Formed in the dawn of Libertonian life in Sirius, Deep Space Engineering has held a central position of infrastructural development in the sector. The ongoing project of building and maintaining the physical gate/lane network has always been the primary directive of DSE, but it has lead to the emergence of several secondary roles; exploration, mineral extraction and processing, and ship construction also adorn the corporate profile. DSE is fundamental to the influential position of Liberty in Sirius today.


Background

Founded in 51 A.S. with the merging of several major Manhattan construction firms, Deep Space Engineering sprouted into a massive conglomerate aiming to take advantage of the opportunities of space. The contract to build the first Baltimore Shipyards secured the corporation initial success and after completing the shipyards in 58 A.S., DSE began construction colonization ships with the newly developed Ageira drives.

Over the next decades, Deep Space Engineering held its position as the primary construction and mining corporation in Liberty. The technology exchanges between the houses spurred an increase in production, leading to rapidly growing consumption of mineral resources in New York.

In 128 the massive Dallas research station is completed in Texas; Ageira Technologies and the Liberty military begin work on several secret projects, including jump gate technology.

In 145, DSE begins preparing Planet Los Angeles for agriculture by bombarding it with ice asteroids for the purpose of lowering the salinity of the atmosphere. In the following years, further terraforming and cloud seeding is conducted by DSE making Los Angeles the primary food source of Liberty.

In 185, the jumpgate project is unveiled to the rest of Sirius. Four years later, DSE finishes construction of the first gates, between New York and Colorado. The mineral abundance of Colorado is thereby made significantly more available, cutting a three month trip to mere minutes.

In early third century, most of the Liberty systems are connected by gates and construction is begun in the other houses. As funding becomes an increasingly pressing matter, Deep Space Engineering and Ageira Technologies fund the inception of Interspace Commerce.

By the fourth century, New York is depleted of minerals leaving Liberty entirely dependent on Colorado and Texas. The first trade lanes are also built across Liberty by DSE.

By the sixth centry, Liberty mineral resources are nearly exhausted. Low-yield chemical extraction is put to some use on depleted deposits in Colorado, however Liberty is now dependent on minerals from Rheinland. After the Kusari and Rheinland embargo of Liberty, the ownership of gates and lanes is turned over to their respective houses. DSE still manages all construction of new gates and lanes, however.

In 650, significant deposits of Boron were discovered on Pittsburgh. The DSE mining operation was established in 660 and the corporate headquarters were also moved there from Baltimore Shipyard in 698.

While Deep Space Engineering continues to reap profit from gate/lane construction in the ninth century, the corporation has largely stagnated in terms of development. With the emergence of the new Liberty corporation Duchess Industries with by a young and astute leadership, the DSE board saw a potential opportunity. They watched the corporation closely.

Lars Johansen entered the freight profession in 814 A.S. with a Universal Shipping contract. With the contract came a Mammoth transport, which he christened The Duchess Blue after his recently-deceased cat, Duchess. The contract also afforded him a lifestyle that suited him well; he settled down and performed above and beyond his contract. He did, however, have significantly higher ambitions, so later that year he took out a loan for a Whale in an attempt to boost his profits. It proved to be a highly worthwhile investment and his contract with Universal was soon upgraded and renewed. At this point, freelance freight contracting became the limitation to his ambitions.

Therefore, Lars sold his contract with Universal in 816 and used the profits to start a comparatively small freight business, Duchess Shipping. Within a few short weeks some freelancers took an interest in the company and were soon hired. Three large transports and an escort now made up the company fleet and earnings were soaring. Competition from Universal and other shipping corporations now became a pressing issue. Fortunately, this obstacle coincided with profits reaching a level capable of accommodating Lars's plans.

