With Gallic War coming to an end, it became clear that outcasts can no longer rely on hostilities between gallic factions in preventing their further expansion into the Tau region. Genoa capabilities were deemed insufficient, and Tortuga was constructed to ensure an effective operation of outcast capital ships in the area.
Tortuga also serves as a temporary prison for bounty hunters and gallic pilots who were unlucky enough to escape death in combat. Conditions on Tortuga are terrible, and interrogation methods used here are rumored to be one of the most gruesome in Sirius. Captives are subsequently transported to Malta for lifelong slave labor.
