Where can I register a clan? Not a new clan only from other Server, we have a Faction where we want to be
and play for RPG Server Rules, like other Discovery clans...

Well that will be a problem dude. You see, to become official faction you must:
1. chose RP of your faction
2. create long RP story to get aproved
then you should write concept, post it in "Discovery Factions" to seek thoughts of community about your faction idea, and if aproved, creating final "Faction Creation request"
Edit: these "clans of discovery" you mentioned are not clans you might know from HC or any other PvP server. They are called "official player factions" which represents npc factions of Freelancer. They serve to improve players RP.
Suggesting to check RP part of forums like Diplomatic matters, Message dumps or Faction Recruitment parts to have bigger scale of view regarding player faction
