If you were sanctioned and your ban time should be up, you need to post in your sanction thread for the administrators to remove the ban.

What Swift said. After a while moderators and admins must get tired of cleaning out sanction threads constantly, and so aggravation from the sanctioned party tends to get such things locked. Sending a PM to an administrator should achieve the same effect as posting in your sanction thread would have, though.
