Which faction ownes Red Station in Connetticut,as it is red to me and I cant dock?

It's a developer station, which contains all of the weapons in the game for testing purposes. You cannot dock with it on the main server.
In singleplayer, you can access this by typing rep = 1 and base Red Station
it will teleport you to there, and allow you to dock again.
