Preamble
We, the representative governments of the Republic of Liberty and the Realm of Bretonia, in order to establish free and unhindered travel of goods and people between our two nations, to fight the scourge of piracy and terrorism, to protect the rights and freedoms of all our law abiding citizens, and to bring security, order and governance to the Star Systems of Magellan and Cortez, do ordain and establish the following Treaty.
Article I - Governance
Clause 1: The Systems of Magellan and Cortez are to have the offical status of Joint Protectorates of the Republic of Liberty and the Realm of Bretonia conferred upon them.
Clause 2: The President of Liberty and the Monarch of Bretonia shall jointly receive the official titles of "Protector of the Independent Worlds of Magellan and Cortez".
Clause 3: A quartet of the Liberty Government, Bretonian Government, the Independent Miners Guild and Orbital Spa and Cruise shall, in council upon the Planet of Curacao, make any future decisions regarding the governance of these two systems, through amendments to this Treaty.
Clause 4: In these such meetings, each member of the quartet shall hold a single vote. In case of tie, casting votes for issues concerning only Cortez to be held by Orbital Spa and Cruise, casting votes for issues concerning only Magellan to be held by the Independent Miners Guild. For issues concerning both systems, no casting votes may be held; agreements would require an absolute majority agreement from 3 of the 4 parties. Abstentions are permitted.
Clause 5: The trade lanes within Magellan and Cortez are to be nationalised by the House Governments of Liberty and Bretonia. Trade lanes in the eastern half of both systems shall pass into the ownership of the Liberty Government. Trade lanes in the western half of both systems shall pass into the ownership of the Bretonian Government.
Clause 6: All property rights within the Magellan and Cortez are to be strictly protected by this Treaty. This includes all ships, stations, planetside facilities, satellites or mining installations under lawful private or corporate ownership. All natural resources within the systems are in the public domain, and shall remain free and open to private or commercial appropriation.
Article II - Rights
Clause 1: Liberty Navy and Bretonian Armed Forces vessels and warships, of any class, shall have full access rights to fly through and patrol any portion of space within Magellan and Cortez
Clause 2: Liberty Navy and Bretonian Armed Forces vessels and warships, of any class, shall have full docking rights to base themselves from Planet Curacao.
Clause 3: Liberty Navy and Bretonian Armed Forces vessels and warships, of any class, shall not have docking rights nor base themselves from Freeport 4, under penalty of a 250,000 credit fine to the IMG.
Clause 4: Liberty Navy and Bretonian Armed Forces vessels and warships, of any class, may under emergency situations only, dock on Freeport 4 for repairs or supplies without which their lives would be endangered. If possible, permission should be sought from Independent Miners Guild authorities.
Clause 5: The Liberty Navy and Bretonian Armed Forces retain the right to pursue outlaws caught in criminal acts within their home space into Magellan and Cortez, there to catch and impose punishment upon them.
Clause 6: The Liberty Navy and Bretonian Armed Forces retain the full rights to enforce within the systems of Magellan and Cortez, all the articles and clauses of this Treaty, and any subsequent amendments to it.
Article III - Laws
Clause 1: A no fire-zone with radius 5K around Freeport 4 is to be officially established and enforced. All vessels shall comply with this, with the exception of self-defence. This Law is to be enforced by official agents of the Independent Miners Guild.
Clause 2: Free Trade is to be fully open between Bretonia and Liberty. Any act considered to represent an Obstruction to Free Trade shall be considered a criminal offence in the eyes of Liberty and Bretonia. Obstruction to Free Trade shall carry an attached fine of 200,000 credits per offence, collectable by any lawful agent of the Bretonian or Liberty Government, half payable to the government of each nation.
Clause 3: Piracy shall be considered a criminal offence in both systems, defined as the extortion of money by non-lawful agents from any ships under threat of destruction or damage. Vessels found pirating in these systems shall receive kill on sight status in both Liberty and Bretonian House space, as well as in the Independent Worlds. This to be maintained until a fine of 4 million credits has been paid by the vessel in question, half payable to the government of each nation.
Clause 4: Terrorism shall be considered a criminal offence in both systems, defined as an unwarranted attack resulting in destruction or damage to any lawful vessel or space installation. Vessels found engaged in acts if terrorism in these systems shall receive kill on sight status in both Liberty and Bretonian House space, as well as in the Independent Worlds. This to be maintained until a fine of 6 million credits has been paid by the vessel in question, half payable to the government of each nation.
Clause 5: The trafficking of counterfeit software from Liberty to Bretonia is to be considered a serious offence by both Houses. Any vessel caught with counterfeit software anywhere in Liberty space, Bretonian space, or Magellan or Cortez space, shall be considered guilty of a crime against both Liberty and Bretonia. Any lawful agents of either government catching such offenders are to seize and destroy all such software, and impose a fine of 400 credits per-unit upon the vessel, half payable to the government of each nation. This to be done regardless of where the vessel in question was apprehended.
Article IV - Combined Operations
Clause 1: The Bretonian Armed Forces and the Liberty Navy may, at their discretion, patrol and enforce this Treaty in Magellan and Cortez acting independently in separate operations, and maintaining separate command structures.
Clause 2: At the request of the ranking officer present of either the Liberty Navy or the Bretonian Armed Forces, the total military forces present within the Independent Worlds shall become combined. All joint operations should use Combined Fleet status.
Clause 3: When in Combined Fleet status, the ships shall no longer act as vessels of the Liberty Navy or Bretonian Armed Forces, but as ships or fleets of the Naval Alliance Treaty Organisation, NATO.
Clause 4: When in Combined Fleet status, no operations in the partisan interests of the Bretonian or Liberty governments can be conducted. Only operations related to the enforcement of this Treaty can be conducted, without prior approval of both national governments.
Clause 5: NATO fleets may not engage national enemies of one or the other of the member nations (e.g. KNF) but if any NATO ship is attacked whilst in Combined Fleet status, regardless of the attacker, the entire fleet should respond to their defence.
Clause 6: When in Combined Fleet status, all military ships shall use the NATO Equivalent Ranking Command Structure (see appendix i). The ranking NATO officer may accept or deny requests for the fleet to separate again.
Clause 7: IMG and Orbital Spa and Cruise ships may, as signatories of this Treaty, also be admitted to serve alongside NATO fleets, at the discretion of the ranking NATO officer.
Clause 8: The Headquaters of the Naval Alliance Treaty Organisation shall be Planet Curacao.

