During Minister Stewart's earlier communication, he informed you that our copy of the Boorman Treaty was lost in the destruction of the FCO Building. While the full text of the treaty remains lost to us, we were able to recover fragments of data from the server, and included in that was a few partial provisions of the full treaty.
In our review of this fragmentary data, it came to our attention that the Federal Republic of Rheinland is presently in breach of the terms of the Boorman Treaty. While perfectly permissible under the Snowdown Treaty, signatories are - in order to avoid escalating inter-house tensions - forbidden from engaging in military buildups in the border systems by the Boorman Treaty. The presence of the Altenburg Battlegroup in Omega-7 would constitute an unlawful buildup of military forces in a neutral border system - similar in principle to the Rhienland Military’s illegal incursions into Nottingham in 800 AS.
Now, I'm sure you're going to tell me that the deployment of the Battleship Altenburg (and the Schwerin preceding it) is not a provocation to the Kingdom of Bretonia, but a proportionate measure to suppress piracy and secure civilian shipping in the Omega Trade Corridor. Securing trade is a desirable goal for both of our nations, and the Omega systems are full of threats that warrant the attention of a full Military Battlegroup. Unfortunately, your government has instead chosen to fall back on the outdated Boorman Treaty, and as such, pressing questions could be raised about how appropriate this deployment is.
We are, however, willing to waive these concerns regarding the Altenburg under the condition that you agree to begin negotiations on a new Omega Treaty to better define relations between our two great nations. The Boorman Treaty is at this point hopelessly ill equipped to accommodate the modern political realities of Sirius. It was not drafted with the emergence of a Fifth House in mind, nor was it ever considered possible that any one of our nations could find itself subject to a genocidal war of aggression that posed an existential threat to its people’s very survival.
Bretonia does not wish to see Omega 7 or Nottingham left unguarded, and the Pan Omega Trade Corridor has regretfully been left under-supervised for far too long. Reverting to the Boorman Treaty simply leaves our peoples in a poorer position, and provides a free hand to the criminals the Battleship Schwerin was originally deployed to dissuade. A renewed and invigorated Omega Treaty would provide both of our Houses with a sound legal footing for securing our mutual diplomatic and economic interests for the years to come.
We are happy to ask the Republic of Liberty or the Reformed Empire of Kusari to host these negotiations and provide impartial mediation services should you wish to conduct these negotiations on neutral ground.
