Two of the best places to theoretically sell H-fuel in Bretonia allow you to buy H-fuel, rendering them pointless in the economy chain as H-fuel cannot be sold to bases that allow you to buy it.
These are among the highest price points for H-fuel, meaning that buying from these locations serves no purpose as you cannot sell it for a profit at any location.

That's intentional.

The idea is that you can acquire it there, at a premium. If you're in Bretonia and you want H-fuel for whatever reason, you can get it there, and pay the extra. If you want it cheaper, you go to the source. Commodities in general are like this, it's just that with the "high value commodities" such as refined ores you have to make it so you can't sell them there because due to how they are balanced, these sellpoints would be more profitable than they are intended to be.