Preamble and Amendment Statement
We, the representative governments of the Republic of Liberty and the Realm of Bretonia, in order to establish free and unhindered travel of goods and people between our two nations, to fight the scourge of piracy and terrorism, to protect the rights and freedoms of all our law abiding citizens, and to bring security, order and governance to the Star Systems of Magellan and Cortez, do ordain and establish the following Treaty. In a duly processed amendment, the Crayter Republic joins the Republic of Liberty and the Realm of Bretonia in upholding the terms of this revised Treaty.Article I - Governance

Clause 4: The trade lanes within Magellan and Cortez were nationalized in the Treaty of Curacao of 817 AS (see appendix iii) by the House Governments of Liberty and Bretonia. Trade lanes in the eastern half of both systems were passed into the ownership of the Liberty Government. Trade lanes in the western half of both systems were passed into the ownership of the Bretonian Government. A ten kilometer radius around the jump point to Coronado, with the exclusion of Planet Curacao and its immediate orbit, are now passed into ownership of the Crayter Republic Government. From there, the rest of both systems are now passed into joint ownership of the Liberty Government and Bretonian Government.
Clause 5: All property rights within the Magellan and Cortez are to be strictly protected by this Treaty. This includes all ships, stations, planetside facilities, satellites or mining installations under lawful private or corporate ownership. All natural resources within the systems are in the public domain, and shall remain free and open to private or commercial appropriation.

