Improve Presentation of Discovery's Rules

As proposed in the above thread, should the rules be updated in a way that is improved and optimized?

People still ain't gonna follow em' no matter how shiny chrome they become.

This is not change of rule presentation at the moment
It is a change of rules, and I do not agree with some of those changes.

I'm not sure where there is room for making optimisations. The rules really are seeming very bare-bones and super clear.
Only quarrel I'm having with them is the thread not being at the top of the forums.
