who says they "shouldn t have" cruisers?
the bounty hunters core ( guards ) can and must use capital warships..
and pirates do stuff other than pirating traders, too. - like fighting large scale wars against other pirate clans - at which time they make use of their warships ( guards, too again )

The Generic Pirate ID and Bounty Hunter ID may not allow cruisers and up, the Bounty Hunter Core ID and, for example, the Corsair Guard ID however do well allow such ship classes though.

Generic pirates are just that, generic ones. Not the super exclusive or unique type but simply generic. The generic pirate ID applies to them. The likelyhood that they could both construct and maintain a Cruiser on their own or without NPC faction support is a bit low.
Same goes for the generic bounty hunter ID.
Hence the lack of cruisers and above.

OK so how do i go about getting a "Super Exclusive or Unique Pirate ID" ?

go get an outcast bribe, then do about 20 missions in beta.
then go to the outcast gaurd system and buy the outcast gaurd ID.
you need full gaurd rep to do so.

Er the super exclusive thing was referring to the special roleplay requests, things like that.
If you want a Cruiser you need to use an NPC Faction Guard ID.
Plus as Hoodlum said, can't pirate with it. That includes 'helping' other pirates while they pirate.
