Baronial Military and Baronial Navy. The Military and Navy shall be formed from the ranks of the corporate security of Montluc Advanced Engineering and from volunteers of full age from among the subjects of the Barony of Languedoc. The servicemen shall be picked on the basis of previous experience in any armed forces, more especially in the Royal Armed Forces or Navy of the Kingdom of Gallia, physical and mental capabilities, and good moral qualities.
- The Officers of the Baronial Military and Navy shall be either promoted from the ranks of the Military or Navy personnel who have distinguished themselves by excellent service or other achievement during the service, or picked from the graduates of military academies for the achievements during the course of studies, or from the ranks of the aristocracy of the Barony of Languedoc who have shown the will to serve with the Baronial Military or Navy in a capacity of an officer and possess and either possess mental and physical qualities for the service or have graduated from the military academy.
- The members of the Baronial Gendarmerie, Military, and Navy should all without exceptions be adult subjects of the Barony of Languedoc at the moment of the beginning of the service.
- The Baronial Military and Navy are entrusted with the duty to protect the interests of Montluc dynasty and the Barony of Languedoc both domestically and internationally with the projection or use of force, upholding civil order, preventing and reacting to hostile actions of domestic and foreign parties. The Baronial Military and Navy within the territory of the Barony of Languedoc inter alia shall:
a. repel the hostile entities either by coercion or elimination from the territories of the Barony of Languedoc;
b. assist the Baronial Gendarmerie and the Law Enforcement Agencies of the Gallic Confederation in their duties referred to in Article 3 of this section in case of their absence or request of assistance, unless there is a conflict of legislation. - The Baronian Gendarmerie, Military, and Navy shall be divided into operational units based on their specialisation and the number of personnel.
a. Military and Navy shall be divided into armies and fleets, and led by a General and an Admiral respectively. An army shall include up to 10.000 servicemen, while a fleet shall include up to 3 battleships, 5 battlecruisers, 7 cruisers, and provisional number of lesser vessels with any number of servicemen needed to operate those vessels.
b. Baronial Gendarmerie shall be divided into regiments and be led by a Colonel - the highest field rank of Baronial Gendarmerie. The overall administrative command of Gendarmerie shall belong to a General of Baronial Gendarmerie who can be included on the State Council of the Barony at certain conditions.
c. An elite regiment of the Baronial Gendarmerie shall be named Baronial Guard and entrusted with upholding the law and order in the capital city of Uxeau-de-Quillan, and to serve as personal bodyguards of the Baron of Languedoc and to the dynasty of Montluc. The Baronial Guard members shall be picked from the ranks of the Baronial Gendarmerie based on their achievements and distinguished service during the service, or for exceptional professionalism and outstanding mental, physical, and moral qualities either during the service as a Gendarme, or prior to the service, or during the service in a different organisation.
d. the Baronial Gendarmerie, military, and Navy shall have their own operational guidelines for the formation of units constituting the ones provided above. The heads of each organisation shall decide thereupon by themselves with the efficiency and convenience in mind. - The Chief Commander of the Baronial Military and Navy is the Baron of Languedoc.
- The Second-in-command of the Baronial Military is the Marshal General of the Barony of Languedoc (Maréchal Général de la Baronnie du Languedoc). Marshal General shall form the command of the Baronial Military on the principles of meritocracy from among distinguished officers. The ranks of general are to be agreed upon with the Baron of Languedoc.
The Second-in-command of the Baronial Navy is the Grand Admiral of the Barony of Languedoc (Grand amiral de la baronnie du Languedoc). Grand Admiral shall form the command of the Baronial Navy on the principles of meritocracy from among the distinguished officers. The ranks of admiral are to be agreed upon with the Baron of Languedoc.
- The personnel of the Baronial Gendarmerie, Military, and Navy shall enjoy the state pension from the national treasury based on the years of service, achievements, and participation in conflicts.
- The personnel of the Baronial Gendarmerie, Military, and Navy reserve the right to legally own personal weaponry during the service and upon retirement wherever in the territory of the Barony of Languedoc, except for in areas wherein bearing arms is limited by special regulations or in cases provided in this legislation.
- Failing to comply with the orders, deserting, treason, giving away state secrets, cooperating with hostile parties, grave breach of the modus operandi can result in stripping the ranks of a serviceman of the Barony of Languedoc regardless of origin, societal status, or rank.
- The personnel of the Baronial Military, and Navy shall enjoy the right to be judged in specialised Tribunals for acts committed while on duty.
