Just who exactly can use it? Freelancers can carry it with 100% compatibility, but their ID says they can only use the pirate train, so, what is the point for it existing either as a more survivable transport? Its much better than the pirate train at best.
Any ID that can fly transports that's not restricted to it in cargo space?
Junkers, Corsairs, Outcasts, Unioners etc. come to mind primarily for using this.

Well, that sucks, i preferred to keep the freelancer ID, guess im a junker now.