Clause 1: Liberty Navy, Bretonian Armed Forces, and Crayter Military (in addition to related police and intelligence agency) vessels and warships, of any class, shall have full access rights to fly through and patrol any portion of space within Magellan and Cortez. Docking rights for Planet Curacao, as well as Freeport Four for its duration under Liberty control, are granted in full. In times of need, transit is to be allowed through the systems of California and Manchester to and from Cortez and Magellan.Clause 2: Upon return of Freeport Four to the Independent Miners Guild, the aforementioned parties' vessels and warships, of any class, shall not have docking rights nor base themselves from Freeport Four, under penalty of a 250,000 credit fine to the Independent Miners Guild. However in emergency circumstance, such may dock on Freeport Four for repairs or supplies without which their lives would be endangered. If possible, permission should be sought from Independent Miners Guild authorities.
Clause 3: The Liberty Navy, Bretonian Armed Forces, and Crayter Military (in addition to related police and intelligence agencies) retain the right to pursue outlaws caught in criminal acts within their home space into Magellan and Cortez, there to catch and impose punishment upon them.
Clause 4: The Liberty Navy, Bretonian Armed Forces, and Crayter Military (no additions) retain the full rights to enforce within the systems of Magellan and Cortez, along with a ten kilometer radius from all jump points to those two in adjacent systems, all the articles and clauses of this Treaty and any subsequent amendments to it.
Article III - Laws
Clause 1: Upon return to the Independent Miners Guild, a no fire-zone with a five kilometer radius around Freeport 4 will be officially established and enforced. All vessels shall comply with this, with the exception of self-defense. This Law is to be enforced by official agents of the Independent Miners Guild.Clause 2: Free Trade is to be fully open between Liberty, Bretonia, and the Crayter Republic. Any act considered to represent an Obstruction to Free Trade shall be considered a criminal offense in the eyes of Liberty and Bretonia. Obstruction to Free Trade shall carry an attached fine of two hundred thousand credits per offense, collectable by any lawful agent of the Liberty, Bretonia, or Crayter Republic Government, payable to the government of each nation.
Clause 3: Not recognized as the legitimate government of Gallia and in a state of war with Liberty, Bretonia, and the Crayter Republic, all Gallic Royal Forces within the systems of Magellan and Cortez, along with a ten kilometer radius from all jump points to those two in adjacent systems, are to be shot on sight. For pursuit of them beyond that point, the rightful owner of the system must be contacted if available.
Clause 4: Piracy shall be considered a criminal offense in both systems, defined as the extortion of money by non-lawful agents from any ships under threat of destruction or damage. Vessels found pirating in these systems shall receive kill on sight status in both Liberty and Bretonian House Space, as well as in Crayter Republic territory and the Independent Worlds. This to be maintained until a fine of two million credits payable to the government of each nation, for a total of six million, has been paid by the vessel in question.

This to be maintained until a fine of three million credits payable to the government of each nation, for a total of nine million, has been paid by the vessel in question.

Article IV - Post Gallic Invasion Agreement
Clause 1: Upon the conclusion of hostilities with the Kingdom of Gallia in the system of Magellan and all adjacent systems to it, the installation Freeport Four is to have its hull repaired, have all facilities restored to full operational capacity, and be dutifully returned to the Independent Miners Guild from the Liberty Navy.Article V - Combined Operations

Clause 7: Independent Miners Guild and Orbital Spa and Cruise ships may, as signatories of this Treaty, also be admitted to serve alongside NATO fleets, at the discretion of the ranking NATO officer. Their paramilitary ranking systems are not listed in the NATO Equivalent Ranking Command Structure. Neither corporation may be ordered to act against the Kingdom of Gallia, given that it may harm other operations of theirs.
Clause 8: Liberty Police Incorporated, the Liberty Security Force, Bretonia Police Authority, and the Crayter Intelligence Service may also be admitted to serve alongside NATO fleets, at the discretion of the ranking NATO officer. Their ranking systems are listed in the NATO Equivalent Ranking Command Structure. Police forces may not be required to act outside of their respective nations for prolonged engagements, and intelligence agencies may not be required to cease an important operation already underway.
Clause 9: The joint headquarters of the Naval Alliance Treaty Organization is to be located on Planet Curacao's surface, within close proximity to the major spaceport.