In early 817 A.S., it was decided to integrate and expand into the mining and construction sectors of Liberty industry. At this point, Deep Space Engineering made their move: Duchess Industries was absorbed into DSE and in return Lars Johansen was given a place on the Controling Board. This greatly faciliated DSE expansion into the freight industry and reduced dependence on Universal Shipping to supply construction sites. As expected, this set in motion a series of events that led to an invigorated DSE in a new era of expansion and modernization.

A convenient venue of this corporate energy presented itself with the arrival of Survey Vessel Armstrong in Coronado. The order was given to closely appraise the IMG presence there and observe their movements in order to determine potential targets for, among other things, mining. Though the most obvious opportunity had already been claimed by IMG on Planet Pecos, Coronado was full of plenty more for the taking.

This is the state of Deep Space Engineering today in 817 AS, as Sirius descends further into violence.


Organization

At the top of the corporate hierarchy sits the Council of Control. The Board consists of the stockholders and serves as their medium of input into corporate decisions. The Council of Control is concerned primarily with major public corporate decisions, especially macro-decisions involving other factions.

The corporation itself is led by the Director and his Deputy Directors, the Board of Directors. Day-to-day decisions, as well as any other decisions of little concern to the Council, are made by these Directors. The brunt of corporate management falls on their shoulders. Below the Directors are the departments, each of which consists of linearly ranked employees. At the head of the largest departments sits one of the Deputy Directors, but most answer directly to the Board.

Ranks
These named ranks primarily denote seniority, but only the Director and Deputy Directors have any inherent right to give orders to other employees. Lower ranked employees should look to higher ranked employees for guidance.

Commendation System
Employees advance through the ranks by way of a point system. Employees are granted points fo: demonstrating proficiency in tasks, exhibiting exemplary behaviour, and so on. While supervisors will commend employees regularly, the system depends on nominations by other employees.

// This commendation system is extensively out-of-roleplay, since the system is designed to primarly reward role-play rather than what DSE employees would be rewarded for in-roleplay. The two main categories that members earn commendation points is In-game Roleplay and Forum Roleplay. Secondary categories exist for various other things such as Gameplay and Character Biographies.


Ship Identification

All ships will use a Deep Space Engineering ID and tag. Members of the small Science and Research Department may use the Researcher ID.

All ships use the callsign tag DSE), the ship naming convention is determined by rank and department.
- All employees, regardless of department, of Initiate rank will use their name as callsign: DSE)Pilot.Name
- All Engineering ships will use the name of a North American mountain as their callsign: DSE)Mountain.Name
- All Freight ships will use the name of a North American mountain as their callsign: DSE)Mountain.Name

Fleet Listing
Corporate Vessels
DSE)McKinley: The corporate flagship.
DSE Corporate Liner McKinley is one of the two large, detachable sections of the DSE headquarters on Planet Pittsburgh. It is the head of the DSE diplomatic and exploration fleets and also serves the corporation as a mobile command center for large-scale, high-priority operations.

Commodore Sofia Westwood, alumnus of West Point Academy, captains the ship. She runs a strict command and though she is respected for her proficiency and efficiency in leadership, she is not well-liked by the majority of her crew.

Lieutenant Roger Johnson is Sofia's second-in-command. He is held in similar regard by the crew as the captain, though he is admittedly not quite as caustic as her.

Ambassador Viktor Clarance is the chief diplomatic consultant and ambassador of DSE. He is the former head of the Duchess Industries Department of Ethics and Diplomacy where he adeptly diverted several potential scandals and brokered a number of beneficial agreements with both domestic and foreign corporations. Following the acquisition of DI by DSE, his diplomatic career went only up.

The remaining operational crew of DCL McKinley consists of a comparatively small number of systems technicians, engineers, and gunners. The bulk of the crew is made up of diplomats, accountants, clerks, secretaries, and various other corporate employees.

A small contingent of OS&C staff manage the living quarters and recreational areas.

