KOI ID and IFF



The Kusari Office of Intelligence (KOI) is the Kusari covert operations service, which specialises in spying and sabotage outside of Kusari space. Originally devised as the much needed result of reform in the Kusari secret services area, continuously plagued by shaky loyalties and inadequate leadership, the KOI still faced the critical flaw of forming a reliable cadre to direct the operations of Intelligence on behalf of the House of Kusari.

The Office of the Shogunate, who had oversight on KOI and other military affairs, searched for solutions for the issue that handicapped the intelligence agency during such crucial times as the conflicts Kusari was involved in after the Reformation of the Empire.

One solution came from the Kusari Imperial Army Corps (KIAC), the military branch which controlled most of the standing Planetary military forces of the House. Citing the overreliance of the Shogunate on the Kusari Naval Forces (KNF) and the neglect that it caused on the KOI, the army suggested that they created a control Bureau and staff it with members of the army forces and their infant KIAC Space Division, which would assume control over most operational divisions of KOI.

The Office of the Shogunate seemed receptive of the idea, although it was weary of giving full control of KOI to the Army and risking having it and KNF compete for influence in overlapping fields of action. The Shogun granted approval of the establishment of the Bureau, under the condition that it’s presence in the KOI would expand only in proportion to the efficient results it could provide.

The KIAC formed the Soshi Strategic Intelligence Bureau (SSIB) through a selection from their ranks and a screening of seasoned elements of the KOI agency whose loyalty and diligence was attested. Its first objectives are establishing a strong organization, and prove it’s primacy over other divisions of the Office of Intelligence.

Ranks and Commissions

SSIB personnel are all integrated as members of the Kusari Imperial Army Corps. Either joining from KIAC divisions directly, or from a strict screening of KOI and non-affiliated new personnel applying. Within the KIAC hierarchy, personnel can hold up to the rank of Colonel.

Colonel
The Colonel is the senior officer in charge of the Bureau in its entirety. Under the guidance of the KIAC high command and the directives of the Office of the Shogunate, they are tasked with the general policies of the SSIB, and the establishment, activation or retirement of SSIB operational sections.

Major
Forming the top echelon of the SSIB command structure, the rank of Major depicts a well established controller of operational sections, and see to that their objectives and directives are executed with no margin for error. It’s not rare however, like most ranks, to find a Major operating unbound to a section or role. On occasion, they are assigned the role of liaison and contact to organizations outside of KOI for the benefit of the SSIB.

Captain
Captains are members of the SSIB who have displayed a long commitment to the Bureau goals through their long tour of duty.

Lieutenant
Either a member hailing for the KIAC own ranks, or a new agent who has passed the gruesome screening process that SSIB employs. The Lieutenant is an officer who has earned the trust of the Bureau, and can be called to integrate the ranks of the Sections for specialist operations.

Warrant Officer /Ensign
Ensign officers are new agents recruited from organizations outside of the KIAC, such as KNF and other KOI divisions, and non-military personnel invited by the SSIB recruitment. They are scrutinized by SSIB officers via an operational evaluation and screened for past affiliations and political views that could become a liability in their future agents.

External Agents
KOI agents who are not integrated into the SSIB are classified separately, and are considered to have an authority equivalent to Ensign. However, there are provisions in which the SSIB can temporarily grant an external agent suitable authority upon the Bureau agents or operations. Due to the nature of the Bureau for close control of their ranks, this is very rare.