Omega Treaty
A.) Omega-3
- The Kingdom of Bretonia will allow access to Rheinland Military-affiliated vessels entering Omega-3 to uphold freedom of trade if the following criteria applies:
- The entering vessels must be accompanied by a pilot ranking Feldwebel or above.*
- The entering vessels must not be of any larger class than the Rheinwehr korvette, unless permission is granted by Government-approved personnel*.
- The entering vessels will not continue into Bretonian core territory* without Armed Forces High Command, Director of the Bretonian Intelligence Service, or Bretonian Government authorization.
- The entering vessels will not be parts of a Rheinland intelligence gathering organization, such as the Rheinland Marinenachrichtendienst, unless permitted by the Armed Forces High Command, Director of the Bretonian Intelligence Service, or Bretonian Government.
- The entering vessels must be accompanied by a pilot ranking Feldwebel or above.*
- The Kingdom of Bretonia will allow Rheinland Military-affiliated vessels to engage Corsair, Red Hessian, Landwirtrechtbewegung, Bundschuh, Unioner, Sirius Coalition Revolutionary Army, "Wilde" -affiliated hostiles, any non-Kusari based organizations the Armed Forces requests help to deal with, and any other criminal individual or organization bountied by the Rheinland Federal Republic. The following restriction apply:
- The Rheinland Military will not cause damage to any Bretonian law-abiding organizations.
- The Rheinland Military will not attack Liberty-based commercial nor military entities within Omega-3. Any Liberty vessels being found and attacked within Omega-7 that flee to Omega-3 are valid targets for the Rheinland Military.
- The Rheinland Military will be able to employ the right of self-defense.
- The Rheinland Military can request assistance from Bretonian forces. These forces reserve the right to deny this request.
- The Rheinland Military will not cause damage to any Bretonian law-abiding organizations.
- The Kingdom of Bretonia will prohibit any Liberty combat or intelligence forces from launching operations against Rheinland out of Omega-3 or Bretonia core space.
- The Federal Republic of Rheinland will acknowledge Omega-3 as an sovereign system belonging to the Kingdom of Bretonia and will respect all the laws of the house. In case of joint operation, the highest ranked Bretonian officer will take the lead of the joint wing within Omega-3.
- The Federal Republic of Rheinland will allow access to Bretonia Armed Forces-affiliated vessels entering Omega-7 to uphold freedom of trade if the following criteria applies:
- The entering vessels must be accompanied by a pilot ranking Lieutenant Commander or above.*
- The entering vessels must not be of any larger class than the Bretonia Gunboat, unless permission is granted by Government-approved personnel*.
- The entering vessels will not continue into Rheinland core territory without Rheinland Military High Command, Director of the Marinenachrichtendienst, or Rheinland Government authorization.
- The entering vessels will not be parts of a Bretonian intelligence gathering organization, such as the Bretonian Intelligence Service, unless permitted by the Rheinland Military High Command, Director of the Marinenachrichtendienst, or Rheinland Government.
- The entering vessels must be accompanied by a pilot ranking Lieutenant Commander or above.*
- The Federal Republic of Rheinland will allow Bretonia Armed Forces-affiliated vessels to engage Corsair, Red Hessian, Molly, Gaian, Buccaneer, Sirius Coalition Revolutionary Army and "Wilde" -affiliated hostiles, any non-Liberty based organizations the Rheinland Military requests help to deal with, and any other criminal individual or organization bountied by the Kingdom of Bretonia. The following restrictions apply:
- The Bretonia Armed Forces will not cause damage to any Rheinland law-abiding organizations.
- The Bretonia Armed Forces will not attack Kusari-based commercial nor military entities within Omega-7. Any Kusari vessels being found and attacked within Omega-3 that flee to Omega-7 are valid targets for the Bretonia Armed Forces.
- The Bretonia Armed Forces will be able to employ the right of self-defense.
- The Bretonian Armed Forces can request assistance from Rheinland forces. These forces reserve the right to deny this request.
- The Bretonia Armed Forces will not cause damage to any Rheinland law-abiding organizations.
- The Federal Republic of Rheinland will prohibit any Kusari combat or intelligence forces from launching operations against Bretonia out of Omega-7 or Rheinland core space.
- The Kingdom of Bretonia will acknowledge Omega-7 as an sovereign system belonging to the Federal Republic of Rheinland and will respect all the laws of the house. In the case of joint operations, the highest ranked Rheinland officer will take the lead of the joint wing within Omega-7.
- The Federal Republic of Rheinland and the Kingdom of Bretonia both reserve the right to withdraw their signature from the treaty if one of the aforementioned parties fails to fulfill, or breaks the criteria listed above.