- Private Defence Companies and other armed bands shall be allowed under the Law of the Barony of Languedoc on condition of having priorly notified and registered with the Council of State regarding their size, equipment, dislocation, and modus operandi. This applies to mercenary bands originating from within or outside Gallia. Special exemptions from the arms bearing rules provided for in Section III Article 11 upon a request after the notification in question. The Council of State reserves the right to reject the permit for such an armed band to function within the territories of the Barony of Languedoc, or the request to have special rights to bear weapons, or both without explanation.
VI. Financial System & Trade
- The currency of the Barony of Languedoc is Gallic Franc.
- The monetary policy of the Barony is in line with such policy of the Confederacy of Gallia, and shall be governed by it.
- Emission of currency is the prerogative of the Gallic Confederacy and the Barony of Languedoc voluntarily refrains from interference into the emission of currency for the sake of financial and monetary stability of Gallia. The Barony of Languedoc, however, reserves the right to advise on the course of monetary policy of the Confederacy of Gallia in cases pertaining to the Barony of Languedoc.
- All transactions between the organisations domestic to the Barony of Languedoc shall be conducted in Gallic Francs.
- Exchange of currency up to 1.000.000 Francs are free to be carried out by any subject of the Barony of Languedoc of full age. Such transactions are to be registered with a bank under the real name of the person carrying out such a transaction. Falsifying the data when reporting a transaction shall be persecuted.
- Exchange of currency in amounts exceeding 1.000.000 Francs shall be carried out by banks, having the legal permit to engage in such transactions. The banks in question are to report all such transactions to the State Officers responsible for the financial policy in the Barony of Languedoc, or to the Council of State.
- The Barony of Languedoc is a free-market economy where state shall not interfere in the commercial activity of its subjects unless deemed detrimental to the State.
- The Barony of Languedoc aims to stimulate fair competition among the enterprises in its territories. The monopolial threshold is hereby determined as 50% from the market. The companies with a market share of over 50% shall be forced to reduce the market share to less than 50% by either splitting, or selling capital, or by other means. Failing to comply with such requests will be deemed as activity detrimental to the State and persecuted by the Law.
a. Montluc Advanced Engineering is a special case that is strategically important to the State of the Barony of Languedoc and is exempted from this limitation. - Stock trading is free in the Barony of Languedoc. Any subject can engage in trading any stocks of any corporation regardless of the place of origin. The return on the stocks as well as their portfolio are to reported in the tax declaration of the subject. Failing to report them, or providing false data shall be considered a crime and persecuted by the Law.
The territory of Languedoc is designated as free trade zone and no tax shall be levied for legally transporting, purchasing, or selling goods within the territories of the Barony of Languedoc except for specially designated goods.
- Without hindering the free trade referred to in Section VI Article 7, the flow of certain goods can at times be regulated due to their overflow to avoid detrimental effect on the local economy, or due to their strategic importance. Such goods shall be designated as “restricted goods”. Restricted goods shall be considered a contraband and incur a penalty unless the holder of the goods is registered with the Baronial Gendarmerie. The list of restricted goods shall be updated regularly depending on the needs and interests of the Barony of Languedoc and presented in a designated document.
- Without hindering the free trade referred to in Section VI Article 7, certain goods are considered detrimental to the prosperity and welfare of the Barony of Languedoc and its subjects at all times. Such goods shall be designated as “forbidden goods” and considered a contraband. Holding such goods within the territory of the Barony of Languedoc shall be persecuted by the law. The Law Enforcement and Armed Forces of either the Barony of Languedoc or the Gallic Confederacy are exempted from this rule for the purposes of contraband expropriation and subsequent utilisation. The list of forbidden goods shall be updated regularly depending on the needs and interests of the Barony of Languedoc and presented in a designated document.
- The trade of Gallic technologies shall be free for civilian-grade technologies. Ships and equipment originating in the Barony of Languedoc can be bought free of registering and without notifying local authorities. However, registering the technologies purchased with the local authorities and/or distributors can expert wider support for legal ownership matters and maintenance.
VII. Education & Science
- To the end of implementing Section III Article 10 in life, the Barony of Languedoc shall have its own education system to upbring, educate, and nurture its subjects in the best traditions of meritocracy and moral excellence for the benefit of the Barony of Languedoc and the Gallic nation.
