I am Pierre Lacroix, President of the Board for EFL S.P.A., I apologize for the late introduction. The transition period in Gallia has been mostly smooth.

Anyway, to get to business. One of EFL's finest manged to capture a snap-shot of what looks to be the beginning of construction of a new trade-lane network in Kyushu. I will attach the exact capture below.
While it does pain me to see Ageira still being relied upon, when such superior alternatives exist, I realize that this is likely in part due to a lack of awareness of what EFL offers.

To then the proposition, EFL is looking to expand our infrastructure construction business and we see that Kusari is in need. As one of the great keiretsu, and one of the businesses we have worked with in the past, we felt it prudent to offer an open hand to a potential partnership with your great corporation.

Should you be interested in a possible partnership, we can iron out the specific details at a later date.

It is a great pleasure to finally get in touch with EFL Oil & Machinery once more, as you rightfully pointed out, your cooperation took part in the development of the new main snubcraft of the back-then Republican Navy, so even following the transition back to the Empire, we kept you in high regards over the past project.
We are glad to hear that Gallia's transition into a Confederacy has been quite smooth, such a radical change must still cause uproars all over the place and people face issues to adapt to the new circumstances. If I recall correctly, the new Confederacy connects Royal remnants and the new founded Republic of Gallia, hai? And didn't Ile-de-France Shipping receive lots of criticism lately, followed by a huge loss of their market share? So far it appears unclear to us who in Gallia wishes to fill this void.
Needless to say, we wish you and Gallia all the best in overcoming the old times and looking forward to a new flourishing future. Perhaps Kishiro Technologies can assist the "new" Gallia here and there, an introduction of our infamous RoboCultivars to the Gallic market. Large scale exports of various other goods sure come in mind too, especially our Optronic and Polymer based products should raise interest from your side, given their crucial role in technology utilized by you as well as Ageira Technologies. While the Reformed Empire of Kusari and the Confederacy of Gallia yet have to formalize relations, from what I know, that should not stop us from re-building business relations.

In regards of the Ageira constructions in Kyushu, while we here at Kishiro Technologies are aware of Gallic's Jumpgate and Tradelane networks being maintained and constructed by EFL, contracting Ageira once more was a decision of the Kusari Cabinet. Most likely, a simple case of being used to one company handling such affairs. Perhaps it also involved Samura Heavy Industries to lobby for it. Tottori is a major stake of space Samura claims mostly for themselves after all.

You are correct to assume that Kusari can find use for EFL's expertise regarding infrastructure. As your logistical vessels might have noticed in the Honshu system, the area around Osaka is still not more than a wreck site. So far Samura Heavy Industries made no attempts to rebuild any kind of structure there, a quite direct sign to us here at Kishiro Technologies that Samura Heavy Industries likely pursued the goal rumors hint at, claiming the insurance money for a redundant installation. Kishiro Technologies would not mind bolstering our presence in this sector with another facility. We played with the idea of a multi-purpose storage facility being built at the wreck site already, but plans for this have not been officially announced so far from our side. Sensing your offer, we would contract EFL if such a facility was to be constructed in the nearby future.

We look forward to re-establishing our business relations with EFL, as well as strengthening a mutual exchange of goods between the Confederacy of Gallia and the Reformed Empire of Kusari.

IDF Shipping has come into hard times, and as a fellow Gallic corporation there are motions in the proverbial pipeline to assist them in their current dire straits. We ourselves were hit drastically with the regime change, but the blow has been much deeper for our partner company. Should IDF be unable to cope, we have contingency plans in place to ensure the shipping Industry within Gallia does not collapse in the vacuum they could create.

As for the trade in commercial goods, such as the robotic cultivators, optronics and polymers. While we cannot guarantee all Kishiro products will be able to sell in Gallia, either by the laws of the realm or by the population just not being interested. If we were to partner, and become the purveyor of Kishiro goods within Gallia, we would be able to contribute a significant marketing machine to ensure the products at least see their fair share of exposure.

But onto the none consumer goods with optronics and polymers.
Obviously EFL has considerable interest in products which may be best used to improve upon any electrical work, whether it be for vessels, stations or complexes of various EFL builds or constructs. Additionally, given our current specialty in the extraction and refinement of pétrole along with other liquids and gases, I believe there is some mutual benefit to be hand in the synthetic polymer trade.

We would be happy to fulfill the role of installation constructors, if you were able to handle the required licences and permits with the Kusari government, and give EFL a draft of the type of station and its sub-divisions you are wishing to be constructed around Osaka, we can begin the planning and design phase of the construct. We will be able to deal with the logistical details at a later date, once we are permitted to operate fully with your assistance, of course we will likely need to rely on your own corporation for many local supplies to cut down on various costs.

But as to your point about formalizing relations, to my understanding that there is nothing more persuasive and expedient in ensuring good relations like a particularly good business deal. Perhaps our respective governments will be more persuaded to work together following our cooperation.

Let us get straight down to business this time. I've allowed me the freedom to double-check the current Legal Codex enforced within the Gallic Confederation. We hold every right to ship all of our finest products to Gallia and I've noticed we were already on the exclusion list of the Gallic Visa Centre. Naturally, we do not expect large masses to gain interest in our goods right away, so a mutual partnership might be the best first step to take. In this regard, I wish to inquire about details regarding the goods EFL could offer the Kusarian Market. A mutual exchange of goods and promoting for those from both sides, should gain us a relatively large customer base within a considerably short amount of time.

Onto the topic of Polymers, we would be glad to count EFL among our regular customers. One of our main facilities for obtaining Hydrocarbons is located in Tau-29, a considerable amount of them are processed into Polymers for various applications directly on Nago Station. Nago's relative closeness to the Gallic border could turn it into the primary hub for Polymer flow into Gallia. Alternatively, when demand rises, we will be able to open a second supply stream through the Rishiri corridor.

In regards of the installation to replace the void filled by the Osaka Wreck Site, we would like to contact you with more details at given time. While I am certain, EFL would do a great job assisting us with its construction, we both would want to gain something from such a project, therefore we have to conduct a market study and analyse if the demand for a new storage facility is even existing. An internal planning phase together with our main business-partner, the Gas Miner Guild, will likely occur before further involving EFL. My apologizes in case we had your hopes up high, but this project will launch not within the next week at least.
You will be contacted immediately once internal formalities have been handled and we have reached a conclusion. I can hint you only as much right now, the installation will be intended to be a modular base, aiming to be capable of constant expansion if the need arises.

After some consultation with other directors, I have acquired a list of products or goods that Gallia may be able to readily supply to Kusari. Here is the following list:
  • Bio-Stability Monitors
  • Cracking Catalysts
  • Energy Field Equipment
  • Holo-tainment bands
  • Lasers
  • Magnets
  • Nanotubes
  • Petrochemicals
  • Plastics
  • Promethene
Of course, Kishiro Technologies may not have an industrial application for all of what is mentioned above, and there maybe more goods not listed, along with various grades and qualities of the afore mentioned items. But through Kishiro Technologies, these goods could be marketed and sold. And likewise EFL offers the same for Kishiro goods in Gallia.

Keep me aware of the development regarding Osaka, EFL would gladly begin the design and planning phase for the construction of the facility. And we have specialists in the construction of more than just storage facilities.
