I was curious if there was a listing of what ships factions have incompatible technology. Because I would assume a bounty hunter could use civilian ships but I found I was only at 10%

You may find a full list of IDs and the tech they can fly here:

Select the ID and ship type you'd like to fly, and you'll have an overview of what's available. If you have access to, for example, a Guardian (Liberty Navy), in most cases you'll have access to Liberty Navy guns, as well.