- The educational system of the Barony of Languedoc shall be divided into three levels:
a. primary level represented by pre-schools, elementary schools and junior high schools, as well as other institutions of equivalent level of education in either communal or private ownership.
b. Secondary level represented by high schools, lyceums, vocational training schools, evening schools and other institutions of equivalent level of education in either communal or private ownership.
c. Tertiary education represented by Universities, Research Institutes, Academies, and other institutions of equivalent level of education in either communal or private ownership. - All educational institutions rendering services within the Barony of Languedoc shall aspire to provide the best possible quality of education, to develop professional skills, nurture excellent moral qualities in spirit of patriotism and meritocracy.
- The Barony of Languedoc undertakes the responsibility to support free compulsory education for subjects aged 7-18 by establishing and making free of charge communal primary and secondary schools on Quillan, and specialised holo-schools of the equivalent level of education on space installations in Languedoc.
- To foster competitiveness and free thought, educational institutions are free to choose their programme of education as long as it falls within the standards provided by the Ministry of Education, Baronian Academy of Sciences, or the Council of State of the Barony of Languedoc.
- Baronial Academy of Sciences located in Uxeau-de-Quillan shall act as the chief institution in deciding the scientific and academic policy of the Barony of Languedoc. The Academy shall be formed from the chief scientists based on their academic contributions to tertiary educational institutions of the Barony of Languedoc, number of publications and their quotations, and contributions to the life and welfare of the state and include 50 scientists of various fields. The Baron of Languedoc reserves the right to appoint up to one third of the members of Baronial Academy of Sciences at his own consideration.
- Baronial Academy of Sciences shall be entrusted with the duty to oversee the scientific progress of the Barony, regulate standards of research in specialised and academic institutions, and advise on the matters scientific to the Baron of Languedoc and the Council of State.
VIII. Foreign Policy
- The general foreign policy of the Barony of Languedoc is determined by the existing foreign policy of the Gallic Confederacy.
- The foreign policy of the Barony of Languedoc shall be guided by the national interests of Barony of Languedoc and its ruling dynasty, the welfare of its people and Gallia overall.
- The Barony of Languedoc shall strive to resolve arising disputes with foreign entities in a spirit of peace, civility, and international law.
- The Barony of Languedoc reserves the right to engage in diplomacy independently from the Confederacy of Gallia to pursue its own interest and for the benefit of Gallia.
- Baron of Languedoc shall have the right to represent the Barony of Languedoc as the top diplomat ex officio. The Baron shall decide the overall diplomacy and position of the Barony of Languedoc on international arena, including the relations within the Gallic Confederacy.
- The agency the primary responsibility of which is conducting diplomatic and consular services shall be the Office of Exterior. The Office of Exterior shall be formed from among the subjects enlisting to become bureaucrats on the basis of principles of meritocracy. The Office of Exterior shall be located in Uxeau-de-Quillan.
- The Council of State shall have the capacity to decide the foreign policy and have supremacy in decisions over the Office of Exterior. The decisions of the Baron of Languedoc, however, shall have the primacy in deciding the foreign relations. The State Council shall also serve in advisory capacity to the Baron of Languedoc in matters diplomatic.
- The Barony of Languedoc reserves the right to open its own embassies, consulates, and trading posts abroad and to receive foreign those of foreign parties.
- The Office of Exterior shall provide the report on the stance of the Barony of Languedoc towards foreign entities readily available to the subjects and guests of the Barony of Languedoc, and provide reports on the ongoing diplomatic initiatives that might be disclosed to the public based on their importance and nature.
IX. Crime & Justice Regulations
- The Rule of Law is imperative for the Barony of Languedoc to allow a life free of fear, injustice, violence, and other obstacles to safe and satisfying living.
Conflicts arising between the inhabitants of the Barony of Languedoc, be they subjects thereof or foreign to it, shall be resolved in accordance to the Laws of the Barony of Languedoc and formal procedures they provide.
- Legal Entities either domestic or foreign to the Barony of Languedoc when having a conflict with either another legal entity or a private person in the territories of the Barony of Languedoc shall use the local Laws when resolving the conflict. If the conflict is not presumed to be as such under the local legislation, it can be adjudicated by the Baronial courts on a case basis, or foreign legislation can be used ad hoc if both the parties to a conflict are foreign to the Barony of Languedoc and concur on using foreign legislation in resolution of their matter. Such hearings would, however, be delayed for the Lawyers of the Barony of Languedoc have the time to get acquainted with the foreign legislation.
- When adjudicating any matters brought, a court of the Barony of Languedoc is to adhere the presumption of innocence. All insinuations of judges, juries and legal defence of guilt of a defendant prior to it having been established shall be considered a defamation and incur penalties. The prosecutor is exempt from such limitations of accusation due to the nature of his work.