Article One
The Colonial Military, and Bretonian Armed Forces immediately cease all forms of hostilities; Armed or covert.
Article Two
Each party will agree to exchange prisoners of war on neutral ground after the treaty has been signed. The Colonial Republic will recognize that it initiated the Colonial-Bretonian war and is held solely responsible for the deaths of men and women in the Bretonian Armed Forces, and other Bretonian services. The Colonial Republic will offer condolences publicly to the families of the men and women who were killed in combat operations during the Colonial-Bretonian war.
Article Three
The sovereign Kingdom of Bretonia will recognize the Colonial Republic as it's own independent state.
Article Four
Trade routes between the Kingdom of Bretonia and the Colonial Republic will be opened. Each party reserves the right to deny access to their sovereignty.
Article Five
Tau-44 is to be considered sovereign space to the Colonial Republic, and recognized as such by the Kingdom of Bretonia.
Article Six
- 6.1 - The Colonial Republic will allow access to Minato Harbor to any Bretonian civilian vessels, in the Tau-44 system. The Colonial Republic reserves the right to destroy any vessels that deviates from the path.
- 6.2 - The Kingdom of Bretonia will allow access to any Colonial Republic civilian vessels to dock Bretonian stations and planets. However, Bretonia forbids Colonial civilian and military vessels from docking Armed Forces battleships, entering the systems of Poole, and Salisbury, as well as entering restricted military space east of South Shields Refinery and Scarborough Shipyards in Newcastle, any ships found entering Bretonian restricted space shall be destroyed.

- 7.1 - The Kingdom of Bretonia will accept the Colonial Republic's official influence in the following systems: Tau-44, and Tau-23.
- 7.2 - The Colonial Republic will accept the Kingdom of Bretonia's official influence in the following systems: Tau-23, and Tau-31. As well as the sovereignty of all Bretonian Core systems, and the Omega-3 system.
- 7.3 - The Colonial Republic will recognize Bretonian space around the Tau-23 gate construction site, and the Tau-31 gate itself.
- 8.1 - The Colonial Republic will retract any and all equipment, including ships, used by foreign mercenaries who fight, and collect money against all soldiers, pilots, and agents of the Kingdom of Bretonia. While the Kingdom of Bretonia will drop bounties against the Colonial Republic.

The Colonial Republic will not send escort ships larger than a gunboat into Bretonian Sovereign space to escort convoys. Any escort ship larger than a gunboat will be requested to leave Bretonian sovereignty immediately, if the ship captain fails to comply, the vessel will be destroyed.
Article Ten
Upon signing the treaty, both parties accept that if any ship is destroyed by either the Bretonian Armed Forces, Bretonian Police Authority, or Colonial Military, that under the conditions listed above that it is not to be treated as an act of war, and an investigation will be allowed for any acts foul play. However, both parties understand that if any vessel of the Bretonian Armed Forces, Bretonian Police Authority, and Colonial Military open fire under conditions not stated in this treaty. (See Article Eleven.)
Article Eleven
- 11.1 - The Colonial Republic has the right to investigate into any hostile aggressions caused by the Kingdom of Bretonia without the treaty being cast aside.
- 11.2 - The Kingdom of Bretonia has the right to investigate into any hostile aggressions caused by the Colonial Republic without the treaty being cast aside.
- 11.3 - Both sides agree to hold a joint investigation effort into any aggressive action not stated in this treaty without the treaty being cast aside.
Each party has the right to remove their signatures from the treaty if one side fails to uphold or breaks the criteria listed above. Upon which, all agreements made after the signing of the treaty are hence invalid, and previous war-time hostilities return.