Standard Operations

Standard daily operations consist primarily of gate/lane construction and maintenance, supplies hauling, mining, and survey exploration. All operations contribute to gate/lane construction in one form or another; mineral deposits are sought out and surveyed, after mining operations are established they supply shipyards and component factories with material resource whose products are then used to maintain the actual construction sites. DSE is not completely self-sustained, however, primarily in regard to materials and freight hauling. Many necessary materials are imported from other houses and Universal Shipping and various independent traders aid in hauling whiteboxes to outlying sites.

Engineering Department: Engineers are more or less split into the two major operational areas of gate/lane construction and ship construction. Engineers are also on duty for field repairs.

Freight Department: Most freight routes consist of hauling Gate/Lane Parts to one of the three large construction sites in Hokkaido, Okinawa, and Tau-23. Subsequent legs are dependent on several factors, but all circuits inevitably end in import of materials or components to Liberty.

Mining Department: Non-planetary mining is based primarily in Colorado with a heavy focus on the Copperton field, though low-yield chemical extraction is still ongoing in the Silverton field. Other than mining, the only other major responsibility of the Mining Department is prospecting.

Science, Research, and Technology Department: The DSE SRT Department is relatively small, consisting mostly of scientists accompanying DSE ships in the field. However, the department also consists of a few scientific vessels each with either specific or broad assignments in deep space. The secondary directive of the SRT Department is to maintain the integrity of all optronic, electronic, and bioneural systems in DSE assets. Therefore in addition to those of scientific and exploratory nature, technicians will be tasked to any of a large variety of postings, including: supporting engineers at construction or maintenance sites, supporting miners in the field, and contract jobs for third parties.

Security Department: The security of DSE assets and personel is paramount, hence the singular responsibility of this department. Not only are Security ships attached to most departmental wings and field operations, but Security ships can also seen throughout the corporate zone of influence patrolling supply routes and standard operational areas, cleaning out threats.


Bases

Planet Pittsburgh is the location of the Deep Space Engineering headquarters since covered by a single vast desert, broken only by large rocky outcroppings that have yet to be consumed by the sand. Without any ice asteroids in close proximity, the planet was not considered a good candidate for terraforming and remained sparsely populated until a full-scale mineral survey in 650 AS pinpointed deposits of Boron in the form of borax salts deep within the Corridera Plateau. A mining operation was established on the planet in 660 AS by Deep Space Engineering to exploit these deposits, and it is now the only raw material extraction facility within Liberty space.

Baltimore Shipyard is the primary shipyard used by Deep Space Engineering. It was constructed to service overall DSE operations, but when not at full capacity it also builds prison ships and cruise liners for sale on spec.

Survey Vessel Armstrong, though not a complete base in its own right, represents the DSE foothold in Coronado. It is tasked with surveying the system for mineral deposits and keeping an eye on IMG activity.

Ames Research Station was originally established in 550 AS to study the movements of the strange clouds of dark matter in the system. The station is now largely occupied by Zoners, but a contingent of Deep Space Engineering support staff remains aboard.

Construction Sites
The Chugoku Gate Construction Site in Hokkaido is part of a controversial construction project intended to open the recently discovered mineral riches of the Chugoku system to exploitation by Kusari business interests. However, because of the natural dangers of the Hokkaido system and significant levels of terrorist activity, Interspace Commerce (IC) refused to insure the venture until the Kusari government committed to station the Battleship Matsumoto in the system for protection. Despite the large military presence, however, the Chugoku Gate is still a favorite target of the Blood Dragons.

The Sigma-19 Gate Construction Site in Okinawa has been operational for some time, however the project is still expected to take a while longer to complete, especially given the strict directives to Deep Space Engineering, who are being paid a very handsome amount of money for their silence and speed in the construction project.

Considerable amounts of supplies are constantly being shipped in to both the construction site and the nascent beginnings of a trade lane route to the planet Miura, all paid for by the GMG and Kishiro. Despite the extremely high levels of security, there have been a number of attacks on the installation by the Hogosha, who prefer to use lightning hit and run strikes against the jump gate site in order to disrupt progress. Because of this, many of the DSE workers are demanding higher wages due to the dangers involved, and efforts are being increased to tighten security around the base.

