Bug: Unione Corse spawns as unlawfuls/pirates and mission targets in Cologne

Unione Corse ships (presumably falsely) spawn in Cologne system, where they attack law enforcement. They also frequently appear as mission targets. Cologne is no longer within the Gallic ZOI and Rheinland also does not consider Unione Corse a criminal organization. There is also no lore entries that would suggest pirate activity in Cologne by the Unione Corse.
