Is this normal, Keeper ID can use a Prison Liner!?

Let's hear your opinions... (im not going to mention the fact of almost no RP of this player, and no use of (***) like every Keeper nomad seem to use)...

Nope, it's a special char that has been used for scripted RP events mostly, crewed by humans actually, therefore no "nomad speech". Unique. Just because you're not aware there might be a scripted event going between certain players doesn't mean you need to go haywire about it and scream about rules. Opinions are irrelevant, it's the facts that matter that I gave you. Lock it up.

p.s. It's an old "character" of mine dating back to 4.83 even.

That was most likely a bug. IE; thats not his real IFF.

Hell, if you at least bothered registering to the forums and posting, why not starting reading keeper related stories, and the nomad lore that's been laying around for months for that sole purpose of clearing things out.

Sorry, but the Keepers can occasionaly surprise you. It's not all generic evil nomads comming for your children, some actually do different things. Though, this would have probaply gone unnoticed considdering non of us were given the room to even start our roleplay there.