The Tau-31 Gate Construction Site in Tau-23 is used by both BMM and DSE. BMM handles base management and stages their mining operation from it while DSE bases the Jump Gate and Trade Lane construction there.

A system as rich in resources as Tau-23 was ripe for exploitation, and once surveyed by Bretonia Mining and Manufacturing (BMM) in 730 AS, the construction of a Jump Gate network linking the system with Bretonia became a high priority. While work on the Tau-31 Jump Gate has proceeded apace, the project has recently come under intense attack by the criminal organization known as the Outcasts, though the reasons behind the hostilities remain unclear. BMM has been forced to hire extra security to protect the construction project and has even attempted to begin limited mining of the valuable Beryllium deposits in the system as a way to offset the skyrocketing costs.

Code of Conduct

- //Members must know and follow server rules at all times with absolutely no exceptions whatsoever. These rules apply both in and out of the game. If a member breaks server rules, whether or not they are officially sanctioned for it, additional internal consequences are to be expected.

- //Members who wish to file a server rule violation report must consult with the faction leadership first.

- All employees must comply with all corporate regulations at all times unless explicitly overruled by the Council. All such overrulings are case-specific.

- All employees must obey the laws and regulations of Liberty House as well as all laws and regulations of friendly factions when visiting their sovereign space.

- All employees must comply with orders given to them by the authorities of friendly factions when visiting their sovereign space.

- Security employees may not enforce any laws or regulations.

- Ships may only dock at bases owned by factions of Neutral or better diplomatic status.

- Only Freight Department ships may dock at bases owned by factions of Neutral diplomatic status for the purpose of freight trade.

- No employees may enter space directly controlled by Hostile factions.

- Employees may enter the guard systems of factions of Neutral or better diplomatic status, but only with explicit permission from a representative of that faction.

- Security employees must take all measures to ensure the safety and security of all corporate assets and personel.

- No employee may enter systems controlled by Nomads or the Wild. If space or cargo scanners pick up any alien lifeforms, employees must take immediate evasive action and move as far away as possible.

- All ships must refrain from firing on other ships, with the following exceptions:
-- Any ship may open fire in self-defense against criminals.
-- Any ship may open fire on any target posing a significant and unmitigatable threat to corporate interests.
-- Any ship may open fire if accompanied by a Security ship against Pirates who are demanding more than the net worth of all allied ships and cargo within sensor range of the pirates.
-- Any ship may open fire to assist Security ships.
-- Security ships may open fire in self-defense or in defense of DSE or allied ships against criminals.
-- Security ships may open fire on any non-Friendly, non-Allied target if given explicit clearance to do so by local authorities.

- In matters of security, all non-Security ships must obey commands given to them by Security employees. Rank and seniority within the Securty Department may overrule.

Allied
Deep Space Engineering has a symbiotic relationship with Ageira Technologies. As any other Liberty corporation, DSE also relies on the Liberty Navy, Liberty Police, and Liberty Security Force to ensure the general integrity of its corporate interests which are nearly always synonymous with those of Liberty House itself.

Friendly
DSE is naturally friendly with her fellow Libertonian corporations. DSE also more or less follows Liberty foreign policy, thereby DSE is friendly with the Bretonian lawfuls: the BPA, BAF, and Bretonian corporations.

Neutral
Due to the war between Kusari and Bretonia, DSE is not friendly with Kusari lawfuls. Neutrality is necessary for the sake of business and continued success with gate/lane construction. Due to the rising hostility between Liberty and Rheinland, DSE is on reasonably neutral terms with certain Rheinland criminal factions.

Unfriendly
True neutrality with Rheinland House, while prefered, is not entirely possible in the current state of Liberty foreign relations. DSE is tolerated in Rheinland space, and DSE tolerates being in Rheinland space, but cautious toleration is as far as the relationship extends. DSE is also unfriendly with with most Sirius criminal factions with no directly conflicting interests.

