Bug: No missions against Rogues or Xenos

As I couldn't find the origin of this immediately, keeping this to document it:

No missions against Rogues or Xenos are generated both on production and development.

LH, Junkers, Insurgency and Outcasts work fine. Only tested Liberty. Difficulty seems to be irrelevant.
Tested on: Manhattan, Erie, Delaware, Toronto, West Point.

Can confirm this is also the case on the lawful bases in California

Okay only took two hours as opposed to the many I anticipated. Can be moved.

Fixed for next release.
