Dear representatives of the the Kusari Empire,

I am Nathan de Monfort, the Speaker of the Parisian Assembly. I shall represent the Confederacy of Gallia in this communication. The contact between our nascent Gallic Confederation and the Kusari Empire has been minimal until now. We believe it is high time to begin a new era of relations between our two Houses.

While it is certain flourishing development is going to happen, we still need to discuss the details of our future cooperation. We would like to know more about the future plans of the Empire regarding the intended directions of economic and military development, so that we may offer assistance accordingly.

I bid you good day, sir. Minister Toshinori Kojirou, on behalf of the Reformed Empire of Kusari.

We are glad to hear that the Gallic Confederation seeks to pursue a continuous relation to our nation. The formation and proper establishing of the new governmental system must have been a tough task to handle. We can assume this process came to a recent end, seeing the desire to contact your direct neighbor, hai? We hope you appreciate our time of patiently waiting for you to make the first contact and excuse the small delay we faced when you reached out to us.

Re-establishing contact comes with questions to answer and regulations to be made. In regards of economic development, the Keiretsu enjoy a large economic freedom, surely they will keep holding onto the ties they build with Gallic Corporations throughout the last years. In general spoken, we are interested in upholding the status quo, the free flow of goods between our two nations, naturally in respect of each other's local laws. Details should be left to your Corporations and the Keiretsu to discuss.

In regards of military development, let me take a look at the past. The Republic of Kusari signed the "Tau Decree" with the Kingdom of Gallia, a treaty the Reformed Empire never signed. This document handled patrol regulations for the Tau-23 and the Tau-29 system, latter being out of question nowadays due to Tau-31 being no longer occupied by Gallic entities.
Instead, it appears useful to establish a new treaty handling patrol rights and regulations for the Rishiri, commonly called Tau-53, and the Tau-23 system. This treaty shall be mutually beneficial and, unlike the "Tau Decree", treat both sides in a fair way. In addition, the regulations concerning the Tau-23 system should involve the interest of the Independent Miner Guild. As this directly involves our respective Navies, I will get in touch with our Shogun to acquire additional information. I encourage you to reach out the respective representation of the Gallic Defense Forces within the Parisian Assembly for the same purpose too.

The honour to speak with you is mine Minister Kojirou. It is not necessary to apology for the delay, we can be very patient when we see an important opportunity. Establishing a new governement representing fairly all the new states has been a challenge for us and the Gallic Citizens. However it hasn't been difficult to reach a concensus to normalize our relations with the Reformed Kusari Empire.

The status quo on the economic development is a success so far and Gallia has great interests in pursuing a continuous economic relation with the Reformed Empire.

Corporations of both Houses should precise, discuss or propose any further deal between them as long as there is no major change in the terms given by the status quo.

In regards of military development, the Tau Decree shall be replaced by a new and fair Treaty for our Houses. Both Gallia and Kusari should precise their expectations regarding the systems of Tau-53 and Tau-23. A representative of the Gallic Navy will as well participate to the negotiations.

I bid you good day, sir. Excuse the small delay, you surely heard of the things going down in Rheinland. It took some of the Shogunate's attention.

Anyway, we are pleased to announce that the Shogunate sent us the first idea regarding patrol regulations.
In regards of the Tau-53 system, the Reformed Empire of Kusari sees the following regulation as acceptable compromise to both our nations:

Code:
- Kusari law enforcement claims a 15k radius around the Hokkaido – Misaki and the Misaki – Nagano Tradelane network as their respective patrol area.

- Gallic law enforcement claims a 15k radius around the Lorraine – Misaki Tradelane as their respective patrol area.

- The Shogunate would like to encourage joint operations to pursue criminal elements in the remaining system, with special attention given to the area around La Charite Spaceport and Misaki Station as the core element of business conducted in our border region.

In regards of Tau-23, the Reformed Empire of Kusari proposes the following:

Code:
- Kusari law enforcement to gain patrol rights within the triangle formed by Java Station, the Kyushu Jumphole and the Tau-37 Jumphole.

- Additionally, Kusari law enforcement reserves the right of law enforcement escorts for merchant vessels traveling to Cheronsee Depot.

- Gallic law enforcement is free to regulate the remaining system. Additionally, the Reformed Empire of Kusari offers the official acknowledgement of Tau-23 as a system under the Gallic Confederacy’s protection for as long as:

a)    Kusari and its Corporations enjoy free access to the Niobium and Beryllium market in Tau-23
b)    The Confederacy of Gallia acknowledges the Tau-29 system as system under protection of the Reformed Empire of Kusari in return

I have to apologize for the shameful delay. We have been analizing the worrisome situation in Rheinland. Gallia is indeed quite concerned by these events. But this is not our concern in this communication.

Regarding your proposal of Tau-53 system:


Code:
- Kusari law enforcement claims a 15k radius around the Hokkaido – Misaki and the Misaki – Nagano Tradelane network as their respective patrol area.

- Gallic law enforcement claims a 15k radius around the Lorraine – Misaki Tradelane as their respective patrol area.

- The Shogunate would like to encourage joint operations to pursue criminal elements in the remaining system, with special attention given to the area around La Charite Spaceport and Misaki Station as the core element of business conducted in our border region.

The Confederacy of Gallia agrees with these terms. We should make the Misaki-Charité point a major hub and a strong physical contact between our two Houses. We know that Tau-53 system has major Hydrocarbons resources and the Parisian Assembly would like to know if this minefield could be as well exploited by our corporations.

In regards to Tau-23 system:

- Kusari law enforcement to gain patrol rights within the triangle formed by Java Station, the Kyushu Jumphole and the Tau-37 Jumphole.

The Parisian Assembly approves all these terms. Gallia claims a 15K radius around the Languedoc Jump gate and Cheronsee Outpost. We acknowledge the Tau-29 system as a system under your own jurisdiction. The Parisian Assembly would like to encourage joint operations between our Navies in the system, against the Outcasts treat. Gallia was engaged in important battles against the Outcasts in the system of Omicron Tau and Alpha.

Gallia has conducted several operations in the Edge World these past weeks and the Confederate ships had to travel through the Empire's space. It appears that several agreement have been made with the Confederate Navy though not a permanent one. The Gallic Navy would like to discuss the terms with you for a possible agreement.

A last question. Certainly the most important one. What is the stance of the Reformed Kusari Empire and the military junta called the Enclave?

We apologize for the delay, a shift of focus, namely the internal turmoil in Rheinland, kept us occupied with more pressing issues.
Luckily, here we are, all ready to finalize this conversation.
We are glad to find an agreement with the Parisian Assembly on the terms mentioned before and we will readily answer your latest inquiries.

Regarding the resources of Tau-53, we are sure that our Keiretsu will not mind conducting business with your corporations, nor that they take too much of a disliking to direct exploitation of resources from your side. I can only suspect that they might have similar ideas in regards of Tau-23.

We look curiously at your endeavors against the Outcasts, they have been a nuisance for too long. As I am unable to speak for our Naval Forces, I would urge the Gallic Defense Forces to get into touch with the Naval Forces directly. I am certain joint strikes against Outcasts will benefit both our nations.

The Gallic Enclave attempted to find a trade agreement with the Empire of Kusari. The result of our conversation with them can be found under Section 6: Enemies of Kusari, Article 6.2 of the Kusari Legal Codex.

Regarding a permanent transit agreement, we unfortunately have to postpone an answer on this topic for a brief while.