- Any subject or guest of the Barony shall enjoy the right to defence in court. The defendant shall have the free choice of a legal representative for defence. In case of inability to afford or lack of desire to employ a lawyer, the defendant shall be provided with a free of charge legal droid-defender.
- The execution shall be allowed under the jurisdiction of the Barony of Languedoc. This punishment is to be used for crimes of exceptional gravity at the consideration of the court.
- The Baron of Languedoc reserves the right to pardon any convicted person regardless of the gravity of committed crime.
- Tortures shall be prohibited in the territories of the Barony of Languedoc.
- The basic crimes recognised as such in the territory of the Barony of Languedoc and the punishment for committing those are:

X. Construction of Space Modular Installations
- Construction of Space Modular Facilities is important for the development of the regional economy and the Barony of Languedoc shall support the construction efforts via different means to foster local trade.
- Any base constructed within the territory of the Barony of Languedoc shall be registered with the Baronial Gendarmerie for its own security and statistical purposes.
- Any base belonging to an entity legally registered in and originating from Gallia that does not violate any laws and/or not affiliated to factions deemed hostile to the Barony of Languedoc shall be exempted from taxation.
- A base belonging to an entity foreign to the Barony of Languedoc and to the Gallic Confederacy shall receive prior permission to be constructed. The base shall be subject to taxation based on its core level:

A new base shall have a grace period of one month to be exempted from taxation on the condition of it legally registered with the Baronial Gendarmerie.
Space modular installations that do not comply with the provisions of this Section or belong to a hostile to the Barony of Languedoc entity shall be deconstructed upon prior notification.
XI. Space Faring
- Space faring within the territories of the Barony of Languedoc shall be free whether inbound or outbound and do not require a visa unless a traveller represents a faction that is designated by the Officer of Exterior as “undesirable” or “hostile”.
- The traffic of ships of manufacturers listed below shall be limited in the Barony of Languedoc regardless of the affiliation of the pilot and/or the crew or passengers. Such ships will be fined for 5.000.000 Francs and requested to leave the territories of the Barony of Languedoc, and forcefully removed should those fail to comply:
a. Coalition
b. Outcasts
c. Gallic Brigands
d. Golden Chrysanthemums - Capital Vessels that are classified as a cruiser-class or above with non-Gallic affiliation shall be prohibited from entering the territories of the Barony of Languedoc without a prior permit. The permit shall be sought with the Council of State of the Barony of Languedoc by the captain of such capital vessel prior to entering the space of the Barony of Languedoc. Capital vessels found violating this provision will be fined for 20.000.000 Francs and requested to leave the space of the Barony of Languedoc. Failing to comply will result in forceful removal of the ship in question.
- Special space faring technologies such as Hyperspace Matrix, Jump Drives, and Cloak devices cannot be used or equipped in space of the Barony of Languedoc without prior permit. Such permit is to be sought with the Council of State of the Barony of Languedoc and would cost 5.000.000 Francs if allowed. Ships failing to comply with this provision will be fined for 10.000.000 Francs and may be banned from subsequently entering the Barony of Languedoc upon second violation of this provision. The Law Enforcement Agencies, the Office of Intelligence, the Armed Forces, and the Corporations of the Gallic Confederacy and the Barony of Languedoc shall be exempted from this limitation.
- Transit through the space of the Barony of Languedoc of ships and goods that are deemed as restricted or forbidden under this Section is possible despite the limitations on condition of applying for special transit visa with explanation for the reason of transit through Languedoc system, as well as the starting point and the destination of the goods or ships transported. Such permit is to be sought with the Council of State of the Barony of Languedoc. The latter reserves the right to reject the transit visa without explanation.
- The Baron of Languedoc shall have the right to override any of the provisions of this Section by a decree at his discretion for the purpose of national interests.
XII. Special Provisions
- Due to the role the enterprise of Montluc Advanced Engineering played in the formation of the Barony of Languedoc, it is recognised as state-founding entity and is deemed as representing the state of the Barony of Languedoc.
- Corporate Security of Montluc Advanced Engineering shall be considered equivalent to the Baronial Gendarmerie, Military, or Navy depending on the situation, be free to carry out their duties and enjoy their benefits.
- Montluc Advanced Engineering shall be exempted from all limitations of trade provided in this document. Carrying restricted or forbidden goods on the vessels of Montluc Advanced Engineering without the awareness of the leadership of Montluc Advanced Engineering shall be subject to inquiry before persecuting.
- This Constitution may be amended at the discretion of the Baron of Languedoc or the Council of State of the Barony of Languedoc unless the decision of the latter does not contradict the opinion of the Baron.