Hostile
DSE is on highly hostile terms with most Liberty criminals and their allies, primarily the Outcast alliance, but also any faction in direct opposition to DSE interests wherever they may be.

Equipment

Members may use any Civilian equipment of type Starbeam, Stunpulse, Flashpoint, and Debilitator. Members may also use any generic equipment (Counter Measures, Cruise Disruptors, Mines, Missiles, Scanners, Shields, and Torpedos) available from friendly bases.

To use any other equipment, members must apply for permission from the Board of Directors.

It's pre-vanilla stuff, so point out whatever contradicts vanilla or Discovery history and I'll fix it. My problem was that I couldn't find much good information on DSE (the faction infocard is especially pathetic), so I didn't have much choice.

You're right, and it's not serving much of any purpose either. Do you think I should cut it down to something like a newbie rank, a standard member rank, and a super member rank? Or should I remove them altogether?

We tried that for a while, but the paperwork was gargantuan and the fines we had to dish out ended with Xeno ranks swelling tremendously. My guess it's also the reason for the color of whatever it is that comes out the front of their ships.

Faction history- You've read the Liberty backstory document. Thank you. However, a lot of the names have changed since then (Valhalla Research to Ageira Technologies, or Ismael to Malta for instance)- most appeared to have been caught, but there is a listing of "Roosevelt Shipyards" early in that should be "Baltimore Shipyards" if I remember correctly. Also, the reference to the "Valhalla drives" is a little jarring- as I understood it, the discovery of Valhalla was (and still is) kept a very tight secret, and Ageira is the company with access to it. It is quite likely that DSE does not know where Ageira gets their crazy gizmos from.



Diplomacy-

First and foremost, thank you for putting some thought into your diplomacy more than just "we are a corporation, so pirates are hostile". Now, on with the details...

I notice that you are friendly with Synth Foods, unfriendly with the FA, and neutral to the LWB... I would think that the LWB NPC faction would fall into unfriendly (the player faction is there already) for obvious reasons.

I also notice that you have the Bundschuh (and corresponding player faction the Volksfront) as neutral- I know that we are funded by Interspace at least in part, and considering what Daumann and DSE think of each other there might be something there, but... you're still a Liberty company, and one that plays no small part in the Liberty war effort. Seeing as to how the Rheinland unlawful factions (with exception to the Unioners and some Hessians) plan on dying before letting Liberty conquer Rheinland, this is a problem. I cannot see the Bundschuh tolerating DSE presence in Rheinland without some sort of special arrangement. If you'd like to discuss the terms for such an arrangement, feel free to open a diplomatic channel for discussion and we'll see what we can do. Until such time, I request that the Bundschuh and the Volksfront be moved to unfriendly if not hostile. I also believe that the Unioners would probably end up treating you the same way the Red Hessians would, that is, with violence and intent to make off with your money.

These things are hard to catch without an intimate understanding of the House, and I haven't been much longer than a few hours in Rheinland cumulatively; I will make these changes. Feedback on the diplomacy has been scarce, so I am glad every time I get some.

Well, it was also decided we need to offer up a uniformity on our naming convention, so after a couple hour discussion, Eyvind and I have come up with this:

All ships will use a Deep Space Engineering ID and tag. Members of the small Science and Research Department may use the Researcher ID.

All ships use the callsign tag DSE) and transport ships are christened with the name of a North American mountain while smaller ships are assigned their pilot's name as callsign.
To offer up to the masses for discussion, every vessel will be DSE) followed by:
-Freight, Engineering and Mining department vessels will be North American Mountains
-Science, Technology,and Research (STR) vessels will be named after Constellations
-Security ships will be merely the pilot's name <Pilot.Name>
The Information Technology Department has been merged with the Science and Research Department to form the Science, Technology, and Research department.
