You're right that it's a direct rip-off, but only because they didn't bother to change the colour scheme. It is also an old-earth symbol that applies to the very nation it represents in today's Sirius.
Frankly, I would not consider coats of arms any more of an import than the 90% of comm channel portraits borrowed from popular culture.

I shouldn't break the NDA like this, but there's going to be a series of unfortunate stellar events in all five houses so we no longer have Space America, Space France, Space Germany, Space Britain, Space Japan, Space USSR, or Space Cartels. This will leave the Corsairs, Natio Octavarium, the Core, and Auxesia as the last remaining pseudo-state entities.
